507 Regular meeting of the City Council: Austin, Texas, July 20, 1916. The Council was called to order by the Mayor; Roll called: Present Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 TKHYMIXUteuteIX The minutes of the last regular meeting were read and adopted: Reports of City Officers: The Mayor laid before the Council the report of the Supt Water & Light Dept, the City Health Inspector, the Inspector Weights & Measures & the Dog Catcher, which were read and ordered filed; Also the report of the Special Auditor to audit the Accounts of the Cashier for the Sewer Dept: Joe Curry Driver License The Mayor laid before the Council an application from Joe Curry for License as Driver of Service Car, which was granted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 The Mayor laid before the Council the following resolution: Be it resolved by the City Council of the City of Austin, Texas: That the sum of $ 27.90, be and the same is hereby ordered transferred from the Auditorium fund to the General fund, to re-imburse said fund for this amount drawn in error out of the General fund, which should have been taken from the Auditorium fund. Auditorium funds. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Councilman Haynes offered the following resolution: Whereas, the Casualty Company of America, of New York City, on the 1st day of January Casualty Co of America Taxes 1915, had credits on deposits with the Treasurer of the State of Texas subject to munic-ipal taxation in the amount of $ 57,000.00, upon which the municipal taxes for the year 1915, exclusive of interest and penalty, amounted to $ 934.80; and Whereas, by its letter of June 15th, 1916, the Casualty Company of America claimed to have had no knowledge of its debt for taxes to the City of Austin upon said deposits of securities; and Whereas, on the 15th day of June, 1916, the said Casualty Company of America remitted to the City Assessor & Collector of the City of Austin, Texas, $ 934.80, based upon municipal taxes computed upon a valuation of 80% of the face value of said securities on deposits with the State Treasurer; and Whereas, an appeal has been made to the Council for the reduction of said securities to a valuation of 66 2/3 % on the dollar of face value of said securities, said appeal would have been granted by the City Council, Now, therefore, Resolved by the City Council of the City of Austin, Texas: That in view of the premises, and especially in consideration of the fact that the differ-ence between the taxes on said securities at 80 cts on the dollar and 66 2/3 cts on the dollar would offset the interest and penalties on said taxes in arrears, amounting to $ 69.74, be and the same are hereby remitted and the City Assessor & Collector hereby declared to be entitled to take credit accordingly. From the Austin Statesman and the Austin American, which were opened and read. On motion the contract was awarded to the Austin Statesman by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 July 22nd 1916: Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas : That the sum of four hundred and twenty five($425.00) dollars ,be and the same is he Purchase of hereby appropriated ,out of the Permanent Street Improvement fund to pay for the purchase for Bridges of additional stoch for bridges. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Approved, A P Wooldridge ,Mayor. Jno. Slaughter The Mayor laid before the Council an application from Jno Slaughter ,for License as Auto License Driver Service car, which was granted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 July 29th 1916. Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin, Texas: That the sum of $ 1.50,pound fees paid by W C Wree for an animal impounded on the21st day of June 1916, be and the same is hereby appropriated out of the General Contingent fund of the City of Austin,Texas, and made payable to the said W C Wree as a refund for said pound fee so paid in ,it appearing to the City Council that there is merit in his claim for the refund of this pound fee. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Ceunecilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Approved, A P Wooldridge, Mayor: The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas: That the West half of Congress Avenue from 5th to 6th streets in this City be and the same is hereby declared vacated on the evening of the 27th of July 2916, from the hours of 6.30 P M to 10.30 P M,for the use and enjoyment of the Retail Merchants Association of this City,which intends to give a public Picnic to the Citizens of Austin on this occasion. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Approved, A P Wooldridge, Mayor. --- Page break --- 570 Statesman Contract Public printing Councilman Haynes offered the following resolution: Resolved by the City Council of the City of Austin, Texas: That the bid of the Austin Statesman for public printing for the six months of the year beginning July 1st, and ending December 31st, 1916, be and the same is hereby accepted, said bid is one cent per agate line for the first insertion and one half of one cent per agate line for subsequent consecutive insertions: The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Barthelemew 1 Approved, A F Wooldridge, Mayor: July 22nd 1916. Walter Tips Co. Contract Steel Councilman Powell offered the following resolution: Resolved by the City Council of the City of Austin, Texas: That the bid of Walter Tips Hardware Company to furnish reinforced steel for bridges at $ 3.40 per Cwt based at Austin, being the lowest and best bid offered for reinforced steel, be and the same is hereby accepted: The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Barthelemew 1 Approved, A F Wooldridge, Mayor: F. H. Johnson Tire Co. Declined. The Mayor laid before the Council the following resolution: Resolved by the City Council of the City of Austin, Texas: That the petition of the F H Johnson Tire Company to install a gasoline tank at 614 Colorado street be and the same is hereby declined: The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony & Haynes 3 Nay Councilman Powell 1 Absent Councilman Barthelemew 1 Approved, A F Wooldridge, Mayor: Christal- Frazier Fank Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin, Texas: That a permit is hereby granted to Christal- Frazier Meter Company to install and maintain a five barrel Bowsergasoline tank, to be approved by the Supt of Police and Public Safety, under the didewalk on East 5th streetin front of No 201, in the City of Austin, Texas: Resolved further: That in connection with this gasoline tank hereby authorized to be installed, the said Christal-Frazier meter Company is likewise authorized to install and maintain a Bowser, one gallon, gasoline pump to be located at the curb line in front of No 201 East 5th streetat a position to be designated by the Supt of Streets and Public Improvements;said gasoline pump to be of the most modern and approved construction and design and subject to the approval of the Supt of Police and Public Safety. Resolved further: --- Page break --- 571 That the said Christal -Frazier Motor Company shall install and maintain at the top and upon the gasoline pump hereby authorizedan electric light of net less than forty (40) watt power and is used in a globe of not less than ten inches (10")in diameter,which electric light must be kept illuminated not less than three hours daily ,between the hours of 6 and 12 O'clock P M ,during the existence of this permit. Resolved further: That the hose through air,gasoline or any other oil or volatile substance is conveyed by pumping or other wise,from the store house at 201,East 5th streetor from the tank authorized to be placed in front of same must be kept, when not in actual use,neatly coiled,and stored in a receptical provided for such hose in the pump authorized to be installed or suspended from a suitable bracket attached to the pump. Resolved further: That the work under this resolution authorized to be installed and maintainedmust be installed and maintained ,where not otherwise assigned, under the immediate supervision of the City Engineer of Austin, Texas, who is hereby authorize to prescribe necessary specifications for the work herein authorized to be done. Resolved further and finally: That this permit is granted only for the installation of a gasoline tank and pump and does not include the installation or construction of a storage box for hose unde r -neath the sidewalk ,and that this permit is granted and must be accepted as revocable at any time in the pleasure of the City Council . July 25th 1916: The Mayor laid before the Council the following resolution : Whereas, on Sanday,July 23rd 1916, there was a large and disastrous fire in this City at No 414 Congress Avenue; and Whereas, one of the results of this firewas the very obvious and great weakening of the brick walls on the east, west and south sides of what is known as the Kreisle build-ing situated on lot No 4,block 43 in this City; and Whereas, said walls in their present condition are a menace to life and adjacent property and constitute a serious obstacle to the rebuilding or adjacent property to the said Kreisle building on the south ,which adjacent property is,in the first instance, to-wit,that of the Southwestern XXXXXXXXXXXXXX Telegraph and Telephone Company, and in the second instance that of Jno L Martin's plumbing establishment,which were each greatly injured by falling walls from the Kreisle building on July 23rd 1916, Now, therefore, Resolved by the City Council of the City of Austin, Texas : That said walls of the Kreisle building on the east ,west and south are hereby especially condemned as unsafe and as constituting a menace to life and property, and the owners of said building ,to-wit, Arthur Kreisle,E M Kreisle,E S Kreisle,and S J E Sutor are herby directed ,at their own cost and with the least possible delay,to securel remove such parts of said walls as are under the instruction of the Supt of Streets and Public Improvements may be deemed unsafe and insecure.
