Regular meeting of the City Council: Austin, Texas, October 12, 1916: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 The minutes of the last regular and subsequent recessed meetings were read and adopted: Reports of City Officers: The Mayor laid before the Council the following reports of City Officers for the Month of Sept 1916: The City Assessor & Collector, the Sexton, the Inspector of Weights & Measures, the Fire Marshal, and the City Health officer, also those of the Supt of the water & Light Dept for the months of July & August, which were read and ordered filed: Reports Rec'd. Councilman Haynes presented the following report from the Board of Equalization, which was read and ordered filed: Austin, Texas, October 12th 1916: To the honorable Mayor and City Commissioners, Austin, Texas. Gentlemen : The undersigned, your Board of Equalization of the City of Austin for the year 1916, hereby give notice that they have completed their work in revising the assess-ments on real estate and personal property. We have carefully and diligently revised Board of Equalization Report Rec'd. the values of property found on the books of the City Assessor & Collector and, as we believe, have fairly equalized and adjusted the value of all property in the City, and placed an a equalized value per front t feet, which we found has been figured out with care by previous boards and which we think has been a fair adjustment on the property values of this City. We have taken into consideration the uneven condition of many lots and blocks of the City and have attempted to adjust the values in accordance with their physical defects. In some parts of the City, notably East Austin, we deemed the value as rendered as sufficiently high and made no changes, except individual cases where the property was rendered the previous year. In other parts of the City where property values would permit, we placed a ten per cent raise on this years rendition. Very few changes were made in improvements. A very few of our citizens have protested against the ten per cent raise who have stated heretofore that residence property was not assessed at fifty per cent of its valuation. And to give further facts, we have had numbers of others appearing before the Board who, while they complained of the high valuations on their property, said that the Board had fairly adjusted and equalized their property valuations. Councilman Anthony offered the following resolution: Resolved by the City Council of the City of Austin, Texas: That the sum of two hundred ($ 200.00) dollars be and the same is hereby transferred from the appro riation for meals for City prisoners in the Budget of the City of Austin, Texas, for the year 1916, to the appropriation for miscellaneous police in said budget. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, & Haynes 4 Absent Councilman Powell 1 Councilman Anthony offered the following resolution: Resolved by the City Council of the City of Austin, Texas: That for reasons deemed sufficient by the City Council the fine and costs amounting to $ 10.80, in cause No 11058, in the Corporation Court of the City of Austin, Texas, State of Texas vs Jas Chatman,be and the same are hereby remitted The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, & Haynes 4 Absent Councilman Powell 1 Councilman Anthony offered the following resolution: Whereas, SoecideScrivener was on July 24th 1916, in cause No 10789,fined for vagranoy in the sum of $ 214.80; and Whereas, the Council believes the penalty imposed in this case wastoo severe; and Whereas ,the said Soecide Scrivner has worked out the sum [illegible] of four (4.00) dollars of said fine and costs and has lain out in jail thirtyone (31) dollars of said fine and costs,being a total of thirty five($ 35.00) dollars paid in cash and laid out in jail, Now,therefore, Be it resolved by the City Council of the City of Austin,Texas: That the balance of the fine and costs, amounting to ($ 179.80) in said cause No 10789, be and the same is hereby remitted. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, & Haynes 4 Absent Councilman Powell 1 Councilman Anthony offered the following resolution: Whereas, Walter Gonzales was fined in the sum of $ 64.80 ,as costs and fine in cause No 10784,in the Corporation Court of the City of Austin,Texas;and Whereas, he has worked out seven(7) days of said penalty and laid out in jail thirty-one (31) days ,making a total paid and lain out of jail of ($ 38.00), --- Page break --- 633 Now, therefore, Be it resolved by the City Council of the City of Austin, Texas: That in view of the above, the City Council deems the punishment actually suffered by the said Walter Gonzales is sufficient, and that the balance of the fine and costs, amounting to $ 26.80, imposed upon said Walter Gonzales be and the same is hereby remitted. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Haynes 4 Absent Councilman Powell 1 October 14th 1916: All present: Sewers- Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas: That the sum of one thousand and fifty ( $1,050.00) dollars be and the same is hereby appropriated out of the Sanitary Sewer fund for the construction of the following sewer lines to serve the district in the vicinity of West Avenue and 31st & 32nd streets: W. 32nd St. 225 lineal feet of 8" sewer line on West 32nd street from the alley between King street and West Avenue. west Ave. 680 lineal feet of 8" sewer line on West Avenue from 32nd street to a point 200' & 31st St. south of 31st street. A 6" inch sewer line 200' feet long on West Avenue from 32nd street north. 200 lineal feet of 6" sewer line on West 32nd street west from West Avenue. 350 lineal feet of 6" sewer line on 31st street west from West Avenue. 200 lineal feet of 6" sewer line on Grandview street, north from 31st street. A manhole at 31st street and West Avenue, and 1 manhole at 32nd street and West Avenue. Cullen Caswell Councilman Powell offered the following resolution : Permit - BeitresolvedbytheCityCounciloftheCityofAustin,TEXAS Gasoline Installn Be it resolved by the City Council of the City of Austin, Texas : That a permit is hereby granted to Cullen & Caswell to install and maintain a gasoline tank of about 180 gallons capacity, to be approved by the Supt of Police and Public Safety under the side walk in front of No 204 East 5th street in the City of Austin, Texas. Resolved further: That in connection with this gasoline tank hereby authorized to be installed, the said Cullen & Caswellare authorized to install and maintain a gasoline pump to be located at the curb line in front of No 204 East 5th street at a position to be designated by the Supt of Streets and Public Improvements ,said gasoline pump to be of the most modern and approved construction and design and subject to the approval of the Supt of Police and Public Safety. Resolved further: That Cullen & Caswell shall install and maintain at the top and upon the gasoline pump hereby authorized an electri light of not less than forty (40) wattpowerand placed in a globe of not less than ten inches (10") in diameter, which electric light must be kept illuminated not less than three hours daily ,between the hours of six and twelve o'clock P M during the existence of this permit. --- Page break --- Resolved further: That the hose through which air,gasoline or any other oil or volatile substance is conveyed,by pumping or otherwise, from the store house in front of 204 East 5th street or from the tank authorized to be placed in front of same must be kept, when not in actual use neatly coiled, and stored in receptacle provided for such hose in the pump authorized to be installed or suspended from a suitable bracket attached to the pump. Resolved further: That the work under this resolution authorized to be installed and main-tained must be installed and maintained ,where not otherwise assigned, under the immediate supervision of the City Engineer of Austin,Texas, who is hereby authorized to prescribe necessary specifications for the work herein authorized to be done: Resolved further: That this permit is granted only for the installation of a Gasoline Tank and pump and does not include the installation or construction of a storage box for hose under neath the sidewalk,and Resolved further and finally: That this permit is granted and must be accepted as revocable at any time in the pleasure of the City Council. Councilman Powell offered the following resolution: A resolution finally accepting the bridge across Blum creek on Riverside drive Whereas, the Supt of streets and public improvements has filed his report to the City Council to the effect that Wallace R Miller has completed the work of constructing a concrete arch bridge across Blum creek on Riverside Drive under contract with the City, and That said work has been fully done in strict accordance with contract and specifications adopted by the City; Now Therefore, Be it resolved by the City Council of the City of Austin, Texas: That the said work be, and is hereby, finally accepted by the City. Taxes - Contract with Wm Young to install data of valuations & equalization. --- Page break --- 656 Councilman Powell offered the following resolution : A resolution ordering the completion of concrete driveways and extension of sidewalk abutting the property of Mrs M G Sampson at 1003 Rio Grande street. Whereas, in the improvement of Rio Grande street,namely the placing of curbing preparatory to the paving of said Rio Grande street,it became necessary in the placing of new curb abutting the property of Mrs M G Sampson at 1003 Rio Grande street and also in placing the curb returns of two driveways abutting said Sampson property ,to remove the two concrete driveways between the old line of curb and the present sidewalk ,and Whereas, in place of the former driveways ,new driveways for the same distance in width were placed between the location of the new and old curb lines,and the City Council at a former meeting ( when said change was discussed) decided that the City had performed its due share of work due to the change of curb lines,and so instructed the Asst City Engineer to that effect,but Whereas, it has been brought out that in addition to the destroying the two old driveways abutting the above described Sampson property,that a twenty four inch (24") cement gutter abutting the old curb line was also destroyed o or made useless by the extension of the sidewalk ,therefore, Be it resolved by the City Council : That due to the destroying of the said cement gutter,that it be the sense of the City Council that the owner of the said abutting property is entitled to a further adjustment of damages and That as an adjustment of said damages ,the Asst City Engineer be authorized and instructed to have completed the unfinished portions of driveways and to extend the cross walks from the old curb line to the new curb line. Be it further provide, however, That the City Engineer be, and he is hereby,instructed todeduct the cost of the above work from any credits that may be due on the cost of pavement abutting the said Mrs M G Sampson property,that is, said credits due on account of the cement gutter,also That the City Clerk be, and he is hereby, instructed to mail a copy of this resolution to the said Mrs M G Sampson. Sampson Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin,Texas: That for good cause unto it shown ,the fine and costs imposed againstCharlie Armbrister in the corporation Court of the City of Austin, Texas,in cause No 11129.State of Texas vs Charlie Armbrister,and amounting to $ 10.80,be and the same are hereby remitted.
