656 Regular meeting of the City Council; Austin, Texas, November 16, 1916: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none The minutes of the last regular and subsequent recessed meetings were read and adopted: The Mayor laid before the Council the reports of the City Sexton and Reports Rend. Dr N F Pease Meat and dairy Inspector for the mo nth of Oct 1916, which were read and ordered filed: By Mayor Wooldridge: An ordinance authorizing and providing for the consolidation of the local Telephone exchange at Austin,Texas, of Ross Larrabee, same generally being known as the Austin exchange of the United Telephone Com-pany,with the local Telephone exchange of the South Western Telegraph and Telephone Merger. Telephone Company,and for the purchase of the said property of said Ross Larrabee by the South Western Telegraph Telephone Company,and fixing the terms upon which the consent of the City of Austin to such purchase and consolidation is givenand granting to the South Western Telegraph and Telephone Company a franchise in th the City of Austin and repealing any prior rights and privileges, if any, of said Company and also of the said Ross Larrabee. The ordinance was read the first time and laid over for one week. November 20th 1915: all present except Councilman Anthony: Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas : That the Speedway or Lampassas street from the south side of 19th street Pavingto apoint approximately 100 feet north of the north line of 24th street and 21st Speedway. street running from the west side of Speedway to the east side of Guadalupe street be and the same are hereby ordered to be improved by tarviating according to the specifications of the Finley Method Company heretofore filed with the Supt of Streets and Public Improvements ,and Be it further resolved : That the bid of the Finley Method Company heretofore filed with the City Council for tarviating streets within the City of Austin be, and the same is hereby, accepted for the above named streets and the contract for this work awarded to the Finley Method Company ,and Contract with Be it further resolved : Finley Method That the Mayor of the City of Austin,Texas, be,and he is hereby,authorized Compy. to enter into a contract with the Finley Method Company for the tarviating of the streets above named.

M., Bartholomew, Haynes & Powell 4 Absent Councilman Anthony 1 Approved, A P Wooldridge, Mayor: Councilman Powell offered the following resolution : A resolution finally accepting pavement and improvement on South Congress Avenue from the Fredricksburg road to the City limits and on Live Oak streetfrom Congress Avenue to the San Antonio road, Whereas, the Supt of Streets and Public Improvements has filed his report with the City Council to the effect that the Finley Method Company has completed the work of tarviating and improving South Congress Avenue from the Fredricksburg road to the City limits and on Live Oak street from Congress Avenue to the San Antonio road ,under contract with the City ,and that said work has been fully done in strict accordance with said contract and specifications adopted by the City ; Now Therefore Be it resolved by the City Council of the City of Austin, Texas: That the said work of improvement be finally accepted by the City and that the final estimate due by the City to the said Company be paid. The resolution was adopted by the following vote : Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Absent Councilman Anthony 1 Approved, A P Woo dridge, Mayor. .Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas : J. M. Caperton Permit to Install Tank. That a permit is hereby granted to Mr J M Caperton to install and maintain a five barrel Bowser Gasoline Tank to be approved by the Supt of Police and Public Safetyunder the sidewalk in front of No 1300 South Congress Avenue in the City of Austin, Texas, Resolve further: That in connection with this gasoline tank hereby authorized to be installed, the said J M Caterton is authorized to install and maintain a Bowser Gasoline pump to be located at the curb line in front of No 1300 Congress Avenue at a position to be designated by the Supt of Streets and Public Improvements ,said gasoline pump to be of the most modern and approved construction and design and subject to the approval of the Supt of Police and Public Safety. Resolved further: That J M Caperton shall install and maintain at the top and upon the gasoline pumphereby authorized an electric light of not less than forty (40) watt power and placed in a globe of not less than ten inches (10\") in diameter, which electric light must be lent ill um-in -d not less than three hours daily ,between the hours of six and twelve O'clock P M, during the existence of this permit. Resolved Further : That the hose thru' which air, gasoline, or any other oil or volatile substance is conveyed, by pumping or otherwise, from the store house in front of No 1300 Congress Avenue or from the tank authorized to be placed in front of same must be kept, when not in actual use, neatly coiled, and stored in a receptacle provided for such hose in the pump authorized to be installed or suspended from a suitable bracket attached to the pump.

658 . Resolved further: That the work under this resolution authorized to be installed and maintai-ned must be installed and maintained ,where not otherwise assigned,under the immediate supervision of the City Engineer of Austin,Texas, who is hereby author-ized to prescribe necessary specifications for the work herein authorized to be done .
Resolved Further : That this permit is granted only for the installation of a gasoline tank and pump and does not include the installation or construction of a storage box for hose underneath the sidewalk,and Resolved further and finally: That this permit is granted and must be accepted as revocable at any time in the pleasure of the City Council. The resolution was adopted by the following vote: Yeas Mayor Woolbridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved , A P Woolridge, Mayor.
