  • New "Jitney" Taxi Regulations:

    An ordinance was passed to define, license, and regulate "Jitneys" – the era's new shared-ride taxis – on city streets, establishing rules for this burgeoning public transport.
  • Key Infrastructure Projects Approved:

    Funds were appropriated for new storm sewers on 6th and 7th Streets and additional work on the Stone Creek bridge. A contract was also noted for a bridge over Blunn's Branch, and bids were reviewed for a major storm sewer project on Nueces Street.
  • Property Tax Assessment & Refund:

    The council approved a policy change to lower the assessment rate for vendor's lien notes and issued an $11.45 refund to a citizen for overpaid taxes based on the previous rate.
  • Driver Licenses & Citizen Claim:

    Several licenses were granted for "service car" (Jitney) drivers. The city also approved a $20 payment to a citizen for injuries sustained from falling off a bridge.

L L C Regular meeting of the City Council : Austin, Texas, May 04, 1916; The Council was called to order by the Mayor; Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none: The minutes of the regular meetings of April 26th & 27th , and calledmeetings were read and adopted: The reports of the Assessor & collector, the Fire Marshal,the Public Weiger, the City Marshal & the Supt of the Water & Light Department,were read and ordered filed: Bridges Councilman Powell presented bids for Bridge across Blunns Branch in Blunn's Branch bids for South Austin , as follows: Trinity Construction-Co $ W R Miller 3300.00 A A Mundt 2562.40 O E Metcalfe Construction Co 2942.00 W J Knape 2850.00 On motion the bids of the unsuccessful Biders were ordered returned. The Mayor laid before the Council an ordinance to amend an ordinance entitled " An ordinance to define the term Jitney;to license and regulate the operatin of Jitneys on the streets and public places of the City of Austin ; and pres-cribing penalties for the violation thereof". Jitney Ordinance The ordinance was read the first time , and a motion made to suspend the rule and place it on its second reading, which motion prevailed by the follow-ing vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: The ordinance was read the second time ,and a motion made to suspend the rub rule and place it on its third reading ,and final passage, which motion pre-vailed by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 The ordinance was then read the third time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Service Car Driver license The Mayor laid before the Council an application from Page Hill for license as driver of service car which was read and laid over for investigation. The Mayor laid before the Council an application from R B Wright for license as driver of service car ,which was granted by the followinf vote: Yeas Mayor Wooldridge, Councilmen Anthony ,Bartholomew, Haynes & Powell 5 Nays none. Councilman Powell offered the following resolution : Bridge - 566.98 Be it resolved by the City Council of the City of Austin, Texas : That the sum of $ 566.98, be ,and the same is hereby appropriated out of the Permanent Street Improvement fund to pay for extra work necessary for the completion of the reinforced concrete bridge across Stone Creek on the Stone road. Nays None, Approved, A P Wooldridge, Mayor Councilman Heynes offered the following resolution : Whereas, it is the policy of the City Council to assess credits like other forms of property,upon application so to do made to the City Council, Now, therefore, Resolved by the City Council of the City of Austin, Texas : JHRogers That the petition of J H Rogers for re-assessment of his Vendor's lien notes rendered for the year 1915, upon the basis of 662/3 cents on the dollar June dollar instead of 80 cents on the dollar , as heretofore in recent years been the policy of this City,be granted and the assessment of said credits is hereby reduced from $ 3,352.00,to $ 2,793.33, and it appearing that said J H Rogers has heretofore paid the City taxes upon said credits upon the basis of 80 cents on the dollar , Now, therefore, Be it further resolved by the City Council of the City of Austin: That the amount of taxes paid on the difference between said credits as assessed at 80 cents on the dollar and when re-assessed at 66 2/3 cents on the dollar ,which difference amounts to $ 558.67, and which excess of taxes amounts to $ 11.45, be and said amount of $ 11.45 is ereby appropriated out of the General Contingent fund of the City of Austin, Texas, as a refund to the said J H Rogers , for excessive taxes paid on said above credits for the year 1916(1915) The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Nays none, Approved, A P Wooldridge, Mayor. Trustees appropriated Councilman Bartholomew offered the following resolution : That the sum of $ 50.00, of the Cemetery purchase fund of the City of Austin Texas, for the year 1916, be and the same is hereby set apart and appropri-ated to Miscellaneous expenses in that fund. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Trunger funds. The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas: That the sum of $ 100.00, be and the same is hereby transferred from the Gener-al Contingent fund of the City of Austin, Texas, for the year 1916, to the Auditorium fund and appropriated to the account of the miscellaneous expenditur -es of said auditorium. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas : That the sum of two hundred and twenty five ($225.00) dollars ,be and the same is Storm Sewer hereby appropriated out of the Permanent Street Improvement fund for the purpose of 6th street construction of an extension to the storm sewer across 6th street under and across the extension of Pressler street north from 6th street. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas : That the sum of two hundred and twenty five ($225.00) dollars be and the same is hereby appropriated out of the Permanent Street Improvement fund for the purpose of extending Storm Sewer the 24" storm sewer from the alley through Lot No 3 of Outlot No 2,Div "A" across the 7th street north half of that block to connect with the storm sewer now in place across 7th street. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That the sum of $ 180.00, be and the same is hereby transferred from the appropriation Transfer for 18 mounted Patrolmen in the budget of the Police Department of the City of Austin, appropriation Texas, for the year 1916, and appropriated to the account of miscellaneous expenditures of said Police department. The Mayor laid before the Council an application from Fred Kemps, for license as Driver Driver License of service car ,which was granted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. --- Page break --- 504 May 6th 1916: Mayor Wooldridge nominated Geo Pendexter to be Assistant Fire Chief, without pay ,and to hold his present position as Capt of Hook and Ladder Co. The nomi nation was confirmed by the following vote: Yeas.Councilmen Anthony, Bartholomew, Haynes & Poell 4 Not voting Mayor Wooldridge 1 The Mayor laid before the Council an application of T N Yeargen for license as Driver of Service car, which was granted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas : That upon the recommendation of the City Attorney ,Mr J B Rector, attached herto the sum of $ 20.00 ,be and the same is hereby appropriated out of the cost and damage fund appropriation in the general street fund in the City of Austin, Texas, for the year 1916, and made payable to J Hubert Zimpelman on account og injuries received by falling from 1st street bridge over Waller creek on February 12th 1916.
