    Citizens overwhelmingly voted to consolidate Austin's telephone system and grant a franchise to the Southwestern Telegraph and Telephone Company.
  • New gasoline pump regulations:

    A permit was issued for an underground gasoline tank and a new curb-side pump on East 6th Street, including specific requirements for lighting and hose storage.
  • Downtown alley improvements:

    Several projects were approved for paving and improving downtown alleys, alongside the formal acceptance of a recently completed paving job.
  • Fire Department horse sale:

    Approval was given for the Fire Department to sell two aging horses, "Dan" and "Jim."

700 Regular meeting of the City Council: Austin, Texas, January 11, 1917: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Absent Councilman Anthony 1 The minutes of the last regular and subsequent recessed meetings were read and adopted. Reports of City Officers: Reports of Officers. H B Barnhart, Special collector of Sewer rentals, O M Cross, Inspector Weights and measures for the month of December 1916, also his Annual report, which were read and ordered filed: The Mayor laid before the Council the following report of the City Clerk: Austin, Texas, January 6th 1917: Hon Mayor and City Council: City of Austin, Texas: Gentlemen: As required by the City Charter, I have the honor to report the following as the result of the election held, January 4th 1917, on the proposition to consolidate the Telephone System in the City of Austin and to grant a Telephone Merger. franchise to the Southwestern Telegraph and Telephone Company: There were cast at said election 1549 votes In favor of the proposition 1312 votes Against the proposition 236 votes Respectfully submitted, Jno O Johnson, City Clerk The report was ordered filed. The Mayor laid before the Council the following resolution: Resolved by the City Council of the City of Austin, Texas: That Clarence Woodward, Chief of the Fire Dept, is hereby authorized to sell Clarence Woodward Sale of Horses at the best price obtainable, one dark bay Horse, named " Dan", eight years old, weighing about nine hundred pounds, 16 hands high; and one light bay horse named " Jim " about 12 years old, weighing about one thousand pounds and 16 hands high. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. --- Page break --- 701 Paving – Alley between Congress & Colorado Unfinished business: The Mayor laid before the Council resolution ordering the improvement of the alley from 2nd to 3rd streets between Congress Avenue and Colorado streetin the City of Austin,Texas, and approving specifications,proposal ,c ontracy and bond therefor, which had been read on the 4th day of January 1917,and laid over for one week. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony,Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor: Paving – Alley between Congress & Brazos The Mayor laid before the Council the following resolution,which had been read on the 4th day of January 1917, and laid over for one week,Resolution ordering the improvement of the alley from 2nd to 3rd streets between Congress Avenue and Brazos streetin the City of Austin,Texas, and approving specifications,proposal, contract and bond therefor. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony,Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Paving – Alley between 4th & 5th The Mayor laid before the Council the following resolution, which had been read the 1st [illegible] time on the 4th day of January, 1917, and laid over for one week: Resolution ordering the improvement of the alley from Brazos to San Jacinto streets between 4th & 5th streets in the City of Austin,Texas, and approving speci gications, proposal, contract and bond therefor. The resolution was passed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor: [illegible] The Mayor laid before the Council the following resolution : Resolution finally accepting pavement and improvement of the alley between 6th & 7th stre between Colorado & Lavaca streets. Whereas, the Supt of Streets and Public Improvements has filed his report with the City Council to the effect that the work of paving and improving the alley between 6th & 7th streets from Colorado to Lavaca streets ,under contract with the City, has been fully done in strict accordance with the contract and specifications adopted by the City: Now therefore, Be it resolved by the City Council of the City of Austin,Texas : That the said work of improvement be finally accepted by the City and that the final estimate due by the City to the said contractor be paid: The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony,Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge,Mayor. --- Page break --- 702 Thos. P. Meyer – Appointed Election Clerk. Mayor Wooldridge offered the following resolution: Resolved by the City Council of the City of Austin: That Theo P Meyerbe and he is hereby appointed one of the election Clerks in the 6th ward in place of O W Finger who is unable to serve. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes 3 Absent Councilmen Bartholomew & Powell 2 Approved, A P Wooldridge, Mayor. C.O. Lindahl – Permit to Construct Tank. Mayor Wooldridge offered the following resolution: Be it resolved by the City Council of the City of Austin, Texas: That a permit is hereby granted to C O Landahl to install and maintain a gasolin tank to be approved by the Supt of Police and Public Safety under the sidewalk in front of No 390 E 6th street in the City of Austin, Texas. Resolved further: That in connection with this gasoline tank hereby authorized to be installed the said C O Lindahls likewise authorized to install and maintain a five gallon gasoline pump to be located at the curb line in front of No 390 East 6th street in a position to be designated by the Supt of Streets and Public Improvements, said gasoline pump to be of the most modern and approved construction and design and subject to the approval of the Supt of Police and Public Safety. Resolved further: That the said C O Lindahl shall install and maintain at the top of and upon the gasoline pump hereby authorized an electric light of not less than forty (40) watt power and placed in a globe not less than ten (10) inches in diameter, which electric light must be kept illuminated not less than three hours daily between the hours of six & twelve O’clock P M, during the existence of this permit. Resolved further: That the hose through which the gasoline is conveyed by pumping or otherwise from the pump hereby authorized to be placed in front of No 390 E 6th street must be kept, when not in actual use, neatly coiled and stored in a receptacle provided for such hose in the pump authorized to be installed or suspended from a suitable bracket attached to the pump. Resolved further: That the work under this resolution authorized to be installed and maintained, must be installed and maintained, where not otherwise assigned, under the immedi-ate supervision of the City Engineer of Austin, Texas, who is hereby authorized to prescribe necessary specifications for the work herein authorized to be done Resolved further and finally: That this permit is granted only for the installation of a gasoline tank and pump and does not include the installation or construction of a storage box for --- Page break --- 703 • hose underneath the sidewalk and this permit is granted and must be accepted as revoca-ble at any time in the pleasure of the City Council. Baldwin & Sons. Per Ben F Wright, Cashier of the Water, Light & Power Dept of t is City,a warrant against the Earnings fund of the Water & Light Dept, in the amount of one hundred and seventeen Payment of Bill. ($117.00) dollarsin payment of the debt owing by the Water & Light Dept to the said A C Baldwin & Sons and to be credited on the indebtedness of the said A C Baldwin & Sons to the Water & Light Dept in the amount of one hundred and sixty two & 28/100 ($162.28) in lieu of crediting same on account of the taxes owing by the said A C Baldwin & Sons to the City of Austin, Texas. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Drivers' Licenses Ralph a. Schenert, Application for drivers licenses for service cars were received from the following persons Robt. Bartlett. Ralf A Schenert, 911 Lydia Street, Robt Bartlett, Standard Motor Car Co, Licenses were granted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Powell 4 Absent Councilman Haynes 1 January 13th 1917: All present: Councilman Powell offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas : O.E. MetcalfeThat the sum of sixty four & 37/100, ($ 64.37) be and the same is hereby appropriated out Bridge over Stone Creek of the Permanent Street Improvement fund, to pay O E Metcalfe, the balance due him for the supervision of the work of filling in the approaches to the bridgeover Stone creek on the Stone road. This bill is for services rendered prior to January 1st 1917.
