767 Regular meeting of the City Council: Austin, Texas, April 25, 1917: The Council was called to order by the Mayor; Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none: The minutes of the last regular and subsequent recessed meetings were read and adopted: Councilman Powell nominated L A Palmer for Plumbing Inspector, which nomination was confirmed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, & Haynes 4 Not voting Councilman Powell 1 Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas: Nat City Bank Comm refunding Bonds. That the sum of $ 212.50 be and the same is hereby appropriated out of the General Contigent fund of the City of Austin,Texas, to pay the National City Bank of New YorkCity for its services as fiscal agent for the City of Austin in refunding $ 170.000.00,of Austins refunding bonds called for redemption January 1 st 1917. This charge is made upon the basis of 1/8 of 1% of the amount involved. Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin, Texas : Transfer Funds. That the sum of twenty five ($25.00) dollars be and the same is hereby transferred from the general contingent fund of the City of Austin, Texas, to the miscellaneous Park fund for small expenditures that may accrue against any one of the parks and for which no appropriation was made in the budget of the City for the year 1917. S. Councilman Haynes offered the following resolution : Be it resolved by the City Council of the City of Austin : That it is the sense of this Council ,in view of the disturbed condition of our country at this time ,that it would not be advisable to undertake the expense of $ 6,000.00 ,or more instituting a radical change in the system of valuations for taxation in this City,not contemplated in the Charter,without a full and free expression of the people authorizing the change. Therefore be it resolved: That the resolution heretofore passed by a majority vote of the Council authorizing the Mayor to institute the " Sommers or Unit system of tax [illegible] valuations,be and is hereby rescinded. The resolution was lost by the following vote: Yeas Councilmen Bartholomew & Haynes 2 Nays Mayor Wooldridge, Councilmen Anthony & Powell 3

Councilman Anthony offered the following resolution : Resolved by the City Council of the City of Austin,Texas : That for good and sufficient reasons unto the City Council moving,the balance of the fine & costs ,amounting to $ 11.80, in cause No 11825,State of Texas vs Sydney Peterson for Vagrancy be and the same is herebyremitted. Resolved by the City Council of the City of Austin,Texas :
That all of the Sanitary and public health administration of this City,save and Resolution to appoint one Health Officer for City & all other dispensed with. except medical attention to paupers and medical and health supervision at the City Hospital be and the same is hereby concentratedin the hands and authority of one person,who shall be designated as Health Officer of the City of Austin, Texas,and who shall be appointed by the Supt of Police and Public Safety of this City, at a salary of $ 1,800.00 per year,and Be it further resolved by the City Council of the City of Austin : That the position of pure food,dairy and slaughter house inspectors and the position of Asst Physiciansbe and they are hereby ,for the present,ordered dispensed with. April 26th 1917: All present: Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas : Resolution passed That the sum of twenty five thousand ($ 25,000.00), dollars be and the same is hereby transferred f rom the unappropriated balance of funds in the Water & Light department of this City to the Sanitary Sewer department of this City ,and the Treasurer of the City of Austin is hereby directed to make a transfer of the above amount upon his books,in accordance with the terms of this resolution . Theresolution was read the first time and laid over for one week. The Mayor presents an amendment to the biudget,which was read the first time and laid ove for one week. The Council then adjourned.
