700 Regular Meeting of the City Council; Austin, Texas, April 12, 1917: The Council was called to order by the Mayor; Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recessed meetings were read and adopted: The following reports of City Officers were read and ordered filed: The Assessor & Collector, the City Health Officer, the City Sexton, the City Marshal, and the City Engineer: Fowl Ordinance passed The Mayor laid before the Council "An ordinance prohibiting the running at large of fowls within the corporate limits of the City of Austin and prescribi -ing a penalty therefor" which had been introduced and read the first time on the 5th day of April and laid over. The ordinance was read the second time and a motion made to suspend the rule and place it on its [illegible] for third reading and final passage, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: The ordinance was read the third time and passed, by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Pound fee Mrs Wormley Councilmen Anthony moved that the amount of Pound fee paid by Mrs Wormley, be refunded, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. The Mayor laid before the Council the following resolution: April 13th 1917; All present: Resolved by the City Council of the City of Austin, Texas: That in view of the attached affidavit of Katie Toliver, the assessment for improvements upon Lots 5 & 6 Block 5, Outlot 38 Div "B" for the year 1916, be and the same is hereby reduced from $500.00, to $100.00. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Kate Toliver Taxes apfm Public Health The Mayor offered the following resolution: April 16th 1917; All present: Resolved by the City Council of the City of Austin, Texas: That the sum of one thousand ($1,000.00), dollars be and the same is hereby appropriated out of the General Contingent fund of the City of Austin, Texas, and credited to the appropriation for Public Health. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. --- Page break --- 761 1916 Deen taxes Councilman Haynes offered the following resolution: WHEREAS, it appears from the attached affidavit of A B Deen that he was not a resident O citizen of Austin, Texas, on the 1st day of January 1916, and therefore not subject to municipal taxation for said year; and WHEREAS, he had paid to the Assessor & Collector, for the year 1916, the sum of $ 5.25. on personal property in the amount of $ 270.00, which personal property was not legally subject to municipal taxation for the year 1916, NOW, THEREFORE, Resolved by the City Council of the City of Austin, Texas: THAT said taxes so paid by the said A B Deen to the Assessor & Collector of this City for the year 1916, in the amount of $ 5.25, be ordered refunded to him, and BE IT FURTHER resolved by the City Council of the City of Austin: THAT the sum of $ 5.25, be And the same is hereby appropriated out of the general contin-gent fund as a refundto the said A B Deen for personal property taxes improperly paid by him to the Assessor & Collector for the year 1915. The resolution was adopted by the following vote: YEAS Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Q uncilman Powell offered the following resolution: Resolved by the City Council of the City of Austin, Texas: That a permit is hereby granted to the Capitol Double Tread Tire Company to install and maintain a gasoline tank , to be approved by the Supt of Police and Public Safety, under the sidewalk in front of No 104 East 5th street in the City of Austin, Texas. Resolved further: That in connection with this gasoline tank hereby authorized to be installed, the said Capitol City Double Tread Tire Company is likewise authorized to install and maintaina Bowser Gasoline Pump to be located at the curb line in front of No 104 East 5th street, in a position to be designated by the Supt of Streets and Public Improvements , said gasoline pump to be of the most modern and improved construction and design and subject to the approval of the Supt of Police and Public Safety. Resolved further: THAT the said Capitol Double Tread Tire Company shall install and maintain at the top of and upon the gasoline pump hereby authorized, an electric light of not less than 40 watt power and placed in a globe of not less than 10 inches in diameterwhich electric light must be kept illuminated not less than three hours dailybetween the hours of 6 and 12 o'clock P M during the existence of this permit. Resolved further: That the hose through which air, gasoline or any other oil or volatile substance is conveyed by pumping or otherwise, from the store house at No 104 East 5th streetor from the tank authorized to be placed in front of samemust be kept, [illegible] when not in actual use, neatly coiled and stored in a receptacle provided for such hose in the pumpauthorized to be installed or suspended from a suitable bracket attached to the pump Resolved further: That the work under this resolution authorized to be installed and maintainedmust be installCapitol Double Tread Tire Co 114 E 5th and maintained , where not otherwise assigned ,under the immediate supervision of the City Engineer of Austin, Texas, who is hereby authorized to prescribe necessary specifications for the work herein authorized to be done. --- Page break --- 702 - Resolved further and finally: That this permit is granted only for the installation of a gasoline tank and pump and does not include the installation or construction of a storage box for hose underneath the sidewalkand that this permit is granted and must be accepted as revocable at any time in the pleasure of the City Council . The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Councilman Powell offered the following resolution : Be it resolved by the CityCouncil of the City of Austin,Texas : That a permit is hereby granted to Messrs Faulk & Monroe to install and Panella maintain a 500 gallon gasoline tank ,to be approved by the Supt of Police and Monroe Public Safety ,under the sidewalk in front of No 506 West 5th street in the Faulk City of Austin,Texas'. Resolved further: That in connection with this gasoline tank hereby authorized to be installed, the said Faulk & Monroe are likewise authorized to install and maintaina five gallon gasoline pump to be located at the curb line in front of No 506 West 5th street in a position to be designated by the Supt of Streets and Public Improvements ,said gasoline pump to be of the most modern and approvedconstru -ction and design and subject to the approval of the Supt of Police and Public Safety. Resolved further: That the said Faulk & Monroe shall installand maintain at the top of and upon the gasoline pump hereby authorized an electric light of not less than 40 watt power and placed in a globe of not less than ten inches in diameterwhich electric light must be kept illuminated not less than three hours dailybetween the hours of 6 and 12 O'clock P M during the existence of this permit.
