580 Regular meeting of the City Council: Austin, Texas, June 29, 1916: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Barthelemew, Haynes & Powell 4 Absent Councilman Anthony 1 On motion the reading of the minutes was postponed until the next regular meeting: The Mayor laid before the Council applications for Drivers licenses from the following persons, viz: Wm Henry Hanes, 267 East 13th street, P W Kaiser, 1206 East 12th street, Billy Patten, 2110. Oldham street, The applications were granted by the following vote: Yeas Mayor Wooldridge, Councilmen Barthelemew, Haynes & Powell 4 Nays none. Councilman Powell presented bids for Building Bridge across Waller Creek on 19th street, which were opened, read and referred to Councilman Powell for calculation and report. Councilman Powell offered the following Resolution: Be it resolved by the City Council of the City of Austin, Texas : That the bid of the McDonald Concrete Co for the construction of the rein-forced concrete arched bridge across Waller creek on East 19th street for the lump sum of eight thousand, seven hundred and eighty five ($8,785.00) dollars be and the same is hereby accepted and contract for the construction of this bridge is awarded to the above named firm. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Barthelemew, Haynes & Powell 4 Absent Councilman Anthony 1 Councilman Haynes presented bids received for furnishing Supplies for the different Depts for the term ending December 31st 1916, which were read and on motion referred to the heads of the different departments for calculation and report: The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas : That upon the request of Bryant Davis,pwr attached petition,his license and permit to operate a jitney car upon the streets of the City of Austin ,dated June 6th 1916, be and the same is hereby cancelled and annulled,and Be it further resolved by the City Council of the City of Austin: That the sum of $ 22.88,or 11/12 of the license fee paid into the City Tax Assessor & Collector of the City of Austin ,Texas, by the said Bryant Davis be and the same is hereby appropriated out of the General Contingent fund of the City of Austin, Texas, as a refund to the said Bryant Davis for the unearned portion of said license fee. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Barthelemew, Haynes & Powell 4 Absent Councilman Anthony 1, Approved, A P Wooldridge, Mayor. --- Page break --- 551 The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas : That the permit heretofore,ENUMERO-wit, on the 19th day of June ,1916, granted to Otto Dildy to operate a jitney car on Congress Avenuefrom 5th to 19th streets and thence around Attorney Jitney License to the intersection of 31st street and Speedway,and set out in said resolution grantingsaid route ,be and the same is hereby revoked,and Be it further resolved by the City Council of the City of Austin : That a permit be and is hereby granted to the said Otto Dildy to operate his jitney car until the 19th day of June ,1917,from Brazos street where it intersects 6th street west on 6th street to Hearn street and return,and Be it further resolved by the City Council of the City of Austin : That in all other particulars the conditions of the permit heretofore granted to the said Otto Dildy attach to and must apply to this new route. Mayor Wooldridge here nominated the following persons to be drivers of the Fire Companies of the City of Austin,Texas, for the positions set opposite their names; Hose Company No 4, South Austin: Drivers of the Fire Cos. Claud Wright , Captain Roy Fruth, Hoseman Lewis Deats, Hoseman, Hose Company No 6, West Austin: J A Turpin, Captain, Helen Miller, Hoseman, Camille Maufraus, Hoseman, Hose Company No 7, Tenth Ward: W D Neyland, Captain, C L Ferris, Hoseman, James Pinge t, Hoseman, Said nominations were confirmed by the following vote: Yeas Councilmen Bartholomew, Haynes & Powell 3 Absent Councilman Anthony 1 Not voting Mayor Wooldridge, 1 Councilman Haynes offered the following resolution : Estimate Gray Taxes Whereas, it appears from the attached statement of Rey L Rather,agent and attorney for Mrs Emily Hume Gray,and approved by Fred Sterzing, assesor & Collester of taxes of the City of Austin, Texas, that the west ½ of outlet No 62, Division "D" of the City of Austin, Texas,has been erraneously assessed against the said Mrs Emily Hume Grayfor the year 1915, when ,as a matter of facts she had prior to January 1st 1915,sold said lot to Mrs H G Williams of Austin, Texas,who has rendered said lot as her own property for the year 1915, and paid the taxes thereon, Now,therefore, Resolved by the City Council of the City of Austin,Texas : --- Page break --- 552 .That the assessment of the west half of Outlet No 62,Division "D" of the City of Austin, Texas, against the said Mrs Emily Hume Gray for the year 1915,is an assessment made in error ,and said assessment is hereby ordered stricken from the assessment rolls of said City of Austin, Texas, as an assessment against the said Mrs Emily Hume Gray for the year 1915. The Mayor laid before the Council the following resolution: Whereas, a license to operate a Jitney has heretofore been issued by the City Tax Assessor & Collector,under authority of the City Council,which license is numbered 6 upon the Books of said City Tax Assessor & Collector,and the fee of fifty dollars at said time required under the ordinances of the City of Austin was paid be said W B Calloway for such license; and Whereas, the ordinance regulating jitneys was thereafter amended fixing the license fee at $ 25.00 in lieu of $ 50.00,theretofore required ,and in certain other particulars which made it necessary that said W B Calloway have a new license for said purpose; and Whereas, the City Council has heretofore refunded to said W B Calloway $ 25.00, on said $ 50.00 heretofore paid by him to said City Tax Assessor & Coll -ector,and there is now in the City Treasury the sum of $ 25.00, to the credit of the said W B Calloway,which, at his request,should be applied to the payment for a new license required under said amended ordinance; Now, therefore, Be it resolved by the City Council of the City of Austin : That the license numbers 6 on the books of the City Tax Assessor & Collector to operate a jitney heretofore issued to W B Calloway,be and the same is hereby cancelled and revoked ,and the City Tax Assessor & Collector is hereby instructed to mark same as revoked upon his books ,and said W B Calloway having been granted a permit to operate a jitney on May 8,1916, and in consideration of the premises ,said City Tax Assessor & Collector is hereby authorized and instructed to issue a new license to said W B Calloway based upon said application,without any money being paid to the Collector. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Barthelemew, Haynes & Powell 4 Absent Councilman Anthony 1 Approved, A P Wooldridge, Mayor. --- Page break --- Mrs T S Hillyer Catch Basin .Councilman Powell offered the following resolution: Whereas, in construction of a brick building on the west side of Lavaca street between 14th & 15th streets at No 1406 Lavaca street in order to provide the necessary sewage connections it is necessary to construct a catch basin ; and Whereas, the north edge of the building is on the alley line making it impossible to co construct said catch basin on the private property and outside of the building; and Whereas, in section 15of an ordinance regulating the use of Sanitary sewers and drains adopted February 20th 1914,it is provided that no grease trap or sand trap shall be constructed within any public street or alley in the City of Austin without first having obtained permission so to do from the City Council ; Now therefore be it resolved by the City Council of the City of Austin, Texas: That permission be granted to Mrs T S Hillyer to construct a catch basin outside of and adjacent to the alley, same to be constructed according to, and in strict compliance with, the ordinance governing such appliances and under the supervision of the City Engineer of the City of Austin, Texas . Provided, however, that this permit shall be temporary and may be revoked at any time by the City Council . Paving W 9th St accepted Councilman Powell offered the following resolution : A resolution finally accepting pavement and improvement of West 9th street ,from the west property line of Lavaca street to the east curb line of Guadalupe street ,under contract with the City ,and that said work has been fully done in strict accordance with said contract and specifications adopted by the City; Now, therefore, Be it resolved by the City Council of the City of Austin, Texas : That the said work of improvement be finally accepted by the City and that the final estimate due by the City to the said company be paid . The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Absent Councilman Anthony 1 Approved, A P Wooldridge, Mayor. G. M. Wagoner Jitney License The Mayor laid before the Council the following resolution : Whereas, a license to operate a jitney has been heretofore issued by the City Tax Assessor & Collector,under authority of the City Council ,which license is numbered 5upon the books of the said City Tax Assessor & Collector, and the fee of fifty dollars at said time required under the ordinances of the City of Austin ,was paid by said G M Wagner (Wagoner) for such license; and Whereas, the ordinance regulating jitneys was thereafter amended fixing the license fee at $25.00,in lieu of $50.00,therefore required ,and in certain other particulars which made it necessary that said G M Wagner have a new license for said purpose; and Whereas, the City Council has heretofore refunded to said G M Wagner the sum of $ 25.00 on said $ 50.00 heretofore paid by him to said City Tax Assessor & Collector, and that there is now in the City Treasury the sum of $ 25.00,to the credit of the said G M Wagoner which, --- Page break --- 554 at his request ,should be applied for the payment of a new license required under said amended ordinance; Now, Therefore,_ Be it resolved by the City Council of the City of Austin : That the license numbered 5 on the books of the City Tax Assessor & Collect to operate a jitney heretofore issued to G M Wagoner,be and the same is hereby cancelled and revoked, and the City Tax Assessor & Collector is hereby instructed to mark same as revoked upon his books ,and said G M Wagoner having been granted a permit to operate a jitney on May 8th 1916,and in consideration of the premises ,said City Tax Assessor & Collector is hereby authorized and instructed to issue a new license to said G M Wagoner based upon said application ,without any money being paid to the Collector. Hart Jitney License The Mayor laid before the Council the following resolution : Whereas, a license to operate a jitney has been heretofore issued by the City Tax Assessor & Collector ,under authority of the City Council, which license is numbered 4 upon the books of said City Tax Assessor & Collector,and the fee of $50.00, at said time required under the ordinances of the City of Austin ,was paid by said W B Hart for license; and Whereas, the ordinances regulating jitneys was thereafter amended fixing thelicense fee at $ 25.00, in lieu of $ 50.00, theretofore required ,and in certain other particulars which made it necessary that said W B Hart have a new license for said purpose; and Whereas, the City Council has heretofore refunded to said W B Hart the sum of $ 25.00,on said $ 50.00,heretofore paid by him to said City Tax Assessor & Collector,and there is now in the City Treasury the sum of $ 25.00, to the credit of said W B Hart which,at his request, should be applied to the payment of a new license required under said amended ordinance; Now, Therefore, Be it resolved by the City Council of the City of Austin : That the license numberd 4 on the books of the City Tax Assessor & Collectorto operate a jitney ,heretofore issued to W B Hart,be and the same is hereby cancell -ed and revoked,and the City Tax Assessor & Collector is hereby instructed to mark same as revoked upon his books ,and said W B Hart having been granted a permit to operate a jitney on May 8, 1916, and in consideration of the premises , said City Tax Assessor & Collector is hereby authorized and instructed to issue a new license to said W B Hart,based upon said application,without any money beig paid to the Collector. Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin, Texas: That the sum of $ 650.00, be and the same is hereby appropriated out of th Appropria- General Contingent fund of the City of Austin, Texas, as an advance to covertion for the approximate expenses of four persons, to-wit, the Mayor, City Attorney, expenses Chief Clerk Comptrollers department and the Bond Clerk of the Comptrollers trip to New York on department ,to be custodians of the $ 1,170,000.00Refunding Bonds issued by said Bond Busi- City of Austin, Texas, on July,1 1916. ness All of this amount is to be reimbursed to the City of Austin, Texas, later by the bond buyers of said refunding bonds, save and except, it may be $ 150.00 to cover the expenses of the City Attorney in making said trip from Austin to New York in joint exchange with others of said bonds and as legal adviser in this matter to the City . Application of Robt E Bassey for Drivers license was presented and license Drivers granted by the following vote: License Yeas Mayor Wooldridge, Councilmen Anthony, Barthelemew, Haynes & Powell 5 Nays none: Councilman Powell presented the following resolution : Be it resolved by the City Council of the City of Austin: That the bids of the following parties ,bring the lowest and best bids for Bids for supplying the City of Austin with the supplies named for the six months Supplies ending December 31st 1916, be and are hereby awarded to the parties named, to-wit Carl Welter for oating. Austin Builders supply for cement, Becker Lumber Co for lumber, W H Richardson & Co for hardware, Marks Grain Co for feed, Driskill Laundry for laundry for Hospital, Spalding Bros, Drugs & Prescriptions for Hospital Wm Ulit meat for City Hospital Kings Sanitary Dairy for Butter ,butter milk City Hospital Tears W M Undertaking work ,hauling paupers furnishing coffins & graves for Coa Mrs A E Wheeler Meals for City prisoners. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Barthelemew 1 Approved, A P Wooldridge, Mayor. --- Page break --- 557 MAYOR Willon Gasaline Permit .On motion the following bids were rejected: Groceries and Sweet Milk for the City Hospital: The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin,Texas: That a permit is hereby granted to Miles P and Wallace R Miller to install and maintain a five barrel gasoline tank made of twelve guage iron rivited ,dimension26"by 5'to be approved by the Supt of Police and Public Safety,under the sidewalk on east 7th street in front of numbers 112 to 118 in the City of Austin, Texas . Resolved further: That in conn ction with this gasoline tank hereby authorized to be installed,the said Miles P and Wallace R Miller are likewise authorized to install and maintain a gasoline pump to be located at the curb line in front of numbers 112 to 118 East 7th.street at a position to be designated by the Supt of Streets and Public Improvements;said gasoline pump to be of the most modern and approved construction and design and subject to the approval of the Supt of Police and Public Safety.g Resolved further: That the hose trough which air , Gasoline,or any other oil or volitile substance is conveyed ,by pumping or otherwise ,from the store house at 112 to 118 East 7th streeter from the tank authorized to be placed in front of the same must be kept ,when not in actual use ,neatly coiled,and stored in a receptacle provided for such hose in the pump as authorized to be installed or suspended from a suitable bracket attached to the pump. Resolved further: That the work under this resolution authorized to be installed and maintained must be installed and maintained ,where not otherwise assigned ,under the immediate supervision of the City Engineer of Austin, Texas, who is hereby authorized to prescribe necessary specifications for the work herein authorized to be done. Resolved further and finally: That this permit is granted only for the installation of a gasoline tank and pump and does not include the installation or construction of a storage box for hose underneath the sidewalk ,and that this permit is granted and must be accepted as revocable at any time in the pleasure of the City Council.
