752 • Regular meeting of the City Council; Austin, Texas, April 05, 1917: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none: The minutes of the last regular and subsequent recessed meetings were read and approved: The Mayor laid before the Council the following report from the City Clerk: Austin, Texas, April 3rd 1917: To the Hon Mayor and City Council, City of Austin, Texas. Gentlemen: As required by the City Charter, I have the honor to report the following as the result of the election held in this City on Monday April 2nd 1917, for the purpose of electing a Mayor and four Councilmen to serve this City for the ensuing two years, viz: For Mayor, A F Wooldridge received 871 votes, For Councilman W B Anthony received 869 votes For Councilman E C Bartholomew received 874 votes For Councilman H L Haynes received 872 votes For Councilman P W Powell received 869 votes Total Vote cast at said election 904. Respectfully submitted by , Jno O Johnson, City Clerk. The report was ordered filed. The Mayor laid before the Council the reports of the Public Weigher and the Supt of Streets, which were ordered filed. The Mayor laid before the Council the following resolution: Whereas, it appears from the statement of W H & R T Badget that they assessed [handwritten: badget] individually certain personal property in the amount of $ 1,500.00, which subsequently was assessed by the firm without the knowledge or realization that the same personal property had been assessed by the individual members of the firm separately; and Whereas, this is an instance of the same identical property being assessed twice for municipal taxation. Now, therefore, Be it resolved by the City Council of the City of Austin: That the personal property assessment of W H & R T Badget for the year 1917, in the amount of One Thousand Five Hundred ($ 1,500.00) and the same is hereby cancelled and anulled. Austin Laves The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas : That the petition of C F Austin for a reduction of the valuation placed by the Board of Equalization for taxation purposes upon Lots 1,2,3,& 5, in Block 5 Division "C", Christian and Fellmans addition to the City of Austin, Texas, wherein the said Board of Equalization increased the ground Assessment from $ 800.00, to $ 1,600.00, be and the same is hereby declined. Wm Nina P Jerdon Laves The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas : That the appeal of Mrs Nina P Jerdon from the assessment of the Board of Equalization upon Lots 29,30,31 & 32, Block 6 Hyde Park Addition No 1 City of Austin, Texas, for the year 1916, be and the same is hereby declined. Approved, A P Wooldridge, May r --- Page break --- 754 The Mayor laid before the Council the following resolution: Whereas, E L Stack is the owner of all of Block 18,Greems addition,City of Austin, Texas,; and Whereas, the said E L Stack desires to close the east and west alley passim through said block, Now, therefore, Be it resolved by the City Council of the City of Austin: That permission is hereby granted the said E L Stackto close temporarily said alley ,with the distinct provision and condition that said alley as platted on the map of same ,shall be at all times open for the placing therein of any and all of the public utilities of the City of Austin,especially its water mains and its sewer mains,its storm sewer mains and laterals,its electric light and power wires. That this permit is held to be revocable at any time in the pleasure of this or any succeeding City Council . The Mayor laid before the Council the following resolution: Whereas, it appears that the Board of Equalization in assessing Lot 14, Outlot 57, Division "E" of the City of Austin,Texas, the property of J T Ward, erred in fixing the value of said Lot 14 at $ 690.00 ,Eight hundred dollars, under the impression that it was a lot 80 feet in width (80) ,when as a matter of fact it is a lot only seventy two (72) feet in width;and Whereas the assessed and accepted valuations of the lots just west of this lotand identical in character with said lot are assessed at but six hundred & fifty ($ 650.00) dollars a lot or 9 .26 1/2 per front foot. Now, therefore, Resolved by the City Council of the City of Austin,Texas : That the assessmentheretoforefixed by the Board of Equalization for the year 1916 on lot 14,Outlot 57 , Division "E"of theCity of Austin, Texas, be an , the same is hereby fixed at the price of six hundredand sixty eightdollars and fifty two cents ($668.52) ,and the Assessor & Collector of thisCity be entitled to take orediton hisrolls for the year 1916 accordingly. The Mayor laid befoer theCouncil the following resolution : Whereas,it is very probable,if not absolutely evident ,thatthe Board of Equalisation in assessing the ground value for the year 1916 for the south fifty feet of Lot 28 , Outlot 18, Div "D " of this City,the property of Mrs C E Trott -terintended to increase the assessment of said groundby theamount of ten per centover its assessed value for the year 1915;and Whereas,the assessed ground value of said property for the year 1915 was assessed and accepted at one thousand ($1,000.00) , dollars and the Board of ) --- Page break --- 755 Equalisation from $ 1,000.00, to $ 1,550.00,whenit is almost evident theyintended to increase it to but the amount of $ 1,100.00, as they had done in the instance of all property similarly situated in the western part of the City of Austin,Texas;and Whereas in assessing ground value of the south fifty feet of lot 28,Outlot 18, Div "D"of the City of Austin,Texas, for 1916 at at $ 1,550.00, the Board erred by the amount of $ 450.00,: Now ,therefore, Resolved by the City Council of the City of Austin,Texas : THAT the ground value of the sout fifty feet of Lot 28, of Outlot 18 ,Div "D",of the C City of Austin,Texas, for assessment purposes be and the same is hereby fixed at the sum of $ 1,100.00, and the Assessor & Collector of the City of Austin,Texas, entitled to credit the assessment of Mrs C M Trotter for the year 1916 in accordance with the provisions of this rem resolution. Mayor Wooldridge offered the following resolution: REsolved by the City Council of the City of Austin,Texas: THAT the sum of six hundreddollars ($600.00),be and the same is hereby appropriated out Purchase & pay of the General Contingent fund of the City of Austin, Texas, and set apart for the purchase Fire Dept of a Peerless chassis for the use of the Austin Fire Dept,and BE it furtherresolved by the City Council of the City of Austin: THAT the sum of seventy($70.00)dollars be and the same is hereby appropriated out of the General Contingent fund for the purchase of two hundred( 200) feet of Chemical Hose for the proposed South Automobile apparatus,and BE it further resolved: THAT the sum of two hundred ($200.00),dollars or so much thereofas may be necessary be and the same is hereby appropriated out of the General Contingent fund for the extended frame, work on springs,wood work,iron work,painting and other incidentals of said automobile Fire apparatus ,for the purchase of which chassis the $ 600.00, heretofore set apart is appropriated . Mayor Wooldridge offered the following resolution : Whereas, the price of one thousand two Hundered and ninety seven( 1297) loads of soil heretofore deposited on the Hospital grounds of thisCity,which cost amounts to $ 389.10, hasbeen erroneously paid out of the Park fund, Now, therefore, Resolved by the City Council of the City of Austin,Texas: That the sum of three hundred eighty nine dollars and ten cents($ 389.10) be and the same is hereby appropriated out of the special appropriation in the General fund for dirt at the City Hosp tal to cover this expenditure errone-ously charged against the Park fund.
