159 REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, January 31, 1918. The meeting was called to order by the Mayor. Roll call showed the following present: Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell. Absent, none. J. A. Warren, 2nd Asst. City Clerk Mayor Wooldridge nominated J. A. Warren to be Second Assistant City Clerk, to act during the illness of Jno. O. Johnson, City Clerk. Said nomination was confirmed by the following vote: Yeas--Councilmen Anthony, Bartholomew, Haynes, and Powell, 4; Mayor Wooldridge not voting. Councilman Bartholomew moved that on account of the sickness of Mr. Johnson, City Clerk, the reading of the minutes of the previous meeting be dispensed with. Said motion prevailed by a vote of 5 yeas. Mrs. M. Z. King Poverty of Mexicans Mayor Wooldridge, and Mrs. M. Z. King, Secretary of the United Charities, discussed at length the conditions of poverty and squalor found in an old dwelling, known as the Swisher house, in which 42 persons, representing 9 families of Mexicans, reside. Bd. of Water Engineers: Notice of hearing The Mayor read a notice from the State Board of Water Engineers of a hearing relative to 3 applications for diversion of water from the Colorado river, to be held Feb. 25, before that body. Fire Insurance Agents: Reports The Mayor reported having received reports from all Austin fire insurance agents showing, for the year 1917, net premiums collected amounting to $175,274, and net losses amounting to $50,494. R. C. Stovall: Drivers license The Mayor laid before the Council the application of R. C. Stovall for driver's license, which was granted by a vote of 5 yeas. The Council then adjourned. J. A. Warren 2nd Asst. City Clerk SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, February 2, 1918. The Council was called to order by Mayor Wooldridge. Roll call showed the following present: Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell. Absent, none. A. L. Deisen Special Policeman Councilman W. B. Anthony nominated A. L. Deisen to be a Special Policeman without pay. The nomination was confirmed by the following vote: Yeas--Mayor Wooldridge, Councilmen Bartholomew, Haynes, and Powell, 4; Councilman Anthony not voting. Mayor Wooldridge laid before the Council the following Resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That in consideration of the fact that Olley Childress had, at the request of the jury which convicted him, agreed to enlist in the United States army, the fine and costs aggregating $68.80 which were assessed against him in the Corporation Court of the City of Austin, Texas, on Jan. 9, 1918, in Cause No. 12642, be and the same are hereby remitted. The Resolution was adopted by the following vote: YeasMayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell, 5; nays, none. APPROVED, Feb. 2, 1918: A. P. Wooldridge, Mayor. --- Page break --- Laborers' Daily wages $2.20 The Mayor offered the following Resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS : That the daily wage of the day laborers in the employment of the City of Austin, Texas, be and the same is hereby fixed at the price of Two Dollars and Twenty Cents ($2.20) per day of eight (8) hours work. The Resolution was adopted by the following vote: Yeas--Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell, 5; nays, none. APPROVED, Feb. 2, 1918: A. P. Wooldridge, Mayor. The Council then adjourned. J. A. Warren 2nd. Asst City Clerk. SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, February 6, 1918. The Council was called to order by Mayor Wooldridge: all members present. J.A. Warren City Clerk The Mayor nominated J. A. Warren to be City Clerk, succeeding Jno. O. Jehnsen, deceased.
