Regular meeting of the City Council ; Austin, Texas, May 10, 1917: The Council was called to order by the Mayor: Roll called: Present, Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 A absent none: The minutes of the last regular and subsequent recessed meetings were read and adopted:
Repotrs of City Officers:
The Mayor laid before the Council the reports of the City Sexton the Marshal, the Fire Marshal,the City Health Officer ,W B Barnhart,Speo Atty, R G Tyler in the Water and Light dept& the Supt of the Water & Light Dept for Jan& & Feby, which were read and ordered filed:
Councilman Powell offered the following resolution: Whereas, the estimated cost,as estimated by the City Engineer of the City of Austin, Texas.of constructing a sanitary sewer main through Enfield Addition in West Austin in sum of $ 3,691.95,of which amount $ 770.40,properly belongs to a part of a large schme for a sanitary sewer up Shoal Creek in West Austin with the ultimate expectation that it may be extended towards Camp Mabry,thus leaving $ 2,920.55, as the proper charge of sewering Enfield Addition ; and
Whereas, it is deemed just and reasonable that in view of the large numbe of excellent houses that will be at once connected with the sanitary sewer in Enfield Addition and the propriety of furnishing sanitary sewr connections to all parts of our City,it is deemed jus just and reasonable that the City should contribute one-half of the cost of the installatio of this sanitary sewer system for Enfi ld Addition ; and
Whereas, the proprietors of the Enfi ld Addition desire to pay for the other one-half of the cost of said sanitary sewer in the furnishing of an excellent quality of gravel at twenty cents per cubic yard that the Supt of Streets and Public Improvements desires to purchase for the use of the City elswhere in the City of Austin; and
Whereas, the proprietors of the Enfield Addition to facilitate the construction of a sanitary sewer main in that Addition, agree to give the City of ustin the rightto construct and perpetually maintain sewer lines in and across any property belonging to them and to use their influence to obtain for the City the right of way for other sanitary sewer mains when needed,
Now, therefore, Resolved by the City Council of the City of Austin, Texas : That the sum of $ 2,920.55 ,be and the same is hereby appropriated out of the unaproporiate balance in the sanitary sewer fund of this City ,$ 1,460.27, of which is to be applied direct to the purchase of the necessary material and payment of labor in doing said work,and the other $ 1,460.27, is to be likewise used for the purchase of the necessary labor required in the construction of the said sanitary sewer main,to be reim-bursed to the City in the purchase by the City from the Enfield proprietors of gravel for use upon the streets and other thoroughfares of the City of Austin, Texas, at the price of twenty c nts per cubic yard. Councilman Bartholomew offered the following resolution : Resolved by the City Council of the City of Austin,Texas : That the City of Austin hereby contracts by the month with T S Johnson, an Attorney of this City ,to do special legal work in assistance to the City AttorT. S. Johnson employed act City Attorney -ney for an indefinite term ,at the rate of one hundred ($ 100.00), dollarsper month ,and Be it further resolved by the City Council of the City of Austin: That,inasmuch as the present services to be rendered by the said T S Johnson are to be chiefly for the water and light department,the expenses of his service for the present be paid out of the earnings of the water and Light dept.

Councilman Powell offered the following resolution : Whereas, the Supt of Streets and Public Improvements has filed his report with the City Council to the effect that the Texas Ritulythic Co has completed Paving Guadalupe street accepted the work of paving and improving Guadeloupe street from the north line of 24th street to the north line of 27th street ,under contract with the City of Austin and that said work has been fully done in strict accordance with the said contract and specifications heretofore adopted by the City Council. Nowtherefore: Be it resolved by the City Council of the City of Austin, Texas : That the said work of improvement be accepted by the City Council and that the final estimate due by the City to said contractor be paid. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen. Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor.

Councilman Powell offered the following resolution : Whereas, it was heretofore agreed between the Street department and the Water and Light dept of this City that each dept should pay for one-half the cost of the enlarge-ment of the bridge across Shoal creekat its intersection with West Avenue and 4th street in this City; and Whereas, it appears that the total cost of the enlargement of this bridge was ¢ 2,596.99, one-half of which is ¢ 1,298.49; and Whereas, the Water & Light dept has heretoforepaid ¢ 1,000.00 on account of this construction . Now therefore, Be it resolved by the City Council of the City of Austin, Texas : That the sum of ¢ 298.49, be and the same is hereby appropriat dout of the surplus earnings of the Water & Light depton account of the payment of one-half the cost of the enlargement of the bridgeat the corner of West Avenue and 4th street in this City. Mayor Wooldridge offered the following ordinance: Ordinance with Wm Young Instalment System An ordinance authorizing, empowering and instructing the Mayor of the City of Austin to enter into a contrast with William Young,for the purpose of installing a unit system of equalization of real estate values,for the use of the tax Assessor & Collector,Board of Equalization and City Council of said City, substantially to the effectand in the terms contained in this ordinance; and making an appropriation: The ordinance was read the first time and laid over for one week. Councilman Haynes offered the following resolution: May 11th 1917: Ginners Mutual Underwriters Taxes on deposits Reduced Whereas, certain taxes were assessed against the Ginners Mutual Underwriters of Texas,whose home office is at Tyler ,Texas, heretofore; and Whereas, the said Ginners Mutual Underwriters hasappeared before the City Council and protested against said assessments on the ground that the property assessed,which consisted of secubitiesson deposits with the State Treasurer,was assessed at one hundred cents on the dollar,as shown by the face value of said securities; and Whereas, it appears to this Council that said securities were not worth one hundred cents on the dollar,and that said assessments were therefore excessive ,and also out of proportion to the value fixed on other property of a like nature,when assessed within the City of Austin for taxes; and Whereas the City Council finds as a fact that said properties are due on taxes hereinafter stated ,therefore, Be it resolved by the City Council of the City of Austin,in regular sessionon this 11th day of May, A D 1917; That the assessment of taxes against the Ginners Mutual Underwriters ,heretoforemade, shall be, and the same are hereby adjusted and correctedand the valuations fixed at Sixty six and two thirds( 66 2/3 ) per cent on the one hundred dollars,for the following years: 1909, 1910, 1911,1912 and 1913 and the total amount to be collected for each year is hereby fixed as follows: For the year 1909, ¢ 66.53 " " 1910 84.97 " " 1911 93.80 " " 1912 121.97 " " 1913 178.44

776 Said property ordered above to be reduced 066 2/3 on the e 100.00 valuation consists of securities on deposits with the State Treasurer belonging to and owned by said Ginners Mutual Underwriters, same being county bonds and promissory notes.
