Regular meeting of the City Council : Austin,Texas, June 28, 1917: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell : Absent none: The minutes of the regular meeting s of June 14th & 21 st ,and called meetings were read and adopted: The Mayor laid before the Council the report of the Asst City Clerk for the month of May 1917, which was read and filed: Mayor Wooldridge offered, [illegible] J W Maxwell Commisions Taxes the following resolution: Resolved,by the City Council, of the City of Austin, Texas : That the sum of two hundred and seventy one & eighteen cents($ 271.18) be and the same is hereby appropriated out of the general contingent fund of the City of Austin, Texas, in payment of the attached bill in favor of J W Maxwell for commissions at 25% upon $ of personal property collections made by the said J W Maxwell under his contract with the City: The attached itemized list ,making the basis of this appropriation,is identified by the signature of A P Wooldridge, Mayor,dated July 2nd 1917. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor: The Mayor laid before the Council the following resolution : Whereas, from the attached statement and the percentage calculations based upon the C A A Bleebaum Assesment reduced same,which are also attached to this resolution, it conclusively appears to the City Council that C A A Bleebaum, owner of Lot No 10 and one-half of Lot No 9, in Block No 27 in Travis Heights addition to the City of Austin, Texas, assessed by the Board of Equalisation in ground and improvements at $ 2,100.00, has been over assessed in comparison with four neighbors in about the same locality, in which statement he appears to have been assessed at 60 % of the fair market value of his property,house and lots; and Whereas others in this vicinity have been assessed at 57 %,38 %,34 %,and 27% respec-tively, an average of which ,including his assessment ,is 43 % Now,therefore, Be it resolved by the City, Council of the City of Austin : That with the view of equalizing the assessment of the property of the said C A A Bleebaum with that of his neighbors, the assessment of his improvements is hereby ordered to be reduced from 60 % ,the market value of the same , to 43 %, the equalized value of the same ,and the Assessor & Collector of this City is hereby authorized to assess the taxes against his improvements accordingly. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen nthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. --- Page break --- 2 Mr Cloud Assessmen[t] Reduced .Councilman Haynes offered the following resolution : Whereas, it appears from the attached statement of GF C Cloud,owner of Lot No 1, and the west one-half of Lot No 2,Block 20,Travis Heights Addition to the City of Austin,Texas, that the improvements and lots above described of the said P G Cloud are greatly overassessed by comparison with the asses -ments placed by the Board of Equalization of this upon the proprerties of most of his neighbors; and Whereas, it appears that the property of one of his immediate neighbors is assessed at 60 % of its market value and his own at 57 % of its market value, but that the property of certain other of his immediate neighbors is assessed at 38 % 34 % and 27% ,respectively ,of their several market value an average of which is 43% of their several market values, Now, therefore, Be it resolved by the City Council of the City of Austin,Texas: That for the purpose of equalizing as between the property of the said P G Cloud and his neighbors ,43 % of the ascertained market value of his improve -ments ascertained to have cost two thousand nine hundred ($ 2,900.00) dolls be and the same is hereby fixed as the basis of municipal assessment of said property for the year 1916. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Parkway Enfield Road Pease Park Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas : That the sum of one hundred and seventy three dollars and four cents ($ 173.04) be and the same is hereby appropriated out of the general contingent fund of the City of Austin,Texas, in payment of the second tarviation treatment of parkway from the Enfield road to the Pease Park entrance. This appropriation is made payable to the Enfield Realty and Home build -ing Company ,by whom said work was ordered to be done. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Salary Stenographer Increased Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas: That ninety ($ 90.00) dollars be and the same is hereby appropriated out of the unexpended balance in the Water & Light department of this City as additional compensation ,at the rate of fifteen ($ 15.00) dollars per month to the Stenographer of the Mayor and City Council. This contribution is to be added to the contribution already made by the Water and Light department to the salary of said stenographer in view of the general justness of the proposition and in consideration of the further fact that the work done by said stenographer for the Water & Light depart -ment fully justifies a contribution of twenty five ($ 25.00) dollars per month to the salary of said stenographer. By Mayor Wooldridge An ordinance entitled " An ordinance repealing an ordinance passed by the City Council on the 24thday of May,1917, and entitled " An ordinance ordering an elec-tion for the purpose of approving or disapproving an ordinance "AN ordinance authorizing empowering and instructing the Mayor of the City of Austin to enter into a contract with William Young, for the purpose of installing a unit system of equalization of real estate values ,for the use of the tax Assessor & Collector,Board of Equalization and City Council of said City, substantially to the effect and in the terms contained in this ordinance; an making an appropriation, " passed by the City Council on the 24th day of May,1917" The ordinance was read the first time and passed under suspension of the rules by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Contract with Wm Young. Repealed. Councilman Powell offered the following resolution: Whereas, the City of Austin,Acting through its City Council,has heretofore entered int written contracts with Texas Bitulilithie Company for the paving with Bitustone of the following alleys of the City of Austin, to-wit: The alley from 2nd to 3rd streets between Congress Avenue and Brazes street; The alley from 2nd to 3rd street between Congress Avenue and Colorado street; The alley from Brazes to San Jacinto streets between 4th & 5th streets; and Whereas,each of said contracts contains the following provisions,to- wit: "8 This contract shall be personal to the Texas Bitulilithie Company,and it is agreed that the performance hereof in whole or in part shall not be assigned or sublet to any one without written consent of the City Council of said City ,"and Aus. Contract Buitulichee Co. approved Whereas, it is the desire of said Texas Bitulilithie Company to sublet the contract for the paving of the alleys above stated to one H Brueggermann of Austin,Texas, such paving to be laid and the contracts for the paving of said alleys to be performed in all particulars as entered into between the said City of Austin and said Texas Bitulilithie Company,and said Texas Bitulithie Company has applied to the City Council of the City of Austin for its written consent to the assignment of the performance of the said contracts to the said H Brueggermann; Be it resolved by the City Council of the City of Austin that said Texas Bitulilithie Co -pany be and is hereby granted authority from said City Council to assign the above enumer -ated contracts to the said H Brueggermann,provided the City of Austin does not waive any of the stipulations and provisions in the said contracts contained and does not waive its right to hold the said Texas Bitulilithie Company liable for the performance of each of said contracts as in said written contracts set forth and stipulated. June 30th 1917: All present: Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas: That the sum of sixty six ($66.00 dollars, be and the same is hereby appropri-ated out of the general contingent fund of the City of Austin,Texas, andmade Mayoral ruling fine use by Police Dept Payable to W B Anthony,Supt of Police and Public Safety of the City of Austin, Texas, who personally, and with certain persons associated with him,advanced certain amounts for the purchase of a sleuth hound to be used in the criminal work of the City of Austin, Texas. Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas : G.A. That the sum of five thousand($5.000.oo) dollars, or so much thereof as may be necessar Appropriation for be and the same is hereby appropriated out of the surplus funds in the Water & Light Dept Storage House of the City of Austin for the construction of a brick addition to the store room for the Water Dept Water & Light Dept of this City. 2. That the work to be done under this appropriation is hereby authorized to be done by XXXXX the Supt of Parks and Public Property ,either through a hired superintendentpaid by a salary ,or upon a per centage basis ,as he may prefer. Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas: That the sum of $79.48, be and the same is hereby ordered transferred from the appropriTransfer funds -ation made for tarviating the Fredricksburg road in the budget of the general street fund Water Dept for 1917; That the sum of $ 156.80, be and the same is hereby ordered transferred from the appropriation for tarviating East 6th street ,made in the above named budget;and That the sum of $ 295.15, be and the same is hereby ordered transferred from the appropri-ation for tarviating 21st street in the above named budget; and Be it further resolved: That out of the total of these transfers amounting to $ 530.55, the sum of $ 290.17 be and the same is hereby re-appropriated to pay for the Re-tarviating the Fredricksburg road, and that the sum of $ 248.38 be and the same is hereby re-appropriated to pay for the re-tarviating of Speedway from 19th to 21st streets.
