Austin Safety Order: Oil Tank Must Go

  • Major Safety Hazard Addressed:

    City officials mandated the removal of a 24,000-gallon gasoline and kerosene tank operated by Dixie Oil Company, citing it as an "extraordinary hazard" to the city's power plant and a "grave menace" to Austin. The company was given 7 to 30 days to empty the tank and prohibited from future use on the site without city consent.
  • Key Infrastructure Projects Funded:

    The Council approved appropriations for crucial public works. This included $400 for drain pipes and grading on East 18th Street across Waller Creek, and $2,000 for a retaining wall and drain system to mitigate flooding near East 3rd and Comal Street.
  • Street Paving and Fund Reallocations:

    An additional $500 was approved for "tarviating" (a road surfacing method) Parks Way in the Enfield addition. The Council also reallocated $500 from funds previously designated for Waller Creek crossings towards the construction of a protection wall.

Regular meeting of the City Council: Austin, Texas, August 03, 1916: The Council was called to o der by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew. Hyayne & Powell 5 Absent none: The minutes of the last regular and subsequent recessed meetings were read and adopted: Mayor Wooldridge offered the following resolution : Whereas, after a careful investigationof the facts made upon the ground, wherein the City Council had the assistance of the State Fire Marshal , S W English, and his expert Engineer, T F Baker; and . Whereas, after a full hearing of all matters involvedand a careful consideration of the facts of the situation, the City Council has come to the conclusion that the existence of a large oil tank of about 24000 gallons capacity ,of about one-half gasoline and onehalf Kerosine oilupon lots Nos 5,6,7&8Block 187, City of Austin, Texas, located but Sixty feet due north from the Power house of the water, light and power plant of this City , constitutes in the possible consequences that might followfrom an explosion or fire of the contents of said tank s,an extraorordinary hazzard to the City power house and a grave menace to the whole City of Austin , Now, therefore, Resolved by the City Council of the City of Austin, Texas : That the Dixie Oil Company ,the present owners and users of said gasoline and Kerosine Oil tanks ,be instructed to remove the contents of said tanks with the least possible delay and not to refill or use said tanks for gasoline or kerosine on said above described premises at any time in the future without the express consent of the City Council thereto, and with the view of making the hardship of removing the contents of said oil tanks to the Dixie Oil Company as small as may be consistent with safety and welfare of the public, they shall,after strictly complying with certain required by the State Fire Marshalin the way of providing better facilities for venting said tanks and handling the contents when drawing the same ,be granted a period of seven days from and after this date to draw off and entirely remove the gasoline from said tank on the premises herein above described and that they be granted thirty days within which to remove the kerosine oil from the kerosine oil tank situated on the said above described premises. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Approved, A P Wooldridge, Mayor: Councilman Haynes offered the following resolution : Whereas, the Dixie Oil and Gasoline tank.IXIXH located in front of and in close proximity -imity to the Water, Light and Power Plant of the City ,has been condemned as a public menace and a source of great danger to the City plant and should be immediately removed, And Whereas, deeming it a matter of justice to the owners and the Manager of the Dixie Oil Company the Council has given them thirty days in which to remove all oil and gasoline from said plant . Therefore, in justice to the interest.ooAll Concerned ,especially the patrons of th the great Water, Light and Power plant of the City and as a matter of extra precaution, the Supt of the Water , Light and Power department ,is hereby authorized and instructed to place a special Watchman or.Guard at said Dixie oil plant ,until the operation of same as a distributing point for oil and gasoline has been abandonedin accordance with the resolution of the Council: . That the fine and costs ,amounting to $ 10.80,in cause No 10799,State of Texas vs Juan Salozar for intoxication in the Corporation Court of the City of Austin, Texas, be and the same are hereby remitted. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Approved, Mayor. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas : Drain Pipes Bridge E 18th That the sum of four hundred ( $400.00) dollars,be and the same is hereby appropriated out of the Permanent Street Improvement Fund to pay for laying the necessary drain pipes and completing the grade and fill over the bridge on East 18th street across Waller Creek. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas: That the sum of two thousand ( $ 2,000.00) dollars, be and the same is hereby Drain at 3rd St. & Comal. appropriated out of the Permanent Street fund for the construction, at 3rd steet and East Avenue ,of a combined retaining wall and terminal wall for the drain proposed to be constructed to drain the low area in the vicinity of East 3rd and Comal street . Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That the sum of $ 500.00, be and the same is hereby appropriated out of the General Contingent fund of the City of Austin, Texas, to pay for tarviating Parks way in Endfield addition to the City of Austin,Texas, from the,place where Parkway goes from Endfield road in said addition to the entrance of Pease Park.
