Early Auto Permits & Austin City Business

  • First Gas Pumps & Early Auto Rules:

    Approved a detailed permit for one of the city's first gasoline tanks and curb-side pump, complete with safety requirements. Also, numerous licenses were granted for "service car" drivers, marking a new era of auto-based commerce.
  • Contracts for Essential City Services:

    Awarded bids for critical operations like meals for prisoners, hospital supplies, and, notably, separate contracts for the burial of "White" and "Colored" paupers.
  • Urban Development & Infrastructure Plans:

    Approved a provisional permit for a new Missouri, Kansas & Texas Railway spur track to run through downtown alleys and allocated funds for land to build a new bridge.
  • Citizen Welfare & Mayoral Discretion:

    The Mayor remitted a fine for "sleeping in a public place" due to "extreme equity," and the council authorized a refund for a citizen's overpaid sewer bill.

687 Regular meeting of the City Council : Austin,Texas, December 28, 1916: The Council was called to order by the Mayor; Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none: The minutes of the last regular and subsequent recessed meetings were read and adop Reports Read. adopted: The Mayor laid before the Council the reports of the Supt of The Water & Light Dept and that of the Sanitary Inspector for the month of November 1915, which were read and ordered filed. Driver's licenses. The following applications for licenses as drivers of Service cars were presented, viz: Jos Perry ,312 South Congress Avenue, E C Overstreet,1307 E 6th street, Lee Roy Hutts, 405 E 2nd street, Jno L Clark, 406 E 11th street, C L Joyes, 1606 Sabine street, Earl Smith, 1218 W 5th street, J J Woolman,Blind Institute City Stephen Saldana,1420, Canterbury st, B J Carsen , 311,W 5th street, Jno W Stephens Jr, 109 E 16th street, Jos OY Ervides, 1315 E 12th street, Frank Anglin, 209 W 5th street Frank Galbraith, 208 Willow street, E B Earnest, 1505 W 1st street, A F Magness, 809 Brazos street, P R Hachnel, 73 Cemal street. ($176.66) be and the same is hereby appropriated out of the Permanent Street Improvement fund, to pay for 30.7 feet of frontage of the property of John Lundellon the north side of East 5th streetbetween Sabine and East Avenue: said frontage being taken up by the bridge over Waller Creek: The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The applications were granted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & PMMIXMX Anthony 4 Absent Councilman Powell 1 January 2nd 1917: All present: Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas: That P S Spiller Cashier of the Sanitary Sewer Earnings fund be instructed to refund Mrs. Alice Barnhard. $ 6.20 ,to Mrs Alice Barnhar, said amount being erroneously paid by her on her sewerage Account at 4205 Ave F,as the property was vacant during the timefor which amount was paid as shown by the books of the Water & Light Dept. The Mayor laid before the Council the following resolution: Mrs. Ada M[illegible] Resolved by the City Council of the City of Austin,Texas : That the Assessor & Collector of taxes of this City is hereby authorized to accept in part payment of taxes owing by Mrs Ada Mays of this City,and toisue His receipt therefor ,taxes for the year 1916due upon Lot No 11,Block No 6, Outlots Nos 15,16 & 17,Division "D",which said property is assessed for theyear 1916 at the sum of one thousand one hundred ( 1,100.00) dollars. Burton. remits the fine and costs ,amounting to $ 14.80, imposed upon Chas Burton in &CauseNo 11517, State of Texas vs Chas Burton in the Corporation Court of the City of Austin,Texas, for sleeping in a public place. R.R. Permit for Spur Track to give a permit to teh Missouri ,Kansas & Texas Railway Company to lay down a spur track with the necessary branches to the same,along the alley between 3rd & 4th streets from Neaches to Brazos streets in this City,provided such reasonable requirements in the Public interest as the City Council shall makefor the location of its sewer mainsand telephone and electric light and power lines which now traverse said alleys ,and such other reasonable requirements in the public's interest as the City Council may prescribe,are made by the Missouri,Kansas & Texas Railway Company,it being expressly stipulated that this resolu-tion is merely provisional and preliminary,to be followed later by a fuller resolution or ordinance,such as may be prescribed in this matter by the City Council. December 26th 1915; All present: The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin,Texas : That a permit is hereby granted to the Pierce Fordyce Oil Association to install and maintain a 280 gallon gasoline tank to be approved by the Supt of Police and Public Safety,under the sidewalk in front of No 203 West 6th street in the City of Austin ,Texas: Resolved further: That in connection with this gasoline tank hereby authorized to be installed, the said Pierce Fordyce Oil Association is likewise authorized to install and maintain a 5 gallon gasoline pump to be located at the curbline in front of No 203 West 6th street in the position to be designated by the Supt of Streets and Public Improvements : Said gasoline pump to be of the most modern and approved construction and design and subject to the approval of the Supt of Police and Public Safety: Resolved further: That the Pierce Fordyce Oil Association shall in stall and maintain at the top of and upon the gasoline pump hereby authorized an electric light of not less than 40 watt power and placed in a globe of not less than 10 inches in diameter which electric light must be kept illuminated not less than 3 hours daily, between the hours of 6 and 12 O’clock P M ,during the existence of this permit: Resolved further : That the hose through which the gasoline is conveyed by pumping or otherwise from the pump hereby authorized to be placed in front of No 203 West 6th street must be kept when not in actual use neatly coiled and stored in a receptacle provided for such hose in the pump authorized to be installed or suspended from a suitable bracket attached to the pump. Resolved further: That the work under this resolution authorize’ to be installed and maintained must be installed and maintained ,where not otherwise assigned ,under the immediate supervision of the City Engineer of Austin,Texas, who is hereby authorized to prescribe necessary specifications for the work hereinauthorized to be done and finally: Resolved further and finally: That this permit is granted only for the installation of a gasoline tankand pump and does not include the installation or construction of a storage box for hose underneath the sidewalk and that this permit is granted and must be accepted as revocable at any time in the pleasure of the City Council.
