671 ,Regular meeting of the City Council,Austin,Texas, December 07, 1916: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none: On motion the reading of the minutes was postponed until the next regualr meeting,on account of the absence of the Clerk: Reports of City Officers: The Mayor laid before the Council the report of the City Assessor & Collector,the Marshal, the City Health Officer & the Book-keeper for the Street Dept,for the month of November 1916, which were read and ordered filed: Councilman Anthony offered the following resolution: Resolved by the City Council of the City of Austin,Texas : That the sum of two hundred sixty eight dollars and thirty cents( $268.30)be and the same is hereby appropriated out of the miscellaneous fund of the Fire Dept of this City in payment of the attached bills for Engine for North Austin Fire Co, and freight on same from North Tonawanda, New York, to Austin, Texas . This payment is to be made in two amounts,one for $ 244.34, for the cost of the engine and one for $ 23.96, for freight on the same . The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Powell 4 Absent Councilman Haynes 1 Approved, A P Wooldridge, Mayor. Councilman Powell offered the following resolution : Resolution appropriating one thousand five hundred ($ 1,500.00) dollars,for the construction of a storm sewer on west 12th street between Shoal creek and West Avenue and thence on West Avenue up to the north line of 13th street. Be it resolved by the City Council of the City of Austin,Texas : That the sum of one thousand five hundred ($ 1,500.00) dollars,be and the same is hereby appropriated out of the Permanent Street Improvement fundfor the purpose of constru-ing a storm sewer on West 12th street between Shoal Creek and West Avenue and thence on East Avenue up to the north line of 23th street. Mayor Wooldridge offered the following resolution : Whereas, it appears to the City Council from the statement of W B Colbert,Executor of the estate of T J Martin, deceased, that the original deed heretofore in 1909,executed by the Mayor of the City of Austin,Texas, to W B Colbert and Clarence W Martin ,Executors of the T J Martin ,estate, to Cemetery Lot No 886,has been lost,and after diligent search cann-not be found . Now, therefore, Be it resolved By the City Council of the City of Austin,Texas : That the Mayor of this City be and he is hereby authorized to execute and deliver a duplicate deed in lieu of said deed heretofore executed by him to W B Colbert and Clarence W Martin ,Executors, to Lot No 885,of Oakwood Cemetery , Austin, Texas. Freeman - Sewerage Credit. ,The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin,Texas : That the petition of Joe Koen to install an electric sign at 103 East 6th street in this City be and the same is hereby granted ,Said sign to be entirely of metal , two -faced,lighted with a number of small electric globesplaced outside of the sign faces ,said sign is to be hung within the curb and 8 feet above the sidewalk. The sign reads ," Joe Keen " in electric lights and contains a clock with internally illuminated dials .It is to be tightly gyred at right angles to the building . This petition was recommended to be granted by W L Eyres, Sign Inspector,and Be it further resolved by the City Council of the City of Austin: That this permit is granted and is to be deemed revocable at the pleasure of the City Council . Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin,Texas: That the pound fees, amounting to $ 4.50,assessed against S L Costley for 2 mule and 1 horse impounded on the 17th day of November 1915, be and the same are hereby remitted; and Whereas, the said S L Costley has paid the amount of said Pound fees into the City Treasurer, Now, therefore, Be it further resolved by the City Council of the City of Austin: That the sum of four dollars and fifty cents($4.50),amount of said Pound fees ,be and the same is hereby appropriated out of the General Contingent fund of the City of Austin,Texas, to re-imburse the said S L Costley for said Pound fees so paid. The reasons moving to this settlement are set forth in the attached petition of Mrs Mary E Freeman ,dated December 7th 1916. In addition to the tract of land in said deed described,one-half the cost of the East ,north and west fences around said premises is hereby included. Lee Caldwell, at the corner of 19th & Rio Grande streets: The adjustment authorized by this resolution look to the filling by the City at its cost of the sidewalks abutting upon these properties on the west and the construc-tion of such retaining walls as to heighth,length and thickness as the Supt of Streets and Public Improvements may in the exercise of his judgement deem best to erect on the western side of said properties. In addition to the filling of the sidewalks of the properties herein above named and the construction of the retaining walls ,the Supt of Streets and Public Improvements is hereby authorized to do such filling and grading of the rear premises of Mrs Mae Donnel at the corner of 15th & Rio Grande streets as he may deem necessary to carry off the water which accumulates on said premises and which water without the filling herein authorized would be difficult of passage from said premises on account of the recent filling of the alley north of said premises made by the City. Johnson Rubber Co., Permit To Install Sign. Resolved by the City Council of the City of Austin, Texas : That the application of the Johnsen Rubber Co. to install an electric light sign in front of their place of business at 107 West 5th street be and the same is hereby granted ; said sign to be twafaced, made entirely of metal, with Bull's Eye openings, lighted internally, reads " Fire Tires", hangs 14 feet above the sidewalk and entirely within the curb line, suspended and guyed by galvanized chains, and measures about 30 X 48 inches; and Be it further resolved by the City Council of the City of Austin: That this permit is revocable at any time in the judgement of the City Council.
