Absent none: The minutes of the regular meetings of January 10th & 17th, 1918. and all subsequent recessed meetings were read and adopted: On motion one-half of the fine and costs assessed against Buster Anderson in the Recorders Court on a charge of Intoxication was remitted by the following vote: (handwritten, vertical) Buster Anderson Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 (handwritten) fine Nays none, Mayor Wooldridge offered the following resolution : Resolved by the City Council of the City of Austin, Texas: That the following rules be and the same are hereby adopted for the government and regulation of Oakwood Cemetery and Oakwood Cemetery Annex. (handwritten) Rules (handwritten) Oakwood Cem- (handwritten) Elm [illegible] Cemetery rules for Oakwood Annex. 1. All lots shall be held and used in accordance with the ordinances of the City of Austin and the bylaws and rules and regulations of Oakwood Cemetery and of Oakwood Annex now in force or hereafter adopted ,and lots shall not be used for any purpose than the burial of the human dead. 2. Lot holders shall not allow interments to be made upon their lots for a compensation; nor shall any transfer or assignment of any lot or interest therein be valid without the consent of the Mayor of the City of Austin first had and endorsed upon UNXMM such transfer or assignment and duly entered of record by the City Assessor & Collector of this City. 3. The corners of each lot will be permanently marked by the City of Austin. 4. No lot or parcel of ground shall be defined by any fence, railing, coping, hedge, embankment or ditch ,nor shall any seat ,rock-work or wire-work or any architectural object be erected ,except as hereinafter specified. 5. No lot or grave shall be decorated by its owner, or others interested therein, with any tree, shrub, flower or plant, or the trees or scrubs disturbed in any way without first obtaining the consent of the Supt of Parks and Public property. This does not ,however, include the placing of cut flowers on the graves. 6. No lot shall be filled above the established grade ,nor shall any construction be allowed which will interfere with the proper care of the lawns. 7. Mounds above graves shall not exceed in height two and one-half inches ,when thoroughly settled. 8. No advertisement of any kind whatever will be permitted within the cemetery. 9. The City of Austin reserves the right to remove from any lot anything that conflicts with therules and regulations. 10. The Supt of Parks and Public Property, through the Cemetery Sexton, has entire charge of the cemetery and he is authorized to enforce all rules, to maintain order, to overlook all workmen ,visitors and drivers and to expell those who disregard his orders. He is further authorized to inspect and refuse entrance to any and all materialswhen necessary, and to insist on the immediate removal of all trash and building material as soon as buildings or . --- Page break --- 138 . monuments are completed or erected or whenever,in his judgement, such removal becomes necessary or proper. 11. The City of Austin shall perpetually care for and maintain all roads,paths, vegetation and lots and grounds and all improvements and shrubbery,but the lot owners must care for and maintainall tablets,monuments or vaults erected on their lots. 12. All charges for interments ,graves,grading,excavations for vaults and other cemetery expenses must be paid for in advance. Monuments. 13. No monument or head tablet or other structure shall be placed upon any lot until a design of the same has been submitted and accepted and the location thereof on the lot approved by the Supt of Parks and Public Property.All work of whatever nature ,except the erection of monuments and head tablets,shall be done by the employees of the cemetery and under the direct supervision of the Supt of Parks and Public Property,or his representative. Funerals and interments. 14. When a burial is required,notice thereof,together with a permit from the City Health Officer,must be given to the Supt of Parks and Public Property,or his representative, at least four hours before the interment. The City in cases of burial,will require a record of the following particu-lars: Name of deceased,place of birth, date of birth,date of deceased,last res-idence,cause of death,name of nearest living relative and name of Undertaker This record will be tabulated and placed in the vaults of the City and will constitute a permanent record. 15. Any lot holder has the right to give permission by written order for the burial of the remains of others than his immediate family,but not for remuneration. 16. One interment only may be made in each grave. 17. Undertakers, drivers and all others employed at funerals are under the control and subject to the direction of the Supt of Parks and Public Property,or of the City Sexton,or his assistants. Receiving Tomb. 18. Bodies may be placed in the receiving tomb at all times,but the period during which they may be permitted to remain shall not exceed two months.The City of Austin reserves the right of interment or removal whenever it may appear necessary ,after forty eight hours notice to friend 19. When a body is to be deposited in the tomb,a permit, as in case of an interment ,must be obtained from the City Health Officer. 20.The remains of any person dying from any contagious disease will not be permitted in the receiving tomb. 21. Before the deposit of any body in the receiving tomb there shall be paid to the City Treasurer for each body so deposited the sum of ten (10.00) dollars. If removed within one month there will be allowed $5.00, and if a family lot is purchased within fifteen days ,there will be allow-ed $ 10.00 on the purchase price of lot and burial.Lot owners are only required to pay a fee of $ 5.00 for the use of the receiving tomb. --- Page break --- ..subject to the provisions of this section after thirty days and for two months the monthly fee, which is payable in advance,will be $ 2.00. and when payment ceases,bodies must be removed and interred. Visitors. 22.Gates are open at all reasonable hours for visitors. 23. All persons are prohibited from gathering flowers or breaking any tree,shrub or plant,or writing upon or defacing any monument,fence or other structure,in or belonging to the cemetery. 24. No person will be permitted to bring refreshments into the cemetery,and no firearms orother assemblies other than funeral will be allowed. 25. No fast driving will be allowed within the grounds and horses must not be left unattended within the cemetery and no hitching ai permitted. 26. Persons accompanied by dogs ,or carrying fire arms will not be admitted to the cemetery.Traffic vehicles and omnibuses will not be admitted. 27. Visitors are reminded that the grounds are sacredly devoted to the interment of the dead,and a strict observance of proper decorum will be required of all.The Officers and agents of the City are authorized and directed to remove all persons who may commit any indecorum or violate any of the rules. ✔ fixing date of The Mayor laid before the Council ,an ordinance to be entitled an ordinance fixing 5 % to tax penalty the date at which the five per cent penalty for non-payment of Municipal taxes shall accrue,and repealing all ordinances and parts of ordinances in conflict herewith, which ordinance was read the first time on the 17th day of January 1918,and laid over. January 25th 1918: All present; Mayor Wooldridge offered the following resolution : Be it resolved by the City Council of the City of Austin,Texas: That the sum of $ 50.00,be and the same is hereby appropriated,as an emergency S.R. Fulmore appropriation , for the purpose of refunding to S R Fulmore monies advanced by him for Refund the purpose of making a sewer extension in College Court. The resolution was adopte by the following vote: Yeas Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes & Powell 5 Nays none. Approved, A P Wooldridge, Mayor. January 25th,1918: All present: Mayor Wooldridge offered the following resolution: Be it resolved by the City Council of the City of Austin,Texas: That the sum of three hundred sixty seven dollars and fifty cent ($ 367.50) be and Common & Collector's the same is hereby appropriated out of the general fund of the City of Austin,Texas, for Office: appro. for pay for labor in the Assessors & Collectors Office for the month of January 1918: Jan 1918. This appropriation will be taken care of in the budget for the City of Austin for the year 1918.
