Austin: Roads, Sewers, Barton Springs Water

  • Sanitation System Expansion:

    Several residents were granted extensions to connect to the new city sewer system, and a special attorney was paid to enforce these connections.
  • Major Road Improvements:

    Funds were allocated for "tarviating" (a form of paving) sections of South Congress Avenue, Fredericksburg Road, and Chicon Street.
  • Barton Springs Water Connection:

    A report regarding the cost and feasibility of connecting Barton Springs to the city water plant was presented, but no action was taken at this meeting.

52 J M Paine Bond fee remitted Regular meeting of the City Council: Austin, Texas, Sept 20th 1917: The Council was called to order by the Mayor: Roll called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Po Powell 5 Absent None. The minutes of the last and subsequent recessed meetings were read & adopted On motion of Councilman Anthony a pound fee assessed against J M Paine was remitted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Nays none. Application for extension of time in which to connect with the sewerplant, by B Sete was presented and read, and time extended to January 1st 1918, was granted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Nays none: Mayor Wooldridge offered the following resolution: Be it resolved by the City Council of the City of Austin, Texas: H B Barnhart Salary Special Attorney That the sum of one hundred ($ 100.00) dollars, be and the same is hereby appropriated out of any monies remaining unappropriated in the Sanitary sewer fund for the purpose of paying for the services of H B Barnhart in enforcing connections to the sanitary sewer system for the month of Sept 1917. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor: Henry Green Drv. License Application of Henry Green, 401 East 8th street for license as driver of service car ,was presented and License granted byt he following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Mayor Wooldridge offered the following resolution: Be it resolved by the City Council of the City of Austin, Texas: That the sum of $ 631.18,be and the same is hereby ordered transferred from the account of salaries for twelve teamsters in the general street budget and re-appropriated for the following purposes: Transfer funds Street Dept For the purpose of tarviating of south Congress Avenue from the sputh edge of Congress Avenue bridge to a point 465 feet south of same; also tarviating of Fredericksburg road from its intersection with Congress,Avenue to a point 191 feet west of same $ 550.00 For tarviating of Chicon street $ 120.68 _______ $ 631.18. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Nays none, Report Engineer Barton [illegible] Connection The Mayor laid before the Council a report from the Engineers [illegible] [illegible] as to the cost of the connecting up of the Barton Springs with the City [illegible] Water plant, which was read ,but no action Taken . --- Page break --- 54 Wm. Campbell to connect with the sewer system,were presented,read, and time granted Time granted until January 1st 1918, in which to make connections by the following vote: Sewer Connections Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Resignation of A S Thweatt, as an Officer of election,was presented and accepted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Sept 22nd 1917: All present: Councilman Bartholomew offered the following resolution: Resolved by the City Council of the City of Austin, Texas: Contract to paint That the contract to paint the City Jail for the sum of $ 28.00, be Jail and the same is hereby awarded to Tony Wagner. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Nays none. Approved. P Wooldridge, Mayor: A.Q. Taylor Applications of A Q Taylor and M W Fuller,for licenses as drivers of service M.W. Fuller cars were presented and licenses granted by the following vote: Licenses Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Car drivers Nays none.
