Congress $6000.00 Appropriation --- Page break --- 668 Transfer of Funds .Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas: That the sum of four hundred and ninety four ( $ 494.00) dollars be transferred from the general contingent fund to the general street Improve-ment fund ,and That the City Treasurer and Book-keeper be requested to make said transfes The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Mayor Wooldridge offered the following resolution : S. Congress Ave – Improvements. Resolution ordering the improvement of a certain part of South Congress Avenue in the City of Austin, and approving specificafions, proposal and bond therefor: The resolution was read the 1st time and laid over for one week: Councilman Anthony offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas : That for good and sufficient causes unto the Coty Council shown ,the fines Fine – Raymond Crawley. and costs ,amounting to $ 19.80, in cause No 10984, State of Texas vs Raymond Crawley in the Corporation Court of the City of Austin, Texas, be and the same are hereby remitted. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Approved, A P Wooldridge, Maypr. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas : That a permit is hereby granted to Metzenthin Bros Auto Company,to install Metzenthin Bros – Permit to install tanks. and maintain a a five barrel gasoline tank to be approved by the Supt Police and Public Safety,under the sidewalk in front of No 221 West 6th street in th the City of Austin, Texas. Resolved further: That in connection with this gasoline tank hereby authorized to be installed, the said Metzen thin Bros Auto Company is likewise authorized to install and maintain a five gallon Bowser pump to be located at the curb line in front of No 221 West 6th street in a position to be designated by the Supt of Street and Public Improvements ,said gasoline pump to be of the most modern and approved construction and design,and subject to the approval of the Supt of Police and Public Safety. Resolved further: That Metzenthin Bros Auto Company shall install and maintain at the top of and upon the gasoline pump hereby authorized,an electric light of not less than than 40 watt power and placed in a globe of not less than 10 inches in diam-eter which electric light must be kept illuminated not less than three --- Page break --- 609 .hours daily between the hours of 6 and 12 O'clock P M during the existence of this permit. Resolved further: That the hose through which air, gasoline or other oil or volatile substance is conveyed ,by pumping or otherwise, from the store house in front of No 221 West 6th street or from the tank authorized to be placed in front of same must be kept,when not in actual use,neatly coiled, and stored in a receptical provided for such hose in the pump author-ized to be installed or suspended from a suitable bracket attached to the pump. Resolved further: That the work under this resolution authorized to be installed and maintained must be installed and maintained, where not otherwise assigned, under the immediate supervision of the City Engineer of Austin, Texas, who is hereby authorized to prescribe necessary specifications for the work herein authorized to be done. Resolved further and finally: That this permit is granted only for the installation of a gasoline tank and pump and does not include the installation or construction of a storage box for hose undernea-th the sidewalk,and That this permit is granted and must be accepted as revocable at any time in the pleasure of the City Council The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Sept 18th 1916: Sewers - Councilman Powell offered the following resolution : Elmwood Place Resolved by the City Council of the City of Austin, Texas: That the sum of one hundred and fifty ( $ 150.00) dollars be and the same is hereby appropriated out of the Sanitary Sewer fund for the construction of a six inch sewer line three hundred feet in length on Elmwood place eastward from Duval street to furnish sewerage service for the building being erected by Mrs Sidon Harris. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas: That the sum of five hundred ( $ 500.00 ) dollars previously appropriated from the Sanitary Earnings fund for part payment for the cost of constructing a retaining Wall on East Avenue at 3rd street, be and the same is hereby ordered transferred from the Sanitary Sewer Earnings fund to the Permanent Street Improvement fund to re-imburse the latter fund for expenditures from it towards the construction of this wall. Ave & 3rd St. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas: That the sum of five hundred ($500.00) dollars be and the same is hereby appropriated out of the Permanent Street Improvement fund, to be applied towards the construction of a retaining wall along the east bank of Waller Creekchannel at the intersection of East Avenue with 3rd street. Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas: That the sum of eighty nine dollars and forty four cents ( $ 89 .44) be transferred from the Permanent Street Improvement fund to the General Street Improvement fund , and That the sum of three dollars and fifty cents( $ 3.50) be transferred from the Sanitary Sewer Earnings fund to the General Street Improvement fund, and That the sum of two hundred and seven dollars and thirteen cents( -$207.13) be transferred X from the Sanitary Sewer fund to the General Street Improve-ment fund. These transfers are made to re-imburse said fund for amounts wrongly construed and corrected in compiling the budget. See warrants # 38632,38745, 38865,39031, 38723, and 38969. Be it further resolved: That the City Treasurer and Book-keeper be requested to make said transfers. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: --- Page break --- 61 Water Supply – Survey by State Board of Health Sept 20th 1916: All present: The Mayor presented an application from M R Haynes for Drivers license service car, which was read and granted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Mayor Wooldridge offered the following resolution : Where as, from the careful report made to the City Council by the State Board of Health, dated Sept 15th 1916, it appears that the water supply of the City of Austin is at this time contaminated to a certain extent by the presence of colon bacteria; and Whereas, the State Board of health, whose services in this matter have the grateful acknowledgement of the Citizens and City Council of the City of Austin, have proffered, upon request, to make a full sanitary survey of the conditions upon the water shed, on the beach and in the trenches and at the power house of the water supply of the City of Austin, Texas, which survey will take time and cost money, Now, therefore, Be it resolved by the City Council of the City of Austin, Texas,: That the proposal of the State Board of Health to make and report such survey be and the same is hereby gratefully accepted by the City Council; and That all expense incurred for time and labor making a reporting of said survey will be promptly paid by the City Council upon a statement of the same submitted by the State Board of Health. U.S. Army – Permit to Parade Street Mayor Wooldridge offered the following resolution : Whereas, there is to be a great military parade on the streets of Austin, beginning Saturday ,Sept 23rd 1916, from the hours of 8 :00 A M to 12 :00 M which parade consists of about fifteen thou:and United States troops, regular and volunteer, with their accompa-nying vehicles of all character and description, including many cannon and about five thousand horses ; and Whereas, said military parade to reach its destination at Camp Mabry, northwest of this City, finds it most convenient for its own comfort to pass up Congress Avenue from the bridge across the Colorado River at the foot of Congress Avenue to eleventn street as a part of its route; and Whereas the spectacle of so large an army of men ,cannon, wagons, horses and other equipment affords to the people of Austin an unusual spectacle; and Whereas, said body of troops, with their accompanying vehicles, horses and other equipment are said to constitute the largest body of moving troops assembled upon any single occasion since the Civil war, Now, therefore, Be it resolved by the City Council of the City of Austin, Texas: That, in view of the above , the east side of Congress Avenue from the bridge to 11th street be and the same is hereby ordered closed to vehicles and othertrafficfrom and between the hours of 8 : A : M to 12: M, of Saturday , Sept 23rd ,1916, and --- Page break --- 612 ....Be it further resolved by the City Council of the City of Austin, Texas : That during said hours no vehicle of any character or description shall cross Congress Avenue from 1st to 11th streets,nor shall any vehicle of any descrip-tion be permitted to stand on the east side of Congress avenue f rom the street car tracks to the curbing during said hours,and the police of this City are hereby authorized and expressly instructed to see that the provisions of this resolution are fully and thoroughly carried out.
