129 .Regular meeting of the City Council : Austin, Texas, January 10, 1918: The Council was called to order by the Mayor : Roll called : Present Mayor Wooldridge,Councilmen Anthony, Bartholomew, Haynes & Powell 5 Absent none: The minutes of the last regular and subsequent recessed meetings were read and adopted: Reports dealer wts & measures approved - official 25th Aug. Reports of City Officers: The Mayor laid before the Council the report of the Inspector Weights & Measures, the Assessor & Collector,the Sexton, & the City Health Officer,which were read and filed: By Mayor Wooldridge, an ordinance prescribing a license fee for automobiles engaged in the business of carrying passengers for hire, and repealing all ordinances in conflict therewith. Ordinance: licenses for running automobiles for hire The ordinance was read the first time,and a motion made to suspend the rule and place it on its second reading,which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: The ordinance was read the second time, and a motion made to suspend the rule and place it on its third reading and final passage, which motion prevailed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: The ordinance was then read the third time and passed by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none: Mayor Wooldridge offered the following resolution : S-L: R.R.Co. assessment Whereas, the Board of Equalization ,by resolution,which they have failed to record, reduced the assessment of Lots 5 to 8 Block 19, City of Austin, Texas, owned by the International and Great Northern Railway Company,from thirty thousand ($ 30,000.00) to twenty eight thousand five hundred($ 28,500.00); and Whereas, S Thweatt,secretary of said Board, has so stated to the City Council as is set out in his attached Official statement, Now therefore, Be it resolved by the City Council of the City of Austin : That in view of the recommendation of said Board of Equalization,and in consideration of the reasonable assessment recommended of same , the ground value of Lots 5 to 8,Block No 19,City of Austin, Texas, and owned by the International and Great Northern Railway Company ,be and the same is here reduced from thirty thousand ( $ 30,000.00) dollars to twenty eight thousand five hundred ($ 28,500.00 ) dollars,and Be it further resolved by the City Council of the City of Austin : That the Assessor & Collector of this City is declared entitled to take credit on his Assessment rolls for the year 1917 in accordance with the term of this resolution. A S Cannady , 1919 W 30th street P W Kaiser, 1205 E 12th street Melvin Johnson, 1502 So Congress Avenue Henry W Allen, Littig, Texas Rufus B Wright, 2304 W 6th street. Wm R Compton Co. Bid for Bonds accepted January 14th 1918:All present: Mayor Wooldridge offered the following resolution: Whereas, William R Compton Investment Company of St Louis ,Missouri, has made a bid of date January 10th 1918, for fifty t ousand ($ 50.000.00 dollars Refunding School Bonds of the City of Austin, to be dated January 1,1918,of a denomination of one thousand ($ 1,000.00) dollars each ,to bear interest at the rate ed five per cent per annum,payable semi-annually and otherwise fully described in said bid; and Whereas, said bid is the best bona fide bid received for said bonds; therefore Be it resolved by the City Council of the City of Austin: That the bid of said William R Compton Investment Company for said bonds be and the same is hereby accepted and the Mayor of the City of Austin is hereby directed to deliver said bonds to said William R Compton Investment Company according to the terms of their said bid and upon compliance by them therewith. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, B artholomew, Haynes & Powell Nays none: Approved, A P Wooldridge, Mayor. Permit for refuse trough Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin : That a permit be and is hereby granted to the School of Millitary Aeronautics to build a trough ,or refuse container,about four or five fet feet high and four or five feet wideby twenty feet long along the side-walk line where the sidewalk and street come togethernorth of the Old Blind Institute building in this City. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none, Approved, A P Wooldridge, Mayor. Street preaching: Permit granted Application of the anti-prohibitionist for public speaking at the corner of Brazos and 6th streets on the 15th day of January ,was presented and permit granted by the following vote: Yeas Mayor Wooldridge, Councilmen Bartholomew, Haynes & Powell 4 Absent Councilman Anthony 1 --- Page break --- Anthony Meeks Sentenc suspended Mayor Wooldridge offered the following resolution: Resolved by the City Council of the City of Austin: That upon recommendation of the City Physician, the sentence heretofore imposed in the Corporation Court of the City of Austin, Tex A, against Anthony Meeks in cause NO 12657 for the offense of gaming, in which case the fine and cost amounted to $ 19.80, be and the same is hereby ordered to be suspended as to its enforcement during the good behavior of the said Anthony Meeks. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. Drivers license Cars January 16th 1918: All present: Councilman Anthony presented the following applications for drivers licenses service Cars: E L Jackson, 1303 Rosewood Avenue J O'Blomquist, 508 E 17th street Geo Quinton , 1206 # 5th street: Licenses were granted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Cadillac auto for the fire Dept Mayor Wooldridge offered the following resolution: Resolved by the City Council of the City of Austin: That the sum of Eight hundred ($800.00) dollars, be and the same is hereby appropriated as an emergency appropriation for the benefit of the Fire Dept of the City of Austin, Texas, for the year 1918, and made payable to Chas D Stephens , or his assigns, for the purchase of a four cylinder , five passenger Cadalao automobile to be used by the Chief of the Fire Dept of this City. The resolution was adopted by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor: American Surety & Casualty Co. Settlement Mayor Wooldridge offered the following resolution: Whereas, there is now pending in the District Court of Travis County, Texas, a suit styled the City of Austin vs. American Surety and Casualty Company , said suit being for taxes alleged to be due and owing by the defendant to the plaintiff for the years 1912 to 1916 inclusive, and aggregating the sum of $ 4,288.28, exclusive of interest and penalties. and Whereas, it being made to appear to the City Council of the City of Austin that there are certain errors in the assessments of the property of the defendant for said several years , and that the valuations placed upon its properties for said years is excessive and the Attorneys for the plaintiff and the defendant in said suits have checked up and calcu-lated the correct amount of taxes due and owing by said defendant to plaintiff for said several years , and have as ascertained said amount to be $ 2,200.00, and the City Council being satisfied that said account is a just and equitable sum now owing by it to the City of Austin for said years , as taxes on its properties at the reasonable assessed value thereof , now therefore, Be it resolved by the City Council of the City of Austin that the Attorneys for said City in said suit aforesaid be, and they are hereby authorized and empowered to agree and consent to an agreed judgement in said case for the sum of $2,200.00, in full satisfaction and settlement of all taxes against said defendant for the years 1912 to " --- Page break --- 132 .1915, inclusive, and said for in said suit. Be it further resolved that the tax collector of this City ,be and he is hereby authorized and empowered to credit and apportion said sum of $ 2,200.00, among the several yearsfor which taxes are sued for in said suit and to credit on his rolls and records the balance thereof shown to be due and owing by defendant as errors in assessment.
