Austin Paves Roads, Hosts Shows, Clears Fines

726 .Regular meeting of the City Council : Austin,Texas February 22, 1917: The Council was called to order by the Mayor : Roll called : Present Mayor Wooldridge,Councilmen Bartholomew, Haynes & Powell 4 Absent Councilman Anthony: This being a legal Holliday,the Council recessed until tomorrow, Feby 23rd 1917. February 23rd 1917; All present: The minutes of the last regular and subsequent recessed meetings were read and adopted: Reports of City Officers: The Mayor laid before the Council the reports of the Assessor & Collector, the Health Officer and the Fire Marshall for the month of January 1917, which were read and ordered filed: The Mayor laid before the Council the following resolution : Whereas, the corner of the large building at the northeast corner of Tobin Book Shop Congress Avenue and 8th street in this City is finished diagonally instead of Awning squarely ; and Congress ave & 8th St. Whereas, the Tobin Book and Stationery Company which is about to occupy this building, will improve the exterior as well as the interior of the same quite extensively , making among other improvements an expensive awning in front of and upon the south side of said building; and Whereas, the present ordinances of this City call for an awning 12 feet wide on Congress Avenue and 18 feet wide on 8th streetand Whereas, to.insist upon different widths of awnings at the intersection of Congress Avenue and 8th street where there is a diagonal cover to the building, in view of the very handsome awning to be erected at said street intersection,XWXX would ,in the judgement of the City Council ,be unreasonable. Now, therefore, Be it resolved by the City Council of the City of Austin, Texas : That the Tobin Book Company be and it is hereby authorized to erect a street awning at the Bremond Building at the northeast corner of Congress Avenue and 8th street of the uniform width of 12 feet. Approved, A P Wooldridge, Mayor: Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin, Texas: Minutes amended That the minutes of the City Council held on February 8th 1917, shall be so amended as to show that Councilmen Haynes and Bartholomew moved to amend the Budget bear Br. and of the City of Austin submitted by the Mayor for 1917 by striking out of the list censors. of appropriations the item of $ 75.00, per month for the salary of the Secretary of vote the Board of Amusement Censors, which amendment was ,however, lost by the following --- Page break --- 727 .Yeas Councilmen Bartholomew & Haynes 2 Nays Mayor Wooldridge, Councilmen Anthony & Powell 3 N B , In justice to the Clerk who wrote up the minutes would say that the minutes as recorded ,were furnished by the Mayor,and readjust as furnished. The following communication from the Mayor was read: Austin,Texas, Feby 23rd 1917: Honorable City Council, City of Austin,Texas. Gentlemen: I here beg leave to amend my budget for the City of Austin for the year 1917 and insert in said budget as receipts for the Street and Sewer departments as on the The sum of $ 1,944.21 received from the sale of steel owned by the City of Austin but not needed in its present works. This credit is for permanent street work. Respectfully , A P Wooldridge, Mayor. Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin,Texas : That the sum of $ 405.32 be and the same is hereby appropriated out of the unappro-priated funds in the Permanent Street department to assist in paying for the finishing of the Little Shoal Creek Storm Sewer,together with the necessary connections, XXXXXX pavements,curbings and sidewalks connected with such project. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony,Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor: Councilman Powell offered the following resolution : Resolved by the City Council of the City of Austin,Texas : That the sum of $ 364.15,unused surplus in the budget item," To finish the City Hospital storm sewer" and $ 13 Cts,unused surplus in the budget item,To complete the paving of"Ost Office alley" in the budget of the City of Austin for the year 1917,be and the same are hereby transferred to the appropriation item",To finish Little Shoal Creek Storm Sewer" in said budget. Passed. The Mayor laid before the Council a resolution ordering the improvement of a certain part of West Avenue in the City of Austin,and approving specifications, proposal ,contract and bond therefor,which had been read the first time on the 16th of Feby and laid over for one week. The resolution was read the secondXXm time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none.None. CouncilmanPowell offered the following resolution: Be it resolved by the City Council of the City of Austin: (1) That the specifications attached heretoprepared by the City Engineer and made a part thereof ,for Light Standard Bitulithic Wearing surface ,and for concrete foundation and cement gutters therefor,respectively,shall be and are hereby adopted as the specifications under which such work shall be done for the City. Approved, A P Wooldridge, Mayor: Specification Paving Ave. Standard Bitulithic Wearing SMXXXXN Surface The wearing surface of light standard Bitulithic pavement shall be composed, constructed, laid and finishedin accordance with the specifications heretofore adopted by the City of Austinfor wearing surface for Bitulithic pavement,except that light standard Bitulithic wearing surface shall'be not lessthen one and ½ ( 1 ½) inches thick after compression. Concrete foundation for light standard Bitulithic pavement. The concrete foundation for light standard Bitulithic pavement shall be com-posed, constructed,laid and furnished in accordance with general specification heretofore adopted by the City of Austin for concrete foundations,Section 13, but shall be not less than four (4) inches thick. The concrete foundation for light satndard Bitulithic pavement shall be con-posed, constructed,laid and furnished in accordance with general specifica- -tions heretofore adopted by the City for concrete foundations,Section 13, but shall be not less than four(4) inches thisk. Specifications for cement gutters,with light standard Bitulithicpavemen Cement gutters in connection with light satndard Bithulithic pavement shall be not less than one and a half (1½) inches thickon a concrete foundation four(4) inches thick ,but shallotherwise be composed ,constructed, laid and finishedin accordance with the general specifications adopted by the City for cement gutters, Section 14. Councilman Powell offered the following resolution: Resolved by the City Council of the City of Austin,Texas: --- Page break --- : 20 That the bid of the Texas Bithulithic Company to pave West Avenue from 6th to 19th streets in this City with light standard Bithulithic pavement of four inch gravel concrete base and the wearing surface of not less than one and one-half inches in thickness,at the price of $ 1.75 per square yard,be and the same is hereby accepted by the City Council and the contract to do this work at the price above named be and the same is hereby awarded to the Texas Bithulithic Company. Feby 24th 1917: Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas : Brundage Shows, Rent Free Auditorium That leave be and is hereby granted to Brundage shows to exhibit without charge ,so far as rent of the premises is concerned,upon the Auditorium Square in this City for the week beginning Saturday ,February 24th 1917, and Be it further resolved: That the said Brundage shows are hereby permitted to enclose for the purpose of this show SanAntonio street from 4th to 5th streets,save and except a p assway of ten (10) feetin width from 4th to 5th streets. Approved, A P Wooldridge, Mayor. & Powell Feby 26th,all present except Bartholomew Feby Taggart for J Taggart Councilman Anthony presented application of J O Taggart driver of service Driver license for license as car, which was granted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony & Haynes 3 Absent Councilmen Bartholomew & Powell 2 February 26th 1917: All present : Councilman Anthony offered the following resolution : Whereas, it appears from the attached statement,dated November 7th 1916, made by Soloman Brasfield Soloman Brasfield, and agreed to by H B Barnhart, then Assistant City Attorney,and J D J cancelled Copeland ,Clerk of the Corporation Court,that the said Soloman Brasfield,was erroneously fined in cause No 10184, State of Texas vs Soloman Brasfield,in the total amount of fine and costs of $ 34.80, Now,therefore, Be it resolved by t e City Council of the City of Austin,Texas : That $ 7.50,the amount of cash paid upon said judgmentof conviction be and the sameis directed to be refundedto the said Soloman Brasfield,and the balance of the $ 34.80,or $ 27.30, $ 27.30,be and the same is hereby remitted; and it appearing that the $ 7.50,cash paid by the said Soloman Brasfield,has been deposited in the Treasury of the City of Austin,Texas, Therefore, Be it further resolved by the City Council of the City of Austin : That the sum of $ 7.50,be and the same is hereby appropriated out of the General Contingent fund of the City of Austin,Texas, and instructed to be paid over to the said Soloman Brasfield.
