  • Street Vending Crackdown:

    Police were instructed to remove all unattached popcorn, peanut, newspaper, and candy stands from key sections of Congress Avenue and 6th Street.

    Approved permits for a large electric sign at the United Cigar Store and a tire company to install a curbside hose rack with underground pipes and specific lighting requirements at 407 Congress Avenue.
  • Major Infrastructure Projects:

    Accepted bids for tarviating Fredericksburg Road and Barton Creek Road, and paving several downtown alleys, with public hearings scheduled for property owner cost assessments.
  • City Financial Management:

    Reallocated a $6,000 bonus from previous bond refunding to the city's interest and sinking fund, and began the process for issuing $170,000 in new refunding bonds.

677 Regular meeting of the City Council: Austin, Texas, December 14, 1916: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none: The minutes of November 30t and Decr 7th 1916,were read and approved: Reports of City Officers: Reports Read. the Mayor laid before the Council the report of the Sexton for the month of November & these of the Fire Marshal for October & Nov 1916, which were read and ordered.filed: The Mayor offered the following resolution : Resolved by the City Council of the City of Austin, Texas : United Cigar Store. That a permit be and is hereby granted to the United Cigar store to install an electric Electric Sign Permit sign ,eight feet or more above the level of the sidewalk ,at their premises at the corner of East 6th street and Congress Avenue.Said sign is to be placed diagonally at said corner to be lighted externally with small electric globes and with the lettering thereon of "United Cigars ",to be securely gued to the walls of the building in front of which it isplaced and not to exceed 250 lbs in weight,and .Be it further resolved by the City Council of the City of Austin : That this permit is revokeable at any time in the pleasure of the Council . Mayor Wooldridge offered the following resolution : Transfer of Funds. Whereas, it appears that the $ 6,000.00, bonus paid by Belger, Mosser & Williman, on the 1st of July past upon the refunding of $ 1,170,000.00, of Austin's 5 % refunding bonds more properly belongs to the Interest and Sinking fund of this City than to the General fund, Now, therefore, Be it resolved by the City Council of the City of Austin, Texas : That the $ 6,000.00. bonus paid by Belger, Mosser and Williman upon the $ 1,170,000.00 of Austin 5 % refunding bonds be and the same is hereby transferred from the General fund of this City to the Interest and Sinking fund. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor: Mayor Wooldridge offered the following resolution : Congress Ave. Resolved by the City Council of the City of Austin, Texas : Removal That the Chief of Police be and he is hereby instructed to cause to be removed all Pop corn stands ,KXMNXKXKXKXXNMXXM all peanut stands, all newspaper and magazine stands, and all candy stands not attached to and a part of the business in front of which they may stand on Congress Avenue to the Capitol gate to the north entrance to the bridge, and on 6th street from Colorado to Brazos streets . The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Nay Councilman Anthony 1 Approved, A P Wooldridge, Mayor --- Page break --- 678 Transfer of Funds. .Councilman Powell offered the following resolution: Resolved by the City Council of the City of Austin,Texas: That the sum of($ 1,000.00,) one thousand dollars ,be and the same is hereby ordered transferred from the appropriation made from the general street fund to pay for the tarviating of South Congress Avenue from the Fredricksburg road to the south City limits and the sum of one thousand ($ 1,000.00, dollars be and the same is hereby ordered transferred from the appropriation heretofore made from the general street fund for the tarviating of 21st street from Speedway to Guadalupe street ,and That the total of these two items amounting to two thousand ($ 2,000.00, be and the same is hereby,KXXXXXXXXXXXXXX reappropriated to pay for the tarviating of the Fredricksburg road from south Congress Avenue to a point one hundred (100') feet south of its crossing over Bouldin creek south of Wende's store and the tarviating of the Barton Creek road from its intersec-tion of the Fredricksburg road at Wende's store to a point one hundredfeet ( 100') west of its crossing over Bouldin Creek . The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony ,Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor: Paving - Fredericksburg Road Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin,Texas : That the Fredricksburg road from the west line of South Congress Avenue to a point approximately one hundred feet ( 100') south of its crossing over Bouldin creek south of Wende's store and the Barton's creek road from its intersection with the Fredricksburg road at Wende's store to a point approximately one hundred feet (100') west of its crossing over Bouldin creek be and the same is is hereby ordered Improved by tarviating according to the specifications of the Finley Method Co heretofore filed with the Supt of Streets and Public Improvements and, Be it further resolved : That the bid of the Finley Method Co heretofore filed with the City Council for tarviating streets within the City of Austin be, and the same is hereby accepted for the above named streets and the contract for this work awarded to the Finley Method Co,and Be it further resolved: That the Mayor of the City of Austin,Texas,be ,and he is hereby authorized to enter into a contract with the Finley Method Co for the tarviating of the streets above named. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor --- Page break --- 629 Councilman Bartholomew offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas : That the sum of $10,000.00,ten thousand dollars, out of the appropriation in the Budget of the Water Light and Power Dept for the payment of temporary labor at plant and lines and the further sum of five thousand ($ 5,000.00), dollars .out of the appropriation for the purchase of fuel ,be transferred to the appropriation for the purchase of material and Be it further resolved by the City Council of the City of Austin : That the sum of five hundred ($500.00),dollars out of the appropriation for payment of salaries in the water line dept be transferred to the appropriation for incidentals, including fee, fuel,refunds,telephones, etc The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor: Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas : That the bid of Wallace R Miller for the paving of the alley between 10th & 11th street from Congress Avenue to Colorado street and between 6th & 7th streets ,from Colorado to Lavaca streets, and the same is hereby accepted; and Be it further resolved : That the Mayor of the City of Austin,Texas , be and he is hereby instructed to enter into a contract with the said Wallace R Miller for the construction of the pavement specified in the above mentioned alleys. Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas : That the sum of two hundred Sixty two dollars and seventy five cents ($ 262.75 ), be and the same is hereby appropriated out of the general contingent fund of the City of Austin,Texas,in payment of commissions,per contract,due J W Maxwell for collections on personal property and occupation taxes. A statement showing the taxes due by years ,the amounts and commissions is attached hereto and made the basis of this appropriation. Said attached statement bears date Receipts December 11th 1916,and is approved by H L Haynes, Supt.of Disbursements & accounts and Fred Sterzing ,Assessor & Collector of taxes.The total amount collected by J W Maxwell as set out in this statement ,is $ 1,051.80.His commissions upon which amount is $262.70. J W Maxwell - Commissions on collection --- Page break --- 680 Paving - alley between 10th & 11th Councilman Powell offered the following resolution: Resolution approving City Engineers report concerning improvements upon the alley between 10th & 11th streets from Congress Avenue to Colorado street in the City of Austin,Texas;and directing a hearing to property owners concerning the assessment for a part of the cost for such improvements against them and their property,fixing a time for said hearing and directing that a notice be given to said property owners concerning the said hearing. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony,Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Councilman Powell offered the following resolution: Resolution approving City Engineers report concerning improvements upon the Pavingalley between 6th & 7th streets ,from Colorado to Lavaca street in the City alley between 6th & 7th of Austin, Texas, and directing a hearing to property owners concerning the assessment for part of the cost of such improvements against them and their property ,fixing a time for said hearing and directing that a notice be given to said property owners concerning the said hearing. By Mayor Wooldridge, An ordinance authorizing the issue of re-funding bonds X of the City of Austin to the amount of $ 170,000.00. The ordinance was read the first time and laid over for one week. XXXXNMXM December 18th 1916: All present: Councilman Anthony offered the following resolution: Resolved by the City Council of the City of Austin,Texas: That Clarence Woodward ,Fire Chief, be and he is hereby authorized to sell Clarence Woodward at the best price he can obtain ,one white horse,the property of the City - Sale of Horse. of Austin,Texas, heretofore gotten from West Austin Fire co No 6. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. --- Page break --- 68 December 1st 1916; All present: Councilman Powell offered the following resolution: A resolution finally accepting the re-inforced concrete bridge across Sheal creek on West 12th street. Whereas, the Supt of Streets and Public Improvements has filed his report with the City Council to the effect that A. A Mundt, sub contractor from the McCall ,MooreEngineering Company ,has completed the work of constructing a re-inforced concrete bridge across Sheal creek on West 12th street,and that said work has been fully done in strict accordance with contract and specifications adopted by the City; Now Therefore, Be it resolved by the City Council of the City of Austin,Texas : That the said work of improvement be finally accepted by the City Council and that the final estimate due by the City to said contractor be paid. The resolution was adopted by the following votes: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. December 14th 1916: Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas : That permit is hereby granted to the Austin Double Tread Tire Company to install and maintain a Hose Rack of a type to be approved by the Supt of Police and Public Safety at the curb line in front of No 407 Congress Avenue . Resolved further: That in connection with this hose rack said Austin Double Tread Tire Company is likewise authorized to install and maintain three (3) pipe lines not larger than one-half inch ( ½ ) internal diameter across and underneath the sidewalk in front of N0407 Congress Avenue in such a position as designated by the Supt of Streets and Public improvements said sidewalk to be re-placed in first class condition and according to specifications for sidewalks heretofore adopted by the City Council for the construction of Sidewalks in the City of Austin,Texas : Resolved further: That the Austin Double Tread Tire Co shall install and maintain at the top of and upon the hose rack hereby authorized , an electric light of not less than forty (40) watt power and placed in a globe of not less than ten ( 10" ) in diameter which electric light must be kept illuminated daily between the hours of coming darkness and midnight during the existence of this permit. Resolved further: That the hose thru which air or water is conveyed from the store -house must be kept, when not in actual use, neatly coiled and suspended from the brackets upon the rack hereby authorized to be installed. Resolved further: That the work under this resolution authorized to be installed and maintainedmust be installed and maintained,where not otherwise assigned,under the immediate supervision of the City Engineer of the City of Austin,Texas,who is hereby authorized to prescribe necessary specifications for the work herein authorized to be done. Bridge - W.12th St. work accepted. Austin Double Tread Tire Co. Permit for Hose Rack. --- Page break --- Resolved further and finally: That this permit is granted only for the installation of a hose rack and necessary piping and does not include the installation nor construction of a storage box for hose underneath the sidewalk, and that this permit is granted and must be accepted as revocable at any time in the pleasure of the City Council. Mayor Wooldridge offered the following resolution: Resolved by the City Council of the City of Austin, Texas: That a fee of five (5.00) dollars per day for six days beginning December 18th 1916, and ending on the 22nd day of December 1916, be charged against the S W Brundage shows for the exhibit of their carnival in this City.
