21 .Regular meeting of the City Council : Austin,Texas, July 26, 1917: The Council was called to order by the Mayor; Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent called meetings were read and adopted. The Mayor laid before the Council the report of the Sanitary Inspector for the months of May & June, which was read and filed. This being the day appointed to hear complaints as to Paving West Avenue,the following persons appeared and presented their protests,viz : Protests Paving W Avenue Mrs Whitten (Chapman )Chas Pickles, E H Felter,E J Smith,Mrs D M Wilson,A C Wright,State National Bank,E B Robinson,E J Palm,J M Learight,J W Robbins. The Mayor laid before the Council petition from W H Stephenson ,asking to have a fine assessed against him in the Recorders Court, remitted. The petition was readbut no action taken. W H Stephenson fine Applications for Milk licenses were presented and licenses granted to W H Green & Fred Barge, by the following vote: Dairy licenses Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: The following applications for Drive s Licenses were presented and licenses granted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Driving licenses Robt Kirschner, Austin, Route No 3 Willie Arnold, Cedar Creek, Texas Jno Polk, 2103 East Avenue. Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas: That the sum of $ 90.00, be and the same is hereby transferred from the appropriation Transfer funds Draftsman made for 12 teamsters in the budget for the general street Dept for the year 1917.and That $ 510.00, the unexpended balance of the appropriation made in the above named budget for one draftsman be and the same is hereby ordered transferred from that approp -priation and that the total of these two transfers,amounting to $ 60 .00,be and is hereby appropriated to pay the salary of one draftsman and Engineer for six months , beginning,July 1st 1917. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. July 28th ,1917: All present: Mayor Wooldridge offered the following resolution : C J Pietlow Funeral expenses Resolved by the City Council of the City of Austin,Texas: That so much as may be necessary be and the same is hereby appropriated out of the surplus funds of the Water ,Light and Power departmen of the City of Austin,Texas, to cover the funeral expenses ,including transportation of the body from Austin to Beeville , Texas, incident to the burial of the body of C J Pietlow, an electric Lineman killed while in the service of the City,and Be it further resolved: That the sum of seventy eight dollars($78.00),be and the same is hereby appropriated out --- Page break --- 22 . ,of the surplus funds of the Water, Light and Power Department for one months salary of the said C J Pietlow. This appropriation is based chiefly upon the fact that the said C J Pitlow leaved surviving him a destitute widow with two small children,one about two years old and one about one month old . The resolution was adopted by the following vote: Yeas Mayor Wooldridge ,Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution : Whereas, on this day came on to be hearda complaint against Jerome Condit, a public service car driver in this City,for knowingly using his automobile privy license Jerome Condit Cancelled for immoral purposes ;and Whereas, in the judgement of the City Council the knowing use by the said Jerome Condit of his automibile for immoral purposes was clearly established, Now, therefore, Resolved by the City Council of the City of Austin,Texas: That the permit of the said Jerome Condit to drive a public service car in this City be and the same is hereby cancelled and annulled. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, & Haynes 4 Absent Councilman Powell 1 Approved, A P Wooldridge, Mayor. Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas: That the sum of one thousand eight hundred and thirtythree dollars and Transferred funds Street Dept ninety seven cents ( $ 1,833.97) ,balance of the amount heretofore appropriated in the budget of this City for the year 1917to pave South Congress Avenue dyke, be and the same is hereby transferred to and set apart for the paving of West Avenue from 6th to 19th streets in this City. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. July 30th 1917: All present: Councilman Anthony presented resignations of James Pinget and L Shropshire, Jas Pinget L Shropshire resignation filed hosemen in the Fire Department,which were accepted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 ML Yancy E L McLaureen approved Councilman Anthony nominated M L Yancy and E L McLaurein to be hosemen vice Jas Pingrt & L Shropshire, ,resigned, which nominations were confirmed by the hoseman Fire Dept following vote: The vote being taken upon each one seperately Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powelll 4 Not voting Councilman Anthony 1 July 31st 1917: All present: The Mayor laid before the Council the following resolution : Whereas, on this day came on to be heard charges against Jno L Clarle,a driver of a public service car in this City,and holder of a license to dbive --- Page break --- 23 . such public service car. which charges allege that the said Jno L Clarke was conducting his business in a grossly immoral way ; and Whereas, a large amount of evidence of a convincing character was submitted in proof of such charges of immoral conduct on the part of the said Jno L Clarke; and Whereas, it clearly appears to the City Council that the charges against the said Jno L Clarke of conducting his business in an immoral way were fully sustained by the evidence submitted at the trial of the case. Now, therefore, Be it resolved by the City Council of the City of Austin, Texas : That the permit heretofore issued on to-wit, the 1st day of January 1917, to the said Jno L Clarke to drive a public service car in this City be and the same is hereby cancelled and annulled. The resolution was adopted by the following vote: Yeas: Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays: none. Approved, A P Wooldridge, Mayor. The Council then adjourned.
