Emergency City Funding Approved:
Over $43,000 in emergency appropriations were granted to crucial city departments, including street labor, sanitary sewers, and the Water, Light & Power Department, to ensure continued operations until the 1917 annual budget was finalized.Infrastructure Development Moves Forward:
Plans were advanced for new sidewalks on Lavaca and 12th streets, with bids soon to be advertised. Additionally, several alley paving projects were introduced, and a franchise was approved for the Missouri, Kansas & Texas Railway to construct new tracks.Public & Commercial Signage Permits:
Permits were issued for contractors to utilize city streets during the construction of a new Land Office, and for the installation of prominent electric signs for both Western Union and the "American National Bank."Social & Judicial Matters:
The council remitted fines for individuals cited for public offenses like "sleeping in a public place" and intoxication. Notably, a 60-day permit was granted to the Woman's Suffrage Society to display a banner on Congress Avenue.

667 Regular meeting of the City Council: Austin, Texas, January 04, 1917: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none: The minutes of the last regular and subsequent recessed meetings were read and adopted:
Reports of City Officers: Reports Read. The Mayor laid before the Council the reports of the City Marshal, the Public Weigher, the Assessor & Collector of taxes for the month of December, also the Annual report of the Assessor & Collector & the Public Weigher,all of which reports were read and ordered filed:
Mayor Wooldridge offered the following emergency appropriations to be used until the Budget for 1917, is adopted: viz: $ 3,000.00,out of the General street fund, to pay for Labor: $ 12,000.00,out of the Permanent street fund to pay for Labor. $ 2,000.00,out of the Sanitary Sewer fund to pay for labor, $ 5.00.00, out of the Sanitary Sewer Earnings fund to pay for labor, Emergency approp- priations. Separate resolutions appropriating the different amounts above mentioned,were read and adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none.

January 8th 1917: All present: Councilman Powell offered the following resolution : Re it resolved by the City Council of the City of Austin, Texas: That P S Spiller, Cashier of the Sanitary Sewer Earnings fund ,be instructed to Louis Silverstein – Sewerage Refund. refund to Louis Silverstein the sum of five dollars and seventy five cents ($ 5.75) on account of him paying this amount for sewerage at 1304 E 5th street,1210 E 5th street,1206 E 5th street and 408 E 5th street to the 31st of March 1917. January 3rd 1917: Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin, Texas: That leave is hereby granted to Walsh & Burney, contractors to build the new Land Office - Permit for Walsh & Burney To use Streets. Land Office at the corner of Brazos and East 11th street in this City, to use all of Brazos street from the alley between 10th & 11th streets to 11th street,save and except a roadway of twenty (20) feet which they are to keep open and unabs -structed between the line of material which they may wish to deposite in the construction of this building upon Brazos street and the west sidewalk curbing along Brazos street from said alley to 11 th street. That they are also given the right and privilege to use thirty (30) feet from the property line of 11th street for the deposite of material and the doing of work in the erection of said New Land Office building. The Mayor offered the following resolution : January 2nd 1917: Resolved by the City Council of the City of Austin,Texas : That the petition of G Fluryto install an electric light sign of the following approximate description ,at No 2103 Speedway in this City, be and the same is hereby allowed: Said sign is to be about 3 feet in width and approximately 40 feet in height. It is to have placed thereon the words " American National Bank" on each side and facing north and south ;said sign will be illuminatedwith 350 - 5 watt electric lights. Permission is granted to the said G Fluryto guy said sign by attaching same with strong wires toTXIM poles securely stubbed 6 feet in comcrete into the ground and the wires are to be at least 8 feet above the sidewalk. The sign hereby authorized is to be entirely on the property of the said G Flury and the poles to which the guy wires are permitted to be attached are to be on the curb line of the east sidewalk of Speedway in front of the property of the said G Flury,and Be it further resolved by the City Council of the City of Austin: That this permit is revocable at the pleasure of the City Council.
