Regular meeting of the City Council : Austin, Texas, October 11, 1917: The Council was called to order by the Mayor, with all members present: The minutes of the last regular and subsequent recessed meetings were read and adopted: The Mayor laid before the Council a resolution appropriating the sum of ($ 123,032.45,) out of the Water and Light Earnings fund for various purposes as set out in said resolution, which had been read [illegible] on the 5th day of October 1917, and laid over. The resolution was read the second time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Councilman Anthony presented the report of the City Marshall for the month of Sept 1917, which was read and ordered filed. Application of J C Giles for remission of Pound Fee, was presented, read, and petition granted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Application of A J Clements for additional time in which to connect with th sewer system, was presented ,and time extended to Jany 1st 1917, by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. On motion Councilman Powell was authorized to pay Sam Laramore the sum of $ 25.00, for horse killed by falling in an open sewer ditch, by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Mayor Wooldridge offered the following resolution :Whereas, on the 28th day of January 1901, the City of Austin in cause No 4469, in Justices Court precinct No 3, M M Johnson Justice of the Peace, obtained judgement against J G Palm and wife for the sum of one hundred and twenty one dollars and eighteen cents ($.121.18) for taxes due on personal property of the said Mrs J G Palm for the years 1896,1897 and 1899; and Whereas, it has been ascertained that the assessment of said personal property against the said Mrs J G Palm for the years 1897 & 1899 are erroneous; and Whereas, the said J G Palm has paid the taxes, interest, penalties and costs of the assessment for taxes for 1896, and recent costs of court in the total amount of Ninety eight dollars and fourteen cents ($ 98.14); and Whereas the said J G Palm and wife have filed an affidavit, which is attached hereto and made the basis of this resolution ,that they did not have any personal property, save and except National Bank stock ,on the first days of January 1897 and 1899 subject to taxation in Travis County ,Texas. Now therefore, Be it resolved by the City Council of the City of Austin; That the assessment of credits against the said J G Palm and wife for the years 1897 and 1899 be and the same are hereby cancelled and annulled ,and the City Assessor & Collector is hereby declared to take credit upon his assessment rolls for the years 1897 and 1899 accordingly. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. --- Page break --- 62 October 15th 1917: All present : J K Strickland Councilman Anthony nominated J H Strickland to be Patrolman, vice, E F Pounds Policeman resigned. which nomination was confirmed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Not voting Councilman Anthony 1 W J Morris On motion City Marshal W J Morris was granted leave of absence for four Leave of absence days be ginning O tober 18th 1917.
