30 .Regular meeting of the City Council: Austin,Texas, ugust 16th 1917 Council called to order by the Mayor T:Roll called: Present Mayor Wooldridge, Councilmen Anthony,Haynes & Powell 4 Absebt,excused ,Councilman Bartholomew: The minutes of the last regular and subsequent recessed meetings were read and adopted: F C Verell Grant of time to connect to sewer Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas: That an extension of time to January 1st 1918,is hereby granted to F C Verell wighin whio to connect with the sanitary sewer system of this Cityhis premises situated at 26 Bierce street. The resolution was adopted by the followi ng vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent excused Councilman Bartholomew, 1 Approved, A P Wooldridge, Mayor: Mr Childers Sewer connection Given time Mr J M Childress appeared before the Council and asked an extension of time within which to connect his premisesXXXX with the sanitary sewer .On motion time was granted him until October 1st 1917tthomnoh to make connection,by the following vote: Yeas Mayor Wooldridge, Councilmen nthony,Haynes & Powell 4 Absent excused Councilman Bartholomew 1 Geo Poindexter Resignation accepted J F Smith Capt Fire Dept E L Tallichet Asst Chief Lee Maufrus Hoseman Councilman Anthony presented the resignation of Geo Poindexter as Asst Fire Chief and Capt of Truck No 1 ,Fire Dept,which was accepted by the following Vote: Yeas Mayor Wooldridge, Councilmen Anthony, H ynes & Powell 4. Exxx Absent Councilman Bartholomew 1 Councilman Anthony nominated E L Tallichet as Asst Chief of the Fire Dept,and Joe F Smith to to be Capt of Truck No 1,and Lee Maufrats to be Hoseman, which nominations were confirmed by the following vote: The vote being taken on each seperately: Yeas Mayor Wooldridge ,Counfilmen\Haynes & Powell 3 Not voting Councilman nthony 1 Absent Councilman Bartholomew 1 Given license .Applications for licenses as drivers of service cars were presented from C C Strawn,2710 Red River street and J L Clayton,72 East Avenue,which were read and licheses grantedd by the following vote: Yeas Mayor Wooldridge, Councilmen. nthony, Haynes & Powell 4 Absent Councilman Bartholomew 1 Bond Ordinance Read 3rd time passed .The Mayor laid before the Council the ordinance ordering an election to vote upon the proposition to issue certain bonds, which had been introduced at the last meeting and read the first and second times. The ordinance was read the third timeand passed by the following vote: YeasCMayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absent excused Councilman Bartholomew 1 Councilman Haynes 's vote for Councilman Haynes presented the following reasons for his vote: " As a Councilman of the people ,I have not felt that I could Conscientiously advise them to vote for an additional bond issueduring this --- Page break --- 31 this time of distress and uncertainty,other than bonds for an emergency and imperative necessityfor preder vation of health,such as sewer extension and disposal plant,especially as the City is now almost bonded up to the constitutional limit,and if the bonds now reques -ed are voted by the people we would have no reserve to issue in the event of a calamity, such as a fire, flood or famine might cause; and it seems to me unwise not to have such reserve- besides,at this time it is hard to sell municipal bonds except at a discount. However,as the Council has rejected my amendment reducing the request for this bond issue to the amount actually necessary for sewer disposal plant ,etc, and as the ordinance as proposed by the Mayor will now pass, I vote Yes under protest H L Haynes. Councilman nthony offerd the following resolution : Whereas, in view of the equities of the case,and the fact that the present is the first offense of the defendant, Now, therefore, Bhattonesháxbd, by thé,CityofCouthcifins and CittsofAuszin,NOXXXXX Be it resolved by the City Council of the City of Austin,Texas: That one-half ,or $ 7.40, of the fine and costs in cause No 14008,State of Texas vs Jack Speegle in the Corporation Court of the City of Austin, Tex s, be and the same is hereby remitted. Jack Speegle fine remitted Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas : That for good and sufficient reasons made clear to the City Council,one-half ,or $ 9.90,of the fine and costs imposed against Horace Carrington in cause No 12055,State of Texas vs Horace Carrington in the Corporation Court of the City of Austin,Texas,for the offense of fishing with two poles below the dam ,be and the same is hereby remitted,and Be it further resol ved by the City Council of the City of Austin : Th at the sum of nine dollars and ninety cents ($ 9.90) be and the same is hereby appropriated out of the general contingent fund of the City of Austin,Texas, as a refund to the said Horace Carrington of the amount paid in by him as cost in cause No 12055. Horace Carrington fine remitted August 21st 1917: Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas: That the sum of two dollars and fifty cents ($ 2.50) be and the same is hereby appropriated out of the general contingent fund of the City of Austin,Texas, as a refund to S W Redd on stock impounded in the City Pound of the City of Austin,Texas. Fire Hose Contract awarded The Mayor laid before the Council the following resolution : Whereas, on this day came on to be considered propositions from five firms or Corporations ,by their respective agents ,for the supply of one thousand feet of fire hose to the City of Austin, Texas, at various prices according to the quality of the hose ,from $ 1.30 per running foot down to 60 ½ cents per running foot ; and Whereas, the City Council has come to the unanimous conclusion that for the purposes of our present needs more than averagelsstrong hose for the use of our automatic pumping engine is required; and Whereas, such requirement would seem to indicate to the City Council that it should be best that we purchase what is known as Solid Multiple Woven hose ; and Whereas , there wer only two corporations offering this quality of fire hose; and Whereas, the price of the Baker Fabric hose,as offered to the City Council by the corporation of Walter Co of this City, being to-wit,four ply Baker Fabric solid multiple hose at $ 1.15 per running foot without couplings,is the lowest and best price offered for said above described hose; Now, therefore, Be it resolved by the City Council of the City of Austin,Texas: That the City Council hereby authorizes Clarence Woodward ,Chief of the Fire Department, to contract for the furnishing to the City of Austin of one thousandfeet of Solid Multiple Woven Hose ,to be furnished this City within a reasonable time at the cost of $ 1.15 per running foot ,without couplings,to be paid for on or before February 1st 1918, without interest upon the amount owing for such purpose. Boucher fine remitted Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin,Texas : That one-half of the fine and costs imposed upon Benard Boucher in the Corporation Court of the City of Austin,Texas, in cause No 14022,which one half of said fine and costs amounts to $ 9.90,be and the same are hereby remit-ted. This resolution is based upon the facts set out in the attached statement from said Bernard Boucher, which the City Council believes to be correct --- Page break --- The resdlution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Haynes & Powell 4 Absen§ Councilm n Bartholomew 1. Mayor Wooldridgeoffered the following resolution : Whereas, in view of the facts of the case, as made known to the City Council,and in view of the further fatet that this is the first offense committes by the defendant named below, Now, therefore. Joe Cummings Be it resolved by the City Council of the City of Austin: fine remitted That the fine and costsimposed upon Joe Cummings for drunkenness,in cause No 14040,in the Cotporation Court of the City of Austin,Texas, State of Texas vs Joe Cummings,which fine and costs amount to $ 10.80, be and the same are hereby remitted. The resolution was adopted by the following vote: Yeas Mayor Wooldridge,Councilmen Haynes & Powell 3 Absent Councilmen nthony & Bartholomew 2 Approved , A P Wooldridge, Mayor.
