Regular meeting of the City Council : Austin, Texas, October 05, 1916: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none: The minutes of the meetings of Sept 21st & 28th Unfinished business: The Mayor laid before the Council the following resolutions ,which had been read the first time on the 28th day of Sept 1916, and laind over for one weel: Resolved by the City Council of the City of Austin, Texas : That the Mayor of this City be and he is hereby authorized to execute a Water Light & Power Dept. contract per the attached plans and specifications, with the General Electric Machinery from Company to furnish and deliver to the Water, Light and Power Department of the General Electric Co. City of Austin, Texas, one 2000 K W steam Turbine ,one 17½ K W exciter set, said steam Turbine and exciter set to be delivered to the City of Austin within eight months from Sept 28th 1916. Price $ 25,330.00 The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Resolved by the City Council of the City of Austin, Texas : That the Mayor of the City of Austin, Texas, be and he is hereby authorized to enter into a contract with the A M Leekett Company for delivery to the Water, Machinery from Light and Power department of the City of Austin, Texas, within ten months from a.M. Lockett Co. the date hereof, at Austin, Texas, one 4570 Sq Ft Cylindrical shell Worthington Condenser : one 10X 18X10 dry vacuum Pump; one 3" two stage centrifugal circu-lating pump; and one 10 " [illegible] centrifugal circulating pump, as per plans and specifications heretofore submitted to the City Council by the said A M Lockett Company ,agents for the Worthington Pump Company . Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas : $60 00 That the sum of sixty ($ 60.)) be and the same is hereby appropriated out Good way [illegible] of the General contingent fund of the City of Austin, Texas, to pay for the sprinkling of Speedway from 19th to 43 rd streets in this City for the month of October 1916. Councilman Powell offered the following resolution : Sewer Resolved by the City Council of the City of Austin,Texas : Sewer contract That the sum of two hundred and fifty ($ 250.00) dollars, be and the same is --- Page break --- 127 hereby appropriated out of the Sanitary Sewer fund for the construction of a six inch (6") sewer line on San Antonio street from 25th northward a distance of five hundred feet ( 500' ) The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Approved, A P Wooldridge, Mayor. Councilman Powell offered the following resolution : Whereas, Finley Method Company, a Corporation having its principal office and place of business in the City of Houston, Texas, has submitted to the City Council its written proposal for surface treatment under Finley method process of certain streets located in the City of Austin, which proposal is in words and figures as follows: Hon Mayor and Board of Commissioners, Austin, Travis County, Texas. Gentlemen: We submit for your consideration a proposition for surface treatment under the Finley Method process of certain streets located in the City of Austin, Texas, as follows: The streets to be treated are to be designated by the Commissioner of streets of the City of Austin, and of a width to be designated by it. The surfaces of the streets are to be brought to a good grade by you as to admit of free drainage, and well bonded together, and when in such condition are to be treated by us under specifications as follows: The road surface is to swept with a wire rotary broom, to remove the dust and loose particles from the road surface, and such sweeping to continue until ,in the opinion of our Supt in charge of the road,is in condition to receive the treatment; then with the Tarviating Paving - S. Congress Ave. Contract with Finley Method Co. Finley method machine so designed that the final cleaning and opening up of the surface is by air pressure,while simultaneously spraying the tarvain revolving, conical sprays of not less than 25 lbs( twenty five) to the square inch ,three tenths of a gallon( 3/10) of tarvia, Finley method special grade"G",to the surface square yard shall be applied, same to be in the nature of a priming coat. When the road has absorbed all of this priming coat it will absorb, then a finishing coat of approximately three tenths of a gallon(3/10) of tarvia, Finley method special Grade "F",is to be applied to the surface square yard, in the same manner and with the same machine as the first application. The second application is then to be covered with coarse sand or pea gravel in sufficient quantities to prevent the wheels of traffic from adhering to the tarvia, and the application considered complete. Within one year from the date of the beginning of the first or original treatment, we will apply ,in the same manner and with the same machine an application of approxi -mately two tenths of a gallon ( 2/10) ,Finley method special to the surface square yard ,covering same with sand in sufficient quantities to prevent the tarvia from adher-ing to the wheels of traffic. Within two years from the beginning of the original treatment ,we will apply a third treatment in the same manner and using the same machine and same quantity of material and covering. Within three years from the beginning of the original treatment ,we will apply a fourth treatment in the same manner and using the same machine and same quantity of material. --- Page break --- 628 Within four years from the beginning of the original treatment, we will apply a fifth treatment in the same manner and using the same machine and same quantity and covering. All of the above we propose to do for the following prices payable as noted hereinafter. Original treatment ,twenty cents( 20cts)per surface square yard. Second treatment seven and one-half(7½cts)per service sq yard Third treatment seven and one-half cents ( 7½ots) " " Fourth treatment " " " " " Fifth " " " " " Payment for each treatment shall be made in cash. When we have treated the roads in the above manner, we agree to furnish a good and acceptable surety Company bond ,in the sum of Twenty five per (25%) of the total amount of this contract ,guaranteeing the maintenance of the surface of the road so treated, from puck ups, pit, or other breaks in the surface except as hereinafter specified, for a period of five (5) years from the beginning of the execution of this contract. It is understood that the above shall not be construed to make us responsible for any break in the surface caused by defective foundation, hidden springs, leaging pipes, cracking of the ground or other appreciable sinking from natural causes, or of the material of the base losing its bond or from floods, or the breaking down of the treated service due to the washing away of the base, or for other causes where the base is not maintained flush with the edge of the treated service ,nor where the City allows an opening to be made ,in the road for gas, water, or other openings of this character. It is expressly agreed and understood ,that in case any dispute should arise ,for any reason, that the matter shall be decided by a board of arbitratin consisting of a representative of the Finley Method Company ,the CityEngineer of the City of Austin ,and another man to be chosen by them, whose decision shall be final. This proposal when signed in duplicate, shall constitute the agreement by and between us , and be binding on both parties for the original and subsequent treatments and as to prices and terms for the payment thereof. Pearse General Manager And, Whereas, it has been determined by the City Council to accept said propo-sal with reference to the paving and surface treatment of certain portions of South Congress Avenue and Live Oak Street, under the terms and specifications contained in said proposal, and Finley Method Company has tendered to the City Council a proposed contract for such purpose, which proposed contract is in words and figures as follows : --- Page break --- 629 Here follows a copy of the proposed contract: and, Whereas, in accordance with the te ms of said proposed contractFinley Method Company has proposed to submit its bond in the sum specified in said proposed contract with National Surety Company as surety for the faithful performance of the work proposed in said contract; Now, therefore, Be it ordained by the City Council of the City of Austin: Section 1. That said proposal in so far it may apply to the streets innumerated in said contract ,be and the same is hereby accepted and said proposed contract is hereby approved and adopted. Section 2. That the Mayor of the City of Austin is hereby authorized and instructed to execute in behalf of the City of Austin a contract with Finley Method Company in the XMMM KBMXXX, accordance with the terms of this resolution , and to accept and approve the bond of Finley Method Company in the terms above specified with National Surety Company as surety for the faithful performance of said work. This resolution was read the first time on the 29th day of Sept 1916, and laid over for one week. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor Mayor Wooldridge offered the following resolution: Resolved by the City Council of the City of Austin, Texas : That the sum of twenty five($ 25.90) dollars ,be and the same is hereby appropriated out of the General Contingent fund of the City of Austin,Texas, as payment in full to J C Duke for losses of every character and description growing out of the destruction by fire automobilie apparatus of the store house where he did business at the corner of 19th and Guadelupe streets in this City on the night of August 18th 1916. The resolution was adopted by the following vote : Yeas Mayor Wooldridge ,Councilmen Anthony ,Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Damages - J. C. Duke. October 6th 1916: The Mayor laid before the Council the following resolution : Whereas, on October 5th and 6th ,1916, came on to be heard the bids of sundry manufacturers of motor pumping fire apparatus ; and Whereas, at said meeting the following proposals were made by said sundry manufacturers of motor pumping fire apparatus,to Witt: The Robinson Fire Apparatus Co $ 9,450.00 The Ahrens Fox fire Engine Co 9,200.00 The American LaFrance Fire Engine Co 8,500.00 for a pumper pumping 850 gallons of water per minute,and $ 8,000.00,for a pumper pumping 750gallons of water per minute. The Seagraves Co, 8,500.00 Whereas after full consideration of the bids offered for said motor pumping fire apparatus and after hearing arguments in favor of several makes of Motor pumping fire apparatus from experts and otherwise, Fire Dept - Bid of new fire Co. --- Page break --- 680 Now, therefore, Be it resolved by the City Council of the City of Austin, Texas : That the bid of the American La France Engine Company of $ 8,500.00,for a motor fire engine pump ,being the lowest and in the judgement of the City Counil the best bid for said Motor fire pump,be and the same is hereby accepted, and Be it further resolved by the City Council of the City of Austin: That the Mayor of the City of Austin, Texas, be and he is hereby author-ised to e xecute a contract in behalf of the City for the purchase of said 850 gallon pumping fire apparatus,with the American La France fire Engine Co. October 9th 1916: Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin, Texas: F.W. Woolworth Co – That a permit be and is hereby gran ted to the F W Woolworth Company to suspend Permit to a sleth sign from the corner of their premises at 8th street and Congress suspend Sign. Avenue in this City from October 11th to 28th , inclusive. The dimension of the signs which can be suspended ,one on Congress Avenue and one on West 8th street ,if desired, shall be 38 feet long and 45 inches wide. Congress Avenue in this City ,diagonally across the sidewalk and at a distance of 25 feet above the sidewalk and not to extend beyond the curbing , be and the same is hereby granted ,and Be it further resolved by the Cty Council of the City of Austin : That the installation of this sign must be done under the supervision of and subject to the approval of the Assistant Supt of the Water, Light and Power department .
