.Regular meeting of the City Council : Austin,Texas,April 27, 1916: The Council was called to order by the Mayor : Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Absent none: On motion the reading of the minutes was dispensed with until the next regular meeting: Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas : That the sum of $ 655.50, be and the same is hereby appropriated out of the permanent Street Improvement fund to pay for.extra work done on the stone Bridge 22nd bridge on 22nd street across Waller creek, according to the attached iterized & Waller Cr statement . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: The Mayor presented an application from Jno W Stephens Jr,for license as Jno W Stephens Driver of Service car ,which was granted by the following vote : Drivers license Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Po.ell 5 Nays none: The Mayor laid before the Council the following resolution,which had been read on April 20th 1916, and laid over until this meeting: Resolved by the City Council of the City of Austin, Texas : 1st. That the plans and specifications for the construction of a storm Storm Sewer sewer up Little Shoal Creek on Nueces street in this City from the alley betwe Little Shoal 7th & 8th streets to West 16th street,thence Easterly on West 16th streetone Creek block to San Antonio street,then.ce Northerly on San Antonio street to 19th street,together with a branch sewer up Nueces street from 16th street to 19th street ,as presente to the City Council of the City of Austin, Texas, by the Supt of Streets and Public Improvements ,be and the same are hereby adopted and approved : 2nd. That the Supt of Streets and Public Improvements be and he is hereby authorized and instructed to invite bids in accordance with said plans and specifications for the construction of said above described storm sewer with its its branch sewer ,as hereinabove set out ,which bids must be filed with the City City Clerk of the City of Austin, Texas, on or before 11 O'clock A M ,of Wednesday , May 10th 1916. 3rd. That all resolutions, or parts of resolutions ,in conflict with the provisions of this resolution be and the same are hereby repealed. 485 Haynes Yea, Yea for Vece the project of "Little Shoal connected therewith" can be used to convert Little Shoal Creek into a covered sewer, the residence of Big Shoal and Waller Creeks could be considerably relieve that a portion of this fund should be used in relieving the serious flood conditions on said creeks. While I have many friends who own property in Little Shoal Creek valley and would like very much if I could consistently do so, to vote for the $10,000.00 to improve the drainage conditions in said valleyout of the paving fund, I am constrained to believe it would be a mis appropriation of the fund and that it should not be voted by the people for this purpose, if such had been the intention, mention of it would have been made in the ordinance. If such an extensive storm sewer work is desired to be paved and improve a special section of the City .district bonds should be issued so that the people whose property would be benefited by reason of the improvement would be taxed to pay the cost. Furthermore it would appear to me that if parties owning property on the streets paved out of this fund were required to pay four fifths of the Cost of paving, it would not be right to pay $450.00 on of this same fund and not require the parties whose property was benefited by the expenditure to pay some portion of the Cost. (Sgd) W.H. Haynes Councilman Powell offered the following resolution: WHEREAS, it appears from the report of P.P. Powell, Supt. Streets and Public Improvement of the City of Austin, Texas, that the Southwestern Telephone and Telegraph Company has in all things complied with the ordinances of this City and the regulations of the Street department with regard to the putting of conduits under our paved streets and have specifically complied with the requirements of the City with regard to cuts made in certain pavements, as specified in the exhibit hereto attached and made a part hereof. Now, Therefore, Resolved by the City Council of the City of Austin, Texas: That the bond executed by the Southwestern Telephone & Telegraph Company ,and being in the amount of $ 1,000.00,with E.P. Wilmot and W.H. Richardson,Jr. as sureties ,be and the same is hereby released and authorized and ordered to be returned to the principals in said bond of the Southwestern Telephone & Telegraph Company. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A.P. Wooldridge, Mayor. Councilman Powell offered the following resolution: Whereas, confusion results from the naming of a short street extending off Speedway, or Lampasas street, in this City between 25th and 26th streets, and called 26th street, or sometimes Archway; and Whereas, said short street east of Speedway, sometimes called Archway, is purely a local street and cannot well extend its present length, which is about the length of two short blocks; and Whereas, all of the citizens resident upon said short street hereinabove described, strongly desire same to be named Archway in place of 26th street, of which it can scarcely be said to be an extension, Now, Therefore, Sw. As required by Art 3 ,Section 3, of the City Charter, I have the honor to report the following as the result of the election held on the 27th of April A D 1916, on the proposition " For a paid Fire Department of the City of Austin ,instead of the present volunteer Fire Department ", as same appears o on the returns made to me by the Officers of election,vos: Total number of votes cast at said election was 1967. The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas: That a permit be and is hereby granted to J H Chiles to put in a concrete curbing and sidewalk in front of his property on the east side of Colorado street where it intercepts 4th street ,together with 4 necessary steps leading from the sidewalk down to the street and Resolved further by the City Council of the City of Austin: That the specifications for this work shall be supplied by the City Engineer of the City of Austin ,Texas, and the work must be done under his supervision.
