28 Regular meeting of the City Council: Austin, Texas, August 09, 1917: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Absent none: The minutes of the last regular and subsequent recessed meetings were read and adopted:
Reports of City Officers: The Mayor laid before the Council the reports of the Assessor & Collector, the Chief of the Fire department, the City Marshal, the City Health Officer, and the Superintendent of the Water & Light department, which were read and filed. Pet Geo T Hume street pavin' The Mayor laid before the Council a petition from Geo T Hume, in regard to paving on Guadalupe street, which was read and the petition declined by the following vote: Yeas Mayor Wooldridge ,Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: On motion Mrs Laura Harris ,Travelers Id ,was granted a two weeks leave of absence: On motion Councilman Bartholomew was granted leave of abesence for 30 days by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Not voting Councilman Bartholomew 1 D M Miller granted time Sewer Connection On motion D M Miller was granted time until October 1st 1917, in which to connect his premises with the Sanitary sewer, by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: On motion Mrs R D Cunningham was granted time until Jan 1st 1918, in which to connect her premises at 1107 E 9th street ,with the sewer system, by the follow -ing vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powel Nays none: Bond election Ordinance. By Mayor Wooldridge, An ordinance ordering an election to obtain the consent of the qualified voters of the City of Austin, Texas, who pay taxes on property within the limits of said City to the issuance of bonds by the City Council for purposes of : (1) Constructing and installing a sewage disposal plant for the City of Austin.(2) Constructing Sanitary sewers in the City of Austin, (3) Constructing and installing a fire alarm system in the City of Austin, (4) Permanent improvement of the streets of the City of Austin, (5) Refunding bonds for the purpose of taking up ,cancelling and in lieu of outstanding School warrants of the City of Austin. The ordinance was read the first time, and a motion made to suspend the rule and place it on its second reading, which motion prevailed by the following voe Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: The ordinance was read the second time. Councilman Haynes offered the following amendment:

29 Knowing t h e great emergency that exists for a sewage disposal plant, as a sanitary necessityand to comply with the State lawand believing that the loading of this ordinance with provisions for bonds for other purposes,not now necessary in this time of distress and unce rtainty,will endanger of the adoption by the people of the bond issue for sewer extension and disposal plant,I move that the ordinance be amended by striking out all requests for bonds other than for such necessary work of sewer extension and disposal plant.

August 14th ,197: All presnt except Bartholome Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas: That the sum of one hundred and twenty ($120.00) dollars,be and the same is hereby Increased Salary appropriated out of the general contingent fund of the City of Austin, Texas,and applied as Pond Martin additional pay to the two pond men of this City,at the rate of an increase of tendollars ($ 10.00) per month each ,for six months ,beginning July 1st 1917. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilm n Bartholomew 1 Approved, A P Wooldridge, Mayor. Councilman Anthony offered the following resolution : Eugene Williams Whereas, in the judgement of the City Council, Eugene Williams, defendant ib cause NO fine remitted 13056, State of Texas vs Eugene Williams, in the corporation Court of the City of Austin, Texas ,has been punished sufficiently, Now ,therefore, Resolved by the City Council of the City of Austin,Texas : That the balance of the fine and costs amounting to $ 19.80,in cause NO 13056,State of Texas vs Eugene Williams, in the corporation Court of the City of Austin, Texas, be and the same is hereby remitted. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Approved, A P Wooldridge, Mayor. D. J.
