New Rules for Gas, Sewers, and Milk Sales

  • Early Urban Gas Station Approved:

    Permitted the installation of a gasoline tank under the sidewalk and a pump at the curb, complete with detailed rules for operation, including a mandatory electric light and hose storage.

    Authorized hiring an employee to enforce mandatory sewer connections for homes still unconnected to the city mains and collect overdue sewer fees.

    Passed a new ordinance to regulate the sale of milk and cream within the city, establishing health standards and penalties for violations.

647 Driver's license F. D. Bond. Regular meeting of the City Council: Austin, Texas, November 02, 1916: The Council was called to order by the Mayor: Roll called : Present Mayor Wooldridge, Councilmen, Bartholomew, Haynes & Powell 4 Absent Councilman Anthony 1 The Mayor laid before the Council an application from F D Bond for license as driver of service car , which was granted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Absent Councilman Anthony 1 Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas : Hume Wood & Grain Co. Permit to Install Tank That a permit is hereby granted to the Hume Wood & Grain Company to install and maintain a Bowser Gasoline Tank to be approved by the Supt of Police and Public Safety under the sidewalk in front of number 1523, Lavaca street in the City of Austin, Texas , Resolved further : That in connection with this gasoline tank hereby authorized to be installed, the said Hume Wood & Grain Company is authorized to install and maintain a Bowser Gasoline pump to be located at the curb line in front of NO 1523 Lavaca street, at a position to be designated by the Supt of Streets and Public Improvements , said gasoline pump to be of the most modern and approved construction and design and subject to the approval of the Supt of Police and Public Safety. Resolved, Further: That Hume Wood and Grain Company shall install and maintain at the top and upon the gasoline pump herein authorized an electric Light of not less than forty watt(40) power and placed in a globe of not less than ten (10) inches in diameter, which electric light must be kept illuminated not less than three hours daily , between the hours of six and twelve O'clock P M during the existence of this permit. Resolved Further : That the hose through air, gasoline , or any other oil or volatile substance is conveyed , by pumping or otherwise, from the store house in front of 1523 Lavaca street or from the tank authorized to be placed in front of same must be kept, when not in actual use , neatly coiled, and stored in a receptacle provided for such hose in the pump authorized to be installed or suspended from a suitable bracket attached to the pump. Resolved Further: That the work under this resolution authorized to be installed and maintained must be installed and maintained , where not otherwise assigned, under the immediate supervision of the City Engineer of Austin, Texas, who is hereby authorized to prescribe necessary specifications for the work herein authorized to be done: Resolved Further: That permit is granted only for the installation of a gasoline Tank and Pump and does not include the installation or construction of a storage box for hose underneath the sidewalk, and Resolved Further and finally : That this permit is granted and must be accepted as revocable at any time in the pleasure of the City Council. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Ordinance Res- regulating Sale of Milk & Cream .The Council then recessed until November 3rd 1916: November 3rd 1916: All present: Councilman Powell offered the following resolution: Resolved by the City Council of the City of Austin,Texas: That the Supt of Streets and Public Improvements be and he is hereby auther-ized to employ a capable man at a salary of one hundred($100.00) dollars per month to investigate and press for sewer connections upon premises at the present accessible to sewer mains ,but not connected therewith. Such person so employed shal l also diligently collect all sewer rentals in arrears. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony ,Bartholomew, Haynes & Powell 5 Nays none, Approved, A F Wooldridge, Mayor, November 4th 1916: All present: Councilman Powell nominated H B Barnhart to attend to the matter of collect-ing sewer rentals in arrears and dilligently enforcing sanitary sewer connections. The nomination was confirmed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, & Haynes 4 Not voting Councilman Powell 1 The Mayer laid before the Council the following reports of City Officers for the month of October 1916, The Assessor & Collector, the City Health Officer, Pd Krueger, Health Inspector,the Public Weigher,the Dog Catcher,also that of the Supt of the Water & Light Plant for the month of Sept 1916, all of which were ordered filed. November 3rd 1916: All present: By Mayer Wooldridge: An ordinance regulating the sale of milk and cream in the City of Austin and providing penalties for the violation of the provisions thereof: The ordinance was read the 1st time ,and a motion made to suspend the rule and place it on its second reading,which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: The ordinance was read the 2nd time and a motion made to suspend the rule and place it on its 3rd reading and final passage, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony,Bartholomew, Haynes & Powell 5 Nays none: The ordinance was read the third time and passed by the following vote: Yeas Mayor Wooldridge, Council on Anthony, Bartholomew, Haynes & Powell 5 Nays none: --- Page break --- Sewer - Collection Rents & Connections C49 Nov 7th .Councilman Powell offered the followingXXXXXXXXXXS: All present : "Be it resolved by the City Council of the City of Austin, Texas : That the sum of two hundred ($200.00) dollars be, or as much thereof as necessary, appropriated out of the Sanitary Earnings fund to pay the two months salary of a man for the purpose of collecting sewer rents and forcing sewer connections . The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Barthelemow, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. The Council then adjourned.
