643 Regular meeting of the City Council; Austin, Texas, October 26, 1916: The Council was called to order by the Mayor: Roll called: Present, Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none: The minutes of the last regular and subsequent recessed meetings were read & adopted. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin,Texas: That the following specifications be, and the same are hereby adopted for the Paving - Specifications for Repair of Openings. repairing of openings made,MXXXXXXXXXXXXXMX in the paved streets within the limits of the City of Austin,Texas: " In order to secure a proper bond and to prevent settlement, when finally restoring the pavement ,remove the concrete base from a space which extends at least 6 inches beyond all sides of the maximum area of earth disturbed so as to provide a firm bearing for the new concrete on the earther the undisturbed margin of the trench,concrete to be bevelled at least 3 inches outward at the top,and the wearing surface of the pavement will be replaced over an area extending at least 3 inches on all sides beyond the area of the new concrete". The resolution was a opted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved , A P Wooldridge, Mayor. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin,Texas: That the owners of the property abutting San Jacinto street along its east side Sidewalks - San Jacinto betw. 16th & 18th between 16th & 18th streets ,be and they are hereby ordered to construct,cement sidewalks four and a half feet ( 4 1/2' ) in width ,in front of their respective premises upon lines and grades to be adopted by the City Council , and Be it further resolved: That the Supt of Streets and Public Improvements be, and he is hereby instructed to carry out by proper legal methods the proceedings necessary to make this resolution effective. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin, Texas: That the sum of fifty ($50.00) dollars be and the same is hereby appropriated out of Sewer - Bellevue Place $50.00 to reimb. Siden Harris the Sanitary Sewer Fund to re-imburse Mr Siden Harris for money advanced for constructing a sewer line on Bellevue Place as per contract dated 29th day of August 1913. Application for license to drive a service car by M O Gresham,was received and license Drive License M.O. Gresham granted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. --- Page break --- 644 Paving - = $125.26 .Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That the sum of onehundred and twenty five dollars and twenty six cents ($ 125.26) be and the same is hereby appropriated out of the Permanent Street Improvement fund of the City of Austin, Texas, to pay for the City's part of the cost of paving with Bitulithic pavement in front of Lot No 12,Block No 2, subdivision of Outlots No 31 & 32, Division " O " of the City of Austin,Texas. Damages - Samuel Payne Be it resolved by the City Council of the City of Austin, Texas : That three hundred ($300.00) dollars be and the same is hereby appropriated out of the General Contingent fund of the City of Austin, Texas, in payment of judgement in favor of Samuel Payne in cause NO 27487, City of Austin, Texas vs Samuel Payne in the 26th Dist Court of Travis County, Texas. Sewers - Free Service Mayor Wooldridge offered the following resolution: Resolved by the City Council of the City of Austin,Texas : That from and after January 1st 1917,Sanitary Sewer service be and is hereby directed to be furnished to all of the Citizens ,businesses and indus-tries of the City of Austin free. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Barthelemew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Str. I. Improvement 12th St. Drain Pipe Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas: That the sum of one thousand three hundred and twenty ($ 1,320.00) dollars be and the same is hereby appropriated out of the Permanent Street Improvement fund for the purpose of constructing a thirty six inch(36") drain pipe along West 12th Street from Ruiz street eastward to the new Shoal creek bridge. Transfer of Funds Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas: That the sum of two hundred and seventy five ($275.00) dollars be and the same is hereby authorized transferred ,from the appropriation made in the general --- Page break --- .Street Budget for salaries of eleven teamsters ,to the /account for equipment to pay for one (1) Austin Reversable Road Grader. Mayor Wooldridge offered the following resolution: Resolved by the City Council of the City of Austin,Texas: XXXXXXXXXXXXKXXXXX&XXXXX XXXXXXXXXXXXXX That the sum of three dollars and seventy two cents($ 3.72)be and the same is hereby appropriated out of the General Contingent fund of the City of Austin,Texas, to pay for the State and County taxes for the year 1916,upon Lot No 12, Block No 2,subdivision of Outlets Nos 31 & 32, Division # 0 " of the City of Austin,Texas. This is the lot recently acquired by the City of Austin from the 10th Ward Fire Co. By Mayor Wooldridge, An Ordinance amending Section 23 of an ordinance entitled , " An ordinance to regulate traffic in and along the streets and ways of the City of Austin, and establishing rules for the road,and prescribing penalties for its violation" passed October 23rd 1911. The ordinance was read the 1st time ,and a motion made to suspend the rule and place it on its second reading, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: The ordinance was read the second time ,and a motion made to suspend the rule and place it on its third reading and final passage, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: The ordinance was then read the third time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: October 31st 1916. Councilman Powell offered the following resolution: Resolved by the City Council of the City of Austin,Texas : That the sum of one hundred thirty six & 47/100,($ 136.47) be and the same are hereby appropriated out of the Permanent Street Improvement fund of the City of Austin,Texas,to pay ,for the cost of paving with Bitulithic pavement on East 1st street in front of Lot 12, Block 2,Outlets Nos 31 & 32, Division "O" of the City of Austin,Texas. Approved, A P Wooldridge, Mayor. --- Page break --- 646 October 30th 1915: All present: The Mayer laid before the Counvil the following resolution : Resolved by the City Council of the City of Austin,Texas : That all officers or other employe's of the City of Austin, Texas, who may receive or disburse public monies be and they are hereby required to give official bond in some responsible surety company of the City of Austin, Texas, for the faithful performance of their duties as such fiduciary Office or other employe, in such amount as the Council may direct. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Antheny, Barthelemew, Haynes & Powell Nays none, Approved, A P Wooldridge, Mayer. Councilman Barthelemew offered the following resolution : Resolved by the City Council of the City of Austin,Texas : That Eugene Smith, a book-keeper of the Water & Light Department,and who is performing duties in the way of handling money as an assistant Cashier in that department ,be and he is hereby required to give a surety bond to th the City of Austin for the faithful performance of his duties ,in the amount of $ 2,000.00, said bond to be approved by the City Council. Councilman Antheny offered the following resolution : Resolved by the City Council of the City of Austin, Texas : That for good and sufficient causes unto the City Council moving, especially the youth of the Boy,the fine and costs imposed againstArthur Tucker in cause No 11193,State of Texas vs Arthur Tucker, in the Corporation Court of the City of Austin, Texas, and amounting to $ 11.80.be and the same are hereby remitted.
