C59 .Regular meeting of the City Council : Austin,Texas, Novemver 23rd 1916: The Council was called to order by the Mayor : Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Absent Councilman Anthony 1. The minutes of the last regular and subsequent recessed meetings were read and approved: Councilman Haynes presented the report of the Sanitary Inspector for the month of Sept & Oct 1915 ,which was read and ordered filed: Councilman Haynes offered the following resolution : Be it resolved by the City Council of the City of Austin : That W L Haynes,Supt. in charge of the Sanitary Dept ,be and is hereby authorized to have the following transfers made in the appropriations for said Dept for the year 1916,as follows. Transfer of From the appropriation for"Extra men " transfer $ 547.62, to the account of funds. "Tools & Brooms",and $ 142.28, to the account for "Miscellaneous Expenses" of said Dept: Also transfer to said "Miscellaneous" account $ 142.50, balance on the account for "Cutting Weeds" The resolution was adopted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew, Haynes & Powell 4 Absent Councilman Anthony 1 Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas: That the sum of one thousand ($1,000.00, )dollars be and the same is herebytransferred from the appropriation made in the general street budget for the year 1916,to pay for stock feed ,and re-appropriated to pay for the tarviating of 21st street from Speedway to Guadalupe street, The resolution was adopted by the following vote: Yeas Mayor Wooldridge,Councilmen Bartholomew,Haynes & Powell 4 Absent Councilman Anthony 1 Approved. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin,Texas : That the sum of four hundred and fifty($450.00)dollars be and the same is hereby transferred from the appropriation made in the general street budget for the year 1915 to pay for stock feed and the sum of eighteen hundred and fifty($1,850.00) ,dollars be and the same is hereby ordered transferred from the appropriation made in the general street budget for the year 1916 to pay for temporary labor, and that thesetwo sums amounting to twenty three hundred($2,300.00,) be and the same is hereby appropriated to pay for the tarviating of Speedway or Lampasas streetfrom the south line of 19th street to a point approximately 100 feet nort of the north line of 24th street. A P Wooldridge, Mayor. --- Page break --- 600 Councilman Anthony entered the Council chamber: The Mayor laid before the Council the following resolution: Resolved by the City Council of the City of Austin,Texas: That the assignment made by the Lone Star Ice Company to the International & Great Northern Railroad Company of a franchise to build,operate and maintain for a period of twenty five years from the date of the franchise, a spur track connecting with and beginning on the line of the International & Great Northern. Railway Company on 3rd street between Colorado & Lavaca streetsand extendi -ing along west 3rd street to the Colorado River,thence south along the Colorado River to and across west 2nd street,and thence across west 2nd street to the River Walk in the City of Austin, be and the same is hereby consented to by the City of Austin and said assignment from the Lone Star Ice Company to the International & Great Northern Railroad Company convey ing said right and franchise be and the same is hereby ordered filed and recorded in the Minutes of the City Council of this City . The following,is the (transfer) Whereas, on the 5TH day of October 1916,the Board of Directors of the Lone Star Ice Company by a resolution authorized the President of said Lone Star Ice Company to transfer and assign a certain franchise to the International & Great Norther Railway Company,said resolution being as follows: " It is hereby resolved by the Board of Directors of the Lone Star Ice Company,assembled at Austin,Texas,on the 5th day of Oct 1916, a quorum being present, that authority is hereby granted the President of said Lone Star Ice Company to transfer and assign to the International & Great Northern Railway the franchise granted to the Lone Star Ice Company by an ordinance of theCity of Austin passed Sept 7th 1900,and approved same date,granting to the said Lone Star Ice Company ,their assigns and successors, the right and privilege to build own, operate and maintain for the period of twenty five years a spur and railroad track connecting with and beginning on the line of the International Railway Company on west 3rd street between Colorado and Lavacca streets ,extending east along west 3rd street to Colorado street ,thence south along Colorado streetto ad and across west 2nd street ,and thence across west 1st street to the River Walk in the City of Austin; said railroad track to be laid and constructed under the supervision of the City Engineer and Street Committee and to be used by the gran -tees ,their successors and assigns,for the purpose only of conveying freight to and from their respective places of business; and further providing that said track shall not be used as a switch track except for the purposes thereinstated. Jelephone Merger The Mayor laid before the Council An ordinance authorizing and providing for the consolidation of the local telephone exchange at Austin,Texas, of Ross Larabee , same being generally known as the Austin Exchange of the United Telephone Company,with the local telephone exchange of the Southwestern Telegraph and Telephone Company,and for the purchase of the said property of said Ross Larabee by the Southwestern Telegraph and Telephone Company, and fixing the terms upon which the consent of the City of Austin to such purchase and consolidation is given and granting to the Southwestern Telegraph and Telephone Company a franchise in the City of Austin and repealing any prior rights and privileges ,if any, of said Company and also the franchise of the said Ross Larabee. which ordinance was read read the 1st time on the 16th of November 1916 and laid over for one week . Whereas, the Supt of Streets and Public Improvements has filed his report with the City Council to the effect that the Uvalde Rock Asphalt Company has completed the work of paving and improving 11 th street from the east line of Lavaca street to the east line of Brazos street ( North) and on Brazos street from the south line of 11 th street to the north line of the alley between 10th & 11th streets , under contract with the City, and that said work has been done in strict accordance with said contract and specifications adopted by the City; Now therefore Be it resolved by the City Council of the City of Austin,Texas: That the said work of improvement be finally accepted by the City and that the final estimate due by the City to the said Company be paid.
