683 regular meeting of the City Council; Austin,Texas.December 21, 1916: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none: The minutes of the last regular and subsequent recessed meetings were read and adopted: Unfinished business: Refunding Bonds The Mayor laid before the Council ,anKMUIXZKMN Ordinance authirizing the issue of refunding bonds of the City of Austin to the amount of $ 170,000.00, which was entroduced and read the first time on the 14th day of December 1916,and laid over for one week. The ordinance was read the second time ,and a motion made to suspend the rule and place it X on its third reading and final passage, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: The ordinance was read the third time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew,Haynes & Powell 5 Nays none: Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas : That permission be and the same is hereby granted to the International and I.&G.N.R.R. - Great Northern Railway Company to make the following changes in its tracks on West 4th Permit to street between the East property line of Guadalupe street and the East property line change tracks of San Antonio street: 1. To disconnect the Walker MMKK Spur at a point two hundred and sixty(260') feet west of the present head block and to shift this two hundred and sixty feet of track southward to such a position that its center will not be closer than nine feet (9') to the south property line of said West 4th street. 2. To install an additional switch upon the main line of the 4th street switching track,placing the head block of same at a point approximately thirty feet(30') west of the West property line of Guadalupe street and diverging from the said main switching track to connect with that portion of the Walker spur disconnected by carrying out the provision set forth in No 1. Permission to re-arrange those tracks as heretofore set forth is granted under the conditions that the said International and Great Northern Railway Company shall raise and maintain their tracks on the grades designated by the Street department of this City,and that it shall install such switch stands as may be satisfactory to the Supt of Streets and Public Improvements ,and further that it shall put in condition acceptable to the City Engineer of this City and maintain at its cost during the life of this permit,West 4th Street from Guadalupe to San Antonio streets. Approved, A P Wooldridge, Mayor. --- Page break --- 684 Sidewalles- Lavaca St. , Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas : That the owners of property abutting Lavaca Street along its East side between 12th & 13th streets and abutting East 12th Street along its north side from Colorado to Lavaca streets be , and they are hereby ordered to construct a cement sidewalk four and onehalf feet ( 4 1/2' ) in width abutting their property along both these streets and upon line and grades heretofore adopted by the City Council; and, Be it further resolved : That the Supt of Streets and Public Improvements , be and he is, hereby instructed to carry out by proper legal methods the proceedings necessary to make this resolution effective. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A F Wooldridge, Mayor: Sidewalles- N. Congress Ave. Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas : That the owners of the properties abutting North Congress Avenue along its East side between 17th & 18th streets be, and they are hereby ordered to construct cement sidewalks four and one-half feet (4 1/2') in width in front of their respective premises and upon lines and grades heretofore adopted by the City Council ; and, Be it further resolved: That the Supt of Streets and Public Improvements be, and he is hereby, instructed to carry out by proper legal methods the proceedings necessary to make this resolution effective. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved , A F Wooldridge, Mayor. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin,Texas: Pierce-Fordyce Oil Co. That a permit is hereby granted to the Pierce-Fordyce Oil Association to install and Permit to maintain a five gallon pump to be located at the curb line in front of 203 West 6th street Pumps in a position to be designated by the Supt of Streets and Public Improvements,said gasoline pump to be of the most modern and approved construction and design and subject to the approval of the Supt of Police and Public Safety. Resolved further: That the Pierce-Fordyce Oil Association shall install and maintain at the top of and upon the gasoline pump hereby authorized,an electric light of not less than forty(40) watt power and placed in a globe of not less than teninches (10") in diameterwhich electric light must be illuminated not less than three hours daily between the hours of six and twelve O'clock P M during the existence of this permit. Resolved further: That the hose thru which air,gasoline or any other oil or volitile substance is conveyed by pumping or otherwise,from the store house in front of No 203 West 6th street must be kept, when not in actual use, neatly coiled, and stored in a receptacle provided for such hose in the pump authorized to be installed or suspended from a suitable bracket attached to the pump. Resolved further: That the work under this resolution authorized to be installed and maintained must be installed and maintained ,where not otherwise assigned,under the immediate supervision of the City Engineer,of Austin,Texas, who is hereby authorized to prescribe neccessary specifications for the work herein authorized to be done. Resolved further and finally: That this permit is granted only for the installation of a gasoline pump and does not include the installation or construction of a storage box for hose underneath the --- Page break --- 086 sidewalk and that this permit is granted and must be accepted as revocable at any time in the pleasure of the City Council. The Mayor laid before the Council. Dec 2th 1916: ALL present: Whereas, by resolution adopted by the City Council of the City of Austin on the 12th day of April, 1909, the City of Austin agreed to pay the Water, Light and Power department the sum of $ 2,002.00 per month for Fire Hydrants, Flushing gutters sprinkling streets, water troughs, Parks and Public Buildings and lights for Public Buildings and streets, which sum was the price previously paid for such City acct. with service out of the general revenue, and W. L. & P. Dept. Whereas, the City of Austin has been unable to pay the greater part of the amount agreed to, and there has accumulated and is now due for such service the sum of $ 96,608.92; and Whereas, it will not be practicable for the City to pay said amount out of the general revenue without greatly crippling the other departments of the City. Now therefore, Be it resolved by the City Council of the City of Austin: That the Supt of Streets and Public property be authorized to draw from the books of the Water, Light and Power dept the said sum of $96,608.92, and that until further notice, the charge for the above mentioned service be made monthly as heretofore.
