Austin: Flood Hero, Jitney Fares, Early Auto Fines

  • Granted a cemetery plot:

    To Mrs. Y.C. Young, whose son died in the 1915 flood attempting to save her, after she lost all her property in the same disaster.
  • Cut annual permit fees for jitneys:

    Reduced the yearly license cost for jitneys (early taxis) carrying seven or fewer passengers to $25.
  • Rejected tax relief:

    A petition to waive interest, penalties, and costs on overdue property taxes was denied.
  • Waived early auto fines:

    For drivers caught operating automobiles with "cut-out" exhausts open, acknowledging they were unaware of the newly promulgated rule.

481 Regular meeting of the City Council : Austin, Texas, April 13, 1916. The Council was called to order by the Mayor : Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 The minutes of the last regular and subsequent recessed meetings were read and adopted . Reports of City Officers: The Mayor laid before the Council the reports of the City Healt Officer, the City Sexton, MXXXXXXXXXXXX ,which were read and ordered filed. Paving w 19th Street + Rio Grande The Mayor laid before the Council a resolution ordering the improvement of a part of West 19th street ,from the West line of Roi Grande Street ,south from 19th street,to the West line of Rio Grande street ,North from 19th street,in the City of Austin and approving specifications ,proposal ,contract and bond therefor,which was read and laid over for one week: The Mayor laid before the Council a petition from J B Webb, asking that Interest, J B Webb Taxes Penalties & Costs on taxes due on certain property for the several years mentioned in said petition. The petition was read ,and a mtion made that the petition be NOT Granted, which motion prevailed by the fallowing vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 The Mayor laid before the Council the following resolution : Whereas, A E Young lost his life in the unprecedented floodof April 22nd 1915,in Mrs Y.C. Young Cemetery Lot endeavoring to rescue his Mother,Mrs Y C Young,who was caught in that great flood at her home on Shoal creek in this City; and Whereas, the said Mrs Y C Young,by reason of that flood ,practically lost all of her property and possessions, and the said A E Young died without possessing anything substan -tial ,so far as this City Council knows and has reason to believe, Now, therefore , Be it resolved by the City Council of the City of Austin, Texas; That, in consideration of the sad features in this case ,which are known to this Council -oilt he City Council hereby conveys to the said Mrs Y C Young,as a burial place for the remains of her Son, A E Young,whose body now lies buried in the ground hereinafterdescribed and as a burial place for the repose of her own body ,the West ½ of lot No 92,in Section "A " of Oakwood Cemetery,City of Austin, Texas. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas : That the petition of H C Jackson to install and maintain a catch basinfor the use of his Drug Store to be established at the corner of West 8th street and Congress Avenue in this City ,be and the same is hereby granted,provided that : 1st. Said catch basin shall be constructed in full compliance with all the rules regulations and ordinances of the City of Austin in this behalf provided. 2nd. That said work of installing and maintaining such catch basin shall be done under the supervision and approval of the City Engineer of Austin, or his representative. --- Page break --- 482 .3rd. That this permit is temporary and revocable at any and all times at the pleasure and in the judgement of the City Council. Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That, for good and sufficient causes unto the City Council shown ,the Chas Chandler fine and costs in the case of the State of Texas,vs Cha C Chandlerin the Corpofine ration Court of the City of Austin, Texas,cause No 10496,for driving an auto without number ,and amounting to $ 11.90, be and the same are hereby remitted. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, & Haynes 4 Absent Councilman Powell 1 Approved, A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas: That the City Council hereby declares its purpose ,upon the request of jitney license G M Wagner and W B Calloway,President and Secretary, respectively,of the Austin be reduced. Jitney Association ,to reduce the permit or license fee of the Jitneys ,as here-tofore prescribed in the Jitney regulatory ordinance enacted by the City of Austin ,to the sum of twenty five ($ 25.00) dollars per year for Jitney cars carrying seven or less passengers. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 Approved, A P Wooldridge, Mayor. April 14th 1916: Councilman Haynes offered the following resolution : Resolved by the City Council of the City of Austin, Texas: That the sum of $ 229.92, be and the same is hereby appropriated out of the General Contingent fund of the City of Austin, Texas, for the year 1916, and Interest made payable to the Citizens Bank & Trust Co, for interest on the over draft in overdraft the general fund for the month of March 1916, as per attached voucher. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 Approved, A P Wooldridge, Mayor. --- Page break --- 483 April 13th 1916: Billing Stone Road Bridge The Mayor laid before the Council the following resolution : Re it resolved by the City Council of the City of Austin, Texas : That the sum of onehundred and thirty six ($ 136.00) dollars be and the same is hereby appropriated out of the Permanent Street Improvement Fund to pay for filling approaches to the bridge on the Stone road across Stone creek. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, & Haynes 4 Absent Councilman Powell 1 Approved, A P Wooldridge, Mayor. J. R. Evans license fee refunded The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas : That the sum of two ($2.00) dollars be and the same is hereby appropriated out of the General Contingent fund of the City of Austin, Texas, to reimburse S R Evans for the value of license permit No 36 heretofore issued to him by the City of Austin, Texas, but entirely unused. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 Approved, A P Wooldridge, Mayor. Joe Kubesik fine Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That, upon the recommendation of the Asst City Attorney, H B Barnhart, the fine and costs in cause No 10500, State of Texas vs Joe Kubesik for intoxication, and amounting to $ 10.80, be and the same are hereby remitted. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1. Approved, A P Wooldridge, Mayor. April 13th 1916. Councilman Anthony offered the following resolution : Whereas, in consideration of the representation to us that Bob Spears had no knowledge of the promulgation of the order not to operate automobiles with the cut-out open ,and inasmuch as a number of other persons committing a like violation of this law had been assembled and admonished on the same day as the day of the commission of this offense , but only earlier in the day, not to commit such offense, and in view of the reasonableness of treating all people alike for the same offense committed at about the same time, Now, therefore, Resolved by the City Council of the City of Austin, Texas: That upon the recommendation of the Asst City Attorney, H B Barnhart , the fine and costs in cause No 10485, State of Texas vs Bob Spears and amounting to $ 10.80, be and the same are hereby remitted. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 Approved, A P Wooldridge, Mayor. --- Page break --- 284 Councilman April 15th 1916: Anthony offered the following resolution : Whereas, in consideration of the representatiends as us that Hill Hill Schneider fine Schneider had no knowledge of the promulgation of the order not to operate automobiles with the out -out open, and inasmuch as a number of other persons committing a like violation of this law had been assembled and admonished on the the same day as the day of the commission of this offense, but only earlier in the day ,not to commit such offense, and in view of the reasonable ness of treating all people alike for the same offense committed about the same time, Now, therefore, Resolved by the City Council of the City of Austin, Texas: That, upon the recommendation of the Assistant City Attorney, H B Barnhart, the fine and costs in cause No 18486, State of Texas vs Hill Schneider, and amounting to $ 10.80, be and the same are hereby remitted. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 Approved, A P Wooldridge, Mayor.
