New Streetlights, Power, and Industrial Spurs

581 R efullar meeting of the City Council : Austin, Texas , August 10, 1916: The Council was called to order by the Mayor: Roll called : Present Mayor Wooldridge, Councilmen Anthony ,Bartholomew, Haynes & Powell 5 Absent none: The minutes of the last regular and subsequent recessed meetings were read and adopted : The Mayor laid before the Council the report of the City Sexton,& the City Health Officer, which were read and ordered filed : Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That for good and sufficient causes unto the City Council shown ,the fine and costs, Fine C. Wiggins amounting $o 14.60, in cause No 10830, State of Texas vs C Wiggins in the Corporation Court of the City of Austin, Texas, for unlawfully riding a train,be and the same are hereby remitted. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor: Additional Fireman Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That the plan of the Mayor to add one more paid man to each of the fire Companies of the City of Austin ,time of employment to begin September 1st 1916, be and the same is here -by ,approved and Further that the plan of the Mayor of addingan additional salary to the Marshalof twenty five ($ 25.00) dollars per month so that he may give his whole time to the service of the part department be, and the same is also ,approved by the City Council. The resolution was read and laid over. Councilman Bartholomew offered the following resolution : Supt Archurigal To remo carel Segn Poles ok Be it resolved by the City Council of the City of Austin, Texas, That the Supt of Parks and Public Property,be authorized to purchase the Poles, Cables, Lamps,Globes and other necessary equipment to install the ornamental Light systemon the followingstreets of Austin: 1st street from Congress Avenue to Chicon street: 11th street from Lavacca to SanJacinto street: Red River from 6th to 16th street: West 12th street from Colorado st to West Avenue: Rio Grande from 6th to 29th street: All at a cost of approximately$ 16,200.00 The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Councilman Bartholomew offered the following resolution : "e it resolved by the City Council of the City of Austin, Texas, That the Supt of Parks and Public Property be authorized to advertise for bids for 2000° K W steam Turbines, condenser, circulating Pump,dry and wet vacuum pump and other necessary equipments for said turbine. Yeas Mayor the resolution Wooldridge, was adopted Councilmen by the AnthonyBartholomew, following Haynes vote: & Powll 2 " --- Page break --- 582 Paving East Saucede to San Jacinto August 11th 1916: The Mayor laid before the Council the following resolution, which had been presented and read August 4th 1916, and laid over for one week: Resolution ordering the improvement of a certain part of East 11th street, in the City of Austin,and approving specifications,proposal, contract and bond therefor: The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: August 15th 1916: The Mayor laid before the Council the following resolution : Whereas, in the opinion of the City Council of the City of Austin, Texas, Third street in this City,both East and West of Congress Avenue ,is rapidly becoming a site for large industrial and Manufacturing plants,and is likely, by reason of its convenient access to the steam railways entering this City,to become more and more an important site for manufacturing an industrial plants. And Whereas, in the Judgement of the City Council,it is desirable to con-centrateas much as may be practicable industrial and manufacturing plants in an industrial zone in this City. And Whereas, in the Judgement of the City Council, the loss in price and value ,if any at all,to residence improvements in a zone,passing from a residene to an industrial section is more than offset by the increase in value of said residence sites by their becoming industrial sites, Josie W Rice 3rd Street W. 3rd St. Now therefore, resolved by the City Council of the City of Austin,Texas, that the right and privilege is now and here granted to the International and Great Northerns Rail,RMAX way Company to construct, build, operate and maintain a spur track to serve the business of the Walkers Properties Association located at the sight of their new factory,situated on lots 3 & 4, and part of lots 5 & 6 in Block 26 of the City of Austin, Texas, upon the condition that the Interna-tional and Great Northern Railway Company shall put in good condition,and shall,during the time and life of this permit, maintain in good condition ,at its exclusive cost, 3rd street for its entire width, and for the full distance this spur track shall traverse West 3rd street in this City. The point of departure from the main track of the International and Great Northern Railway Company ,and the terminus of said spur track, and the line, position and direction said spur track shall traverse, are set out in a map or sketch of same attached to this resolution, marked Exhibit A,and made a part of the same . The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none : Approved, A P Wooldridge, Mayor. August 16th 1916: Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas, that seventeen & 15/100, ( $ 17.15 ) dollars be and the same is hereby appropriated out of the General Co tingent fund of the City of Austin, as a refund to G M Waggenerfor the unused part of his jitney license fee,paid by him to the Cityof Austinon April 22nd 1916: The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none.
