Barton Springs Acquired, Liquor Regulated

  • Barton Springs Acquired:

    The city moved to accept a deed from A. J. Zilker for land including Barton Springs, with payment to be made via promissory notes.
  • New Liquor Sales Restrictions:

    An ordinance was passed regulating and restricting the location of establishments selling intoxicating liquors. The city also approved refunds for unearned licenses to businesses affected by these new zoning limits.
  • Red Cross Support:

    A section of 7th Street was temporarily closed to vehicle traffic to accommodate pedestrians attending a Red Cross meeting.
  • City Hospital Renovation:

    Funds were approved for an architect's report, estimates, and plans to remodel the old City Hospital.

Regular meeting of the City Council : Austin , Texas, December 20, 1917: The Council was called to order by the Mayor : Roll called : Present Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Absent none: The minutes of the last regular and subsequent recessed meetings were read and adopted: Clyde Jennings Councilman Anthony presented the resignation of Clyde Jennings as resignation Patrolman, which was on motion accepted . Patrolman Councilman Anthony nominated O G Hill to be Patrolman, vice Clyde Jennings resigned, which nomination was confirmed by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Not voting Councilman Anthony 1 O.G. Hill The Mayor laid before the Council a resolution requiring the Texas Bithilithic Patrolman Company to pave such portions of Rio Grande street between the north line of West 19th street and the north line of West 28th street as were omitted Texas Bithilithic Co. in the paving of said street heretofore done, which resolution was read Rio Grande St. Paving on the 23th day of December 1917, and laid over for one week. The resolution was read and adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Nays none. West Avenue The Mayor laid before the Council the following resolution : pavement accepted A resolution finally accepting the pavement and improvement of West Avenue from the north line of 6th street to the south line of 19th street. The resolution was read and adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Nays none. Approved . The ordinance was read the first time and a motion made to suspend the rule and place it on its second reading, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, The ordinance was read the second time, and a motion made to suspend the rule and place it on its third reading and final passage, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, The ordinance was read the third time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Nays none. --- Page break --- Councilman Haynes offered the following resolution: Be it resolved by the City Council of the City of Austin: That from the 1st day of March 1918,the portion of all unearned licenses in force at that date for the retailing of spiritous ,vineous or malt liquors be refunded to all such dealers who were left outside of the limits designated in the ordinance passed by the Council on December 20th 1917, wherein such liquors could be dispensed, the amount to be refunded in each case to be estimated and approved by the Assessor and Collector, and bill of same to be handed to the Supt of Receipts, Disbursements and Accounts for approval. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. December 21st 1917: All present: The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin: That the petition of J W Ebner for permission to erect an electric sign at the Plantation and Consumers Coffee Company ,202 West 6th street, and a similar sign at the Bon Ton Cafe ,609 Congress Avenue, be granted, subject to revocation at the will of this Council. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. The Mayor laid before the Council the following resolution : Resolved by the City Council of the City of Austin, Tex s: That 7th street in this City from Colorado street to Congress Avenue be ,and the same is hereby vacated from all vehicles passing ,stopping or standing on the same between the hours of 7 O'clock P M and 8 O'clock P M, of Saturday December 22nd 1917. This vacating of 7th street from traffic ,as hereinabove ordered ,is for the accommodation of people on foot who may wish to attend the Red Cross meeting to be held on 7th street between the hours of 7 O'clock P M and 8 O'clock P M, of tomorrow December 22nd 1917. Mayor Wooldridge presented An ordinance fixing andXXMMXX levying municipal taxes for the City of Austin, Texas, for the year.A D 1917. The ordinance was read the first time and passed under suspension of the rules by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Councilman Anthony nominated Walter Eyres to be Special Policeman ,without pay, which nomination was confirmed by the following vote: Yeas Mayor Wooldridge , Councilmen Bartholomew, Haynes & Powell 4 Not voting Councilman Anthony 1 --- Page break --- 98 December 22nd 1917: All present: Mayor Wooldridge offered the following resolution: Dam-fes Resolved by the City Council of the City of Austin, Texas: W-L-P-19-17 1. That the sum of two hundred and fifty ($ 250.00) dollars be trans-ferred from the appropriation in the budget for the year 1917,( for the Water ,Light and Power department of the City of Austin) " For damages caused by overflow of Dam,etc, to the appropriation in said budget "For printing ,Stationery and Postage". 2. That the further sum of two hundred anf fifty ($ 250.00) dollars be transferred from the above appropriation for " Damages caused by overflow ,etc," to the appropriation in said budget " For unloading Fuel" The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powel Nays none. December 24th 1917: All present: Geo. S. Iredell Mayor Wooldridge offered the following resolution : Ord. 45 Resolved by the City Council of the City of Austin, Texas: Hospital That the sum of two hundred and sixty four dollars and seventeen cents Architect ($ 264.17) be and the same is hereby appropriated out of the general [illegible] contingent fund of the City of Austin, Texas, to cover the bill of Geo S Iredall, Architect,for m king examination and report and estimates and plans in duplicate for remodeling the old City Hospital in this City. This bill is if upon the estimate cost of proposed work,which is $ 26,417.00. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Nays none. Approved, A P Wooldridge, Mayor. Mayor Wooldridge presented An ordinance authorizing the Mayor to accept A J Zilker a certain deed from A J Zilker conveying to the City of Austin certain Deed to Barton land including Barton Springs ,and to execute and deliver ten certain Springs promisory notes of said City in Payment therefor,and providing for the levy and collection of a tax annually sufficient to pay said notes and interest as the same mature. The ordinance was read the first time.. Zilker pr. Councilman Bartholomew moved that the proposition of Mr Zilker in this matter be recorded in full in the minutes of the Council,which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell Nays none. Ben Garcia The Mayor laid before the Council the following resolution : Fire Limits Resolved by the City Council of the City of Austin, Texas: That Ben Garcia ,whose place of business is 781 East 6th street in this City, be and he is hereby required to comply with the Fire Limits ordinance and to remove or build,under the direction of the Fire Chief and the Fire Marshal,his barbecue meat buildingnow located on said premises.
