Regular meeting of the City Council: Austin, Texas August 02, 1917: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none: AMXXThe minutes of the last regular and subsequent recessed meetings were read and adopted: Reports of City Officers: The Mayor laid before the Council the following reports of City Officers for the month of July 1917, which were read and filed: Public Weighing,Inspector Weights & Measures, Dog Catcher,Plumbing Inspector: WHStephenson Petition of W H Stephenson for remission of fine assessed in Recorders Court, fine remitted amounting to $ 19.80,was made and motion made to remit one-half of said fine was made and adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Councilman Powell offered the following resolution : Alley Pavement Resolution finally accepting the pavement and improvement of the alley accepted between Congress Avenue and Colorado street ,from 2nd to 3rd streets; in the XXX alley between Congress Avenue and Brazos street,from 2nd to 3rd streets ; and in the alley between 4th and 5th streets ,from Brazos to San Jacinto streets. Whereas, the supt of Streets and Public I mprovements has filed his report with the City Council to the effect that the Texas Bitulithic Company has completed the work of paving and improving the alley between Congress Avenue Colorado street ,from 2nd to 3rd streets ;in the alley between Congress Avenue and Brazos street ,from 2nd to 3rd streets; and in the alley between 4th and 5th streets, from Brazos to SanJacinto streets,under contract with the City of Austin,and that said work has been fully done in strict accordance with the said contract and specifications heretofore adopted by the City Council . Now therefore: Be it resolved by the City Council of the City of Austin, Texas : That the said work of improvement be accepted by the City Council and that the final estimate due by the City to said contractor be paid. J W Hamilton granted J W Hamilton,of 4523 Ave "B" Hyde Park appeared before the Council and asked time to make that he be granted further time in which to make Sewer connection at his place. Sewer connection On motion time was extended to January 1st 1918, in which to make theconnection, by the following vote: Yeas Mayor Wooldridge, Councilmen nthony, Bartholomew, Haynes & Powell 5 days none. Councilman Anthony presented the following resolution : Sgd. D. Martinaz Resolved by the City Council of the City of Austin,Texas: fine remitted That for good and sufficient causes unto the City Council shown ,and especially for reasons srt forth in the attached statement, the fine and costs amounting to $ 21.80, in cause No 13043,State of Texas vs Dolores Martinaz,for assault,in the Corporation Court of the City of Austin, Texas,be and the same i s hereby remitted .

W G McLean granted time Sewer Connection The Mayor laid before the Council the following resolution: Resolved by the City Council of the City of Austin, Texas: That for good and sufficient reasons, as set forth in the attached statement, W G McLean is hereby granted an extension of time until January 1st 1918, in which to make connection of his premises at 1311 Holley street with the sanitary sewer system of this City. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none.

C W Coons granted time Sewer Connection The Mayor laid before the Council an ordinance to prohibit trespassing upon the steel Railroad bridge over the Colorado River at Austin, and prescribing a penalty. Trespassing on Bridge Ordinance Mayor Wooldridge offered the following resolution: Be it resolved by the City Council of the City of Austin, Texas: That the sum of $ 12.50 be and the same is hereby transferred from the general street improvement fund to the sanitary sewer fund for the purpose of reimbursing said fund for this amount which was erroneously drawn by warrant No 3159. Be it further resolved: That the City Treasurer and Book-keeper be requested to make said transfer on their books. 26 August 7th, 1917: Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas: Transfer funds That the sum of two hundred and fifty($ 250.⁰⁰) dollars,be and the same is hereby transferred from the general contingent fund of the City of Austin, Texas, to the general street fund for the purpose of purchasing one Studebaker street sprinkler sold by the sanitary department to the street department ,and thr Treasurer of the City of Austin,Texas, and the book-keepers of the general fund and general street fund are hereby instructed to make proper transfers upon their books to carry out the terms of this resolution.
The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Absent Councilman Anthony 1 Approved, P Wooldridge, Mayor.
The Mayor laid before the Council the following resolution : Be it resolved by the City Council of Austin,that, Huck & Wright Whereas, heretofore, on the 11th day of June 1913, the City of Austin Contract on enetered into a contract with Huck and Wright,a firm composed of Ed R Huck Boathouse and L W Wright;whereby,the latter were authorized to buildoperate and Consent to maintain a boathouse above the dam,and the City of Austin granted them a assignment lease to the right and privilege to connect awharf to be built by them with the wharf belonging to the City of Austin; and Whereas, the success of suh ventureis entirely dependent upon the completion of the dam and the acceptance thereof by the City of Austin; ad and, Whereas, Paragraph 4 of said contract restricts the assignability of the said contract in providing that it shall only be effective as long as said Huck and Wright remain in management of such venture; and, Whereas, said L W Wright has sold all his right and interest in said venture to F H Smith of Austin,Tr vis County, Texas; and, Whereas, all rentals as by the original contract provided,should be remitted to the time when the dam is completed and accepted by the City of Austin; and, Whereas, the assignability clause should be amended as herein after provided; and, Whereas, said F H Smith and said Ed R Huck request the action of the City Council in regard to said rentals and said assignment clause,all as hereinafter provided,they being the sole parties interested in said venture Now Threfore, Be it resolved, that said contract above referred to ,be, and the same is hereby,amended so that the rentals stipulated for in clause 1 of said contract are not to accrue until the date of the acceptance thereof by the City of Austin ; that from such date,the rentals become due and payable as in said contract provide,but all rentals which have hereto-fore accrued up to the date of the completion of the dam and the acceptane thereof by the City of Austin, are hereby remitted and waived. Be it further resolved,that paragraph 4 of said contractis hereby so amended as to read as follows

27 * This lease may be assigned to a corporation,provided that said Ed R Huck remains in the active management of the business of said corporation,and the said corporation shall have all the rights and privileges,herein given and secured to said Huck & Wright,in case of the assignment or transfer of his interest in said business,or his voluntary withdrawaltherefrom or in case of his death ,permanent incapacity or refusal to so act in said management".

Mayor Wooldridge offered the following resolution : Whereas,inasmuch as there is no probabilitythat the appointment of a secretary of the Board of censorship or public amusements of this City will be made for the present year. Now, therefore, Re ololved by the City Council of the City of Austin,Texas : That the sum of nine hundred ($900.00) dollars,appropriated in the budget of this City for the year 1917 for the salary of said secretary and the one hundred ($ 100.00) dollars, appropriated for contingent expenses of such boad of censorship are hereby covered back into the general contingent fund of this City and there made subject to appropriationfrom time to time as in the judgement of the City Council may be wise and expedient.
