57 .Regular meeting of the City Council: Austin, Texas, October 04, 1917: The Council was called to order by the Mayor: Roll Called: Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none. The minutes of the last regular and subsequent recorded meetings were read and approved: Reports of City Officers: The Mayor laid before the Council the following report from the City Clerk, which was read and ordered recorded in the minutes of the Council: Austin, Texas, October 3rd 1917: Hon Mayor & City Council, City of Austin, Texas: Gentlemen : As required by the City Charter, I have the honor to report the following as the result of the election held in this City on the 2nd day of October 1917, as shown by Report City Clerk Election Bond annex the returns made to me by the Judges of election : Proposition No 1, "For the issuance of Sewer disposal Bonds " For the proposition 570 votes, Against the proposition 811 votes. Proposition No 2 "For the issuance of Sewer Bonds" For the proposition 493 votes , Against the proposition 849 votes. Proposition No 3 "For the issuance of Fire Alarm Bonds" For the proposition 331 votes , Against the proposition 1025 votes , Proposition No 4 "For the issuance of Street Improvement Bonds, For the proposition 437. Against the proposition 919 votes, Proposition No 5 , "For the issuance of School Refunding bonds, For the proposition, 853 votes Against the proposition 552 votes. ring In favor of the purchase of the Barton Springs propert. 799 votes Against the purchase of the Barton Springs propert 635 votes. The Mayor laid before the Council the following reports ,which were read & Filed: Plumbing Inspector, the City Health Officer, the Public Weigher. the Inspector Weights and measures, the Assessor & Collector, the Dog Catcher, the Engineer & the Supt of the Water and Light plant. Application of W B Hendrickson for license as driver of service car was presented and license granted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Protest against purchase Barton Springs Group Warren W Moore , as Attorney for Geo Stumpf et al, filed a protest against the purchase by the City of the Barton Springs property ,which was filed, but no action taken. The Mayor laid before the Council the following resolution : Be it resolved by the City Council of the City of Austin, Texas: Kings Creamery Approval That permission be, and the same is hereby granted to the Kings Creamery to construct a sand and grease trap on the north side of 5th street between Colorado and Lavacca streets adjacent to the new location of the Kings Creamery, said sand trap to be covered with an adequate cast iron cover to be of such weight and dimensions as prescribed by the Inspector. --- Page break --- 58 ...of plumbing in this City, and, Be it further resolved : That this permit is granted with the understanding that said sand trap is to be at all times maintained and kept clean and in good working order as described in Section 14 in the ordinances regulating the use of sanitary sewers and drain and, Be it further and finally resolved : That this permit is granted and must be accepted as revocable at any time in the pleasure of the City Council. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Mayor Wooldridge offered the following resolution: Whereas the City Council deems it axiomatic in public and official business that the true financial situation of a City should always be ANNNNNN accurate, clear, well stated and fully made known to the public; and * Provided that if any one department Whereas, there is an overdraft in the general fund as of the 1st of Septem of the City Govornment is deficient in funds and an 1917, of fifty thousand ,nine hundred forty eight dollars and ninety five cen audit of the Same by Govornment has a surplus cents ($ 50,948.95) ,which overdraft has unavoidably accrued in the necessary w'ch has a surplus of funds, these transfers and efficient administration of the affairs of this City; and from this department w'ch has a deficit. Whereas, this overdraft by the 1st of January next will inevitablybe be increased by, say, ten thousand ($ 10,000.00) dollars, to fifteen thousand ($ 15,000.00) dollars, per month; and Whereas, there is an estimated approximate surplus of funds in the Water and Light department sufficient to cover a part of the present and propsective overdraft in the general fund; and Whereas, the chief purpose on the part of the City Council in refunding its outstanding Water & Light bonds was to render the surplus earnings of that department available for the needs of the other departments of theCity government; and Transfer funds to W & L dept to Whereas, the City saved to the Water & Light department in July 1916, General fund. in therefunding of the old Water & Light bonds, the sum of forty nine thousand eight hundred and seventy five dollars ($ 49,875.00). Now therefore, Be it resolved by the City Council of the City of ustin, Texas: That the sum of fortynine thousand, eight hundred and seventy five dollars ($ 49,875.00) be and the same is hereby transferred from the esti-mated surplus earnings of the Water & Light department to the general fund, and Be it further resolved : That the transfer of tXXXX said forty nine thousand, eight hundred and seventy five dollars( $ 49,875.00) be and the same is hereby ordered to be entered upon the books of the general book-keeper of the City of Austin , Texas, and ordered transferred by the City Treasurer on his books from the Water and Light fund to the general fund of the City of Austin, Texas. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony,Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. --- Page break --- (50) Bartholomew's reasons for vote .Councilman Bartholomew presented the following as his reasons for his vote, and asked that they be spread upon the minutes of the Council: I believe that each department should confine its expenditures to the amount appropriated for that department and avoid overdrafts;hence I do not endorse the reasons given for the transfer of $ 49.875.00.from the estimated surplus earnings of the Water & Light department to the general fund. However under the present condition of the general fund of the City of Austin, which is considerably overdrawn ,and there appears no other way to cover the same ,I am willing to vote for the transfer. October 5th 1917: Budget appropriation amended Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin, Texas : Taht the more urgent needs appearing at the present time for other use of the Seventy nine thousand dollars($ 79.000.00) appropriated in the budget of 1917, for the first payment upon the dam,Power House and Reservoir,and it especially appearing that said Seveny nine thousand dollars ($ 79.000.00) is not like ly to be called for at any time during the present calendar year for the use of its original appropriation,said Seventy nine thousand dollars( $ 79.000.00 ) is hereby directed to be lapsed ,cancelled and annulled in the budget of 1917, and directed to be credited to the unexpended estimated balance in the Wter & Light department, and in said balance made subject to further appropriations,by the City Council. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, P Wooldridge, Mayor. Bd. Trustees Metropolitan A.M.E. Church Time granted for Sewer connection application of the officials of the Board of Trustees of the Metropolitan,A M E Church for additional time in which to connect with the sewer system,was presented,and time granted until Jany 1st 1918, in which to make connection,by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Report of H B Barnhart Special Attorney as to sewer connections was received,read ,and ordered filed. October 9th 1917: Urgent Contract with New York City for nurse etc. Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin, Texas: That the Mayor of this City be and he is hereby authorized to contract with the Delineator of New York City for the services of a nurse in an infant health survey of this City at a totla price not exceeding $ 75. 00 ,said amount to be paid out of the general contingent fund of the Mayor. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew & Powell 4 Nay Councilman Haynes 1 Approved, A P Wooldridge, Mayor. --- Page break --- 60 Special appropriation alloc to H Dept Oct 12th 1917: Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin, Texas: That the following sums amounting to one hundred and twenty three thousand thirty two dollars and forty five cents( $ 123,032.45 ) ,or so much thereof as may be necessary ,be and the same are hereby appropriated out of the Earnings fund of the Water ,Light and Power department of the City of Austin for the following purposes: 1. The sum of twenty two thousand ,two hundred seventy six dollars and fifty cents ( $ 22,276.50 ) for temporary labor at plant in lines. 2. The sum of twenty two thousand twenty two dollars and twenty eight cents ( $ 22,022.28 ) for the purchase of material. 3. The sum of three thousand ( $ 3,000.00) dollars, for the payment of balace for liability insurance for 1917. 4. The sum of Sixty thousand ( $ 60,000.00) ,for completion of the underground electric light system. 5. The sum of twelve thousand five hundred ( $ 12,500.00) dollars,for payment of sewer bond No 5 and interest on all sewer certificates. 6. The sum of three thousand two hundred and thirty three dollars (2,233.00) for the payment of incidentals ,etc. The resolution was read the first time and laid over. Sept 28th 1917: The following resolutions were handed the Clerk on Oct 18th 1917 ,for record. The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas : Everybody's Book Store Electrical Sign That permission be and the same is hereby granted to Every Body's Book store to erect and maintain an electric sign at their place of business at 906 Congress Avenue ,as per the attached recommendation of W L Eyres,Sign Inspector of the City of Austin,Texas. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Antheny, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Texas: Capitol Filling Station Sign That permission be and the same is hereby granted to the Capitol Filling station to have erected an electric sign at No 209 West 5th street ,as per the attached recommendation of W L Eyres, Sign Inspector of the City of Austin Texas. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Antheny, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. The Council then adjourned.
