Urban Infrastructure Upgrades:
Plans were approved to pave West Avenue (from 6th to 19th Streets) with a public hearing scheduled for property owners to discuss assessment costs. Over $4,100 was also appropriated to expand the sanitary sewer system, funding house connections and main extensions.Paving the Way for Automobiles:
Several permits were issued for installing new gasoline tanks and pumps, often under sidewalks or at the curb, reflecting the growing presence of cars. These permits included specific rules for installation and operation, such as mandatory lighting and hose storage. Licenses were also granted to drivers of "service cars."Public Safety and Commerce:
An ordinance to prohibit trespassing on the steel railroad bridge over the Colorado River was advanced. Additionally, permits were granted for businesses, including one for an electric sign and several for milk sales.

Roll called: Present: Councilmen Bartholomew, Haynes & Powell 3 Absent Mayor Wooldridge, Councilman Anthony 2 The minutes of the last regular and subsequent recessed meetingswere read and adopted: Reports of City Officers: The Chair laid before the Council the report of the Asst City Clerk,the City Assessor & Collector,the Sexton & the plumbing Inspector for the month of June 1917,which werer read and filed:
Unfinished business: The Chair laid before the Council an ordinance to prohibit tressp assing upon the steel Railroad bridge overthe Colorado River at Austin, and prescribing a penalty. The ordinance was read the second time and lied over. Councilman Powell offered the following resolution: Be it resolved by the City Council of the City of Austin,Texas: That from the un-appropriatedbalance of the sanitary sewer fund the following amounts be and the same are hereby appropriated for the purposes stated: For house connections and short extensions $ 2,000.00 For completing the North Austin main,12th & 16th streets 500.00 For legal services enforcing connections 160.00 For finishing the Travis Heigths system ,6.25 For the purchase of Sewer Pipe & Specials 1,500.00 The total of the above appropriations amounting to $ 4,166.25

14 Approving Engineers Report Paving W. Avenue
. .Councilman Powell offered the following resolution : Resolution approving City Engineers report concerning improvements upon West Avenue ,in this City, from the north property line of West 6th street to the south property line of West 19th stret, and di recting a [illegible] hearing to [illegible] property owners concerning the assessment for a part of the cost of such improvements against them and their property, fixing a time for said hearing and and directing that a notice be given to said property owners concerning the said hearing:
Whereas, the City Council of the City of Austin, Texas, has heretofore determined to improve West Avenue ,from the north property line of West 6th street to the south property line of West 19th street, in the City of Austin, Texas, by paving the same with light standard Bitulithic pavement upon gravel concrete foundation with concrete gutters along curb lines and necessary excavation ,and has adopted specifications for said work and has entered into a contract for the same with the Texas Bitulithic Company, a corporation;and Whereas, the City Engineer, of the City of Austin, Texas, has heretofore filed his report and has this day fileda supplimetal report, both in writing with the City Council, shewing the total cost of the said improvement upon the said street, the amount per front foot of abutting property to be paid by the owners thereof and also the names of persons, estates, or corporations owning property abutting upon said improvements, with a description of thier property and a statement of the total amount payable by each of said owners for said improvements; and Whereas, the City Council has examined the said reports and finds the same correct; and Whereas, the necessity exists that a portion of the cost of said improvemen -ts should be assessed against said property owners and their property, subject to the terms of the Charter of the City of Austin and the ordinance in such cases made and provided, and after the notice and hearing provided by said Charter and ordinance; Now ,therefore. Be it resolved by the City Council of the City of Austin, Texas : 1. That the said reports of the City Engineer, be and the same are hereby approv -ed and adopted. 2. That a portion of the cost of making the said improvements shall be assessed against said owners of proper y abutting on West Avenue in this City, from the north property line of West 6th street to the south property line of West 19th street, in the City of Austin, Texas, and against said property; that the said assessment shall be made at the rate of $3.78 per front foot of such property in accordance with the front foot rule or plan ,in proportion as the frontage of each owner in each block of said street is to whole frontage in that block to be improved, provided that if said rule of apportionment shall appear to the City Council to be unjust or unequal in any particular case,or to result in an assessment in excess of the benefits received through said improvements by any owner or his property, the City Council shall adopt such rule of appor -tionment as shall effect substantial equality and justice between said prop -erty owners ,considering benefits receivedby and burdens imposed upon said owners, and taht in no case shall any assessment be made in excess of the actual . "

15 .benefits received by [illegible] the owners o f said property through the enhanced value thereof by means of said improvement. 3. That a hearing shall be given before the Council to said property owners on the 26th day of July A D 1917, at 10 O'clock A M ,at the Mayors Office in the City Hall, in the City of Austin,Texas, at which hearing said property owners,their agents or attorneys shall be fully and fairly heard as to all matters concerning the said improvemts or any irregularity or invalidity in the proceedings with reference thereto,or as to the benefits thereof, if any to their property ,and as to the assessment proposed to be made against them and their property, and as to any other matter o'r thing connected therewith. At which hearing the said owners shall have the right to produce witnesses and testimony, and which hearing shall be adjourned from time to time and from day to day until all are fully heard and all matters in connection with the said improvements and assessment fully ascertained; that after the said hearing shall be closed,said City Council will proceed to assess against owners of property upon said street and their property,who shall agree with said City Council upon the said assessment,such sums as may be so agreed upon and deter-mined by the Charter of the City and the said ordinance; and tha t as to nay such property owners who may not so agree,the City Council will, after said hearing appoint a commission to determine said assessment,and will take such further steps in ascertainment thereof as are provided by the Charter and ordinance. Resolved further : That in connection with this gasoline tank hereby authorized to be installed,the said R H Bayer, is likewise authorized to install and main-tain a gasoline pump to be located at the curb line in front of No 2315,Dam Boulevard in a position to be designated by the Supt of Streets and Public Improvements ,said gasoline pump to be of the most modern and approved construc-tion and design and subject to the approval of the Supt of Police and Public Safety. Resolved further: That said R H Bayer shall install and maintain at the top of and upon the gasoline pump hereby authorized XXXXXXXXXX,an electric light of not less than 40 watt power and placed in a globe of not less than ten inches in diam-eter,which electric light must be kept illuminated not less than three hours daily between the hours of 6 and 12 O'clock P M ,during the existence of this permit. Councilman Powell offered the following resolution: Oscar Kunz Gasoline Tank Be it resolved by the City Council of the City of Austin, Texas: That a permit is hereby granted to Oscar Kunz to install and maintain a gasoline tank to be approved by the Supt of Police and Public Safety, under the sidewalk in front of No 800 East 1st street ,Austin, Texas. Resolved further: That in connection with this gasoline tank hereby authorized to be installed, the said Oscar Kuns is likewise authorized to install and maintain a gasoline pump to be located at the curb line in front of No 800 East 1st street in a position to be designated by the Supt of Streets & Public Improvements ,said gasoline pump to be of the most modern and approved construction and design and subject to the approval of the Supt of Police and Public Safety. Resolved further: That said Oscar Kuns shall install and maintain at the top of and upon the gasoline pump hereby authorized, an electric light of not less than 40 watt power and placed in a globe of not less than 10 inches in diameter, which electric light must be kept illuminated not less than 3 hours daily between the hours of 6 and 12 O'clock P M, during the existence of this permit.
