Councilman Haynes offered the following resolution: Whereas, the operation of the motor truck recently purchased for the use of the Sanitary Department has enabled the work of the department to be prosecuted with the use of fewer mules than have been heretofore used, and the cost of feed being very high, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That H. L. Haynes, the Superintendent of said department, be and is hereby authorized to sell two old mules of the department for the sum of Two Hundred and Fifty ($250.00) Dollars, the sum offered by Mr. John Wear. The Council was called to order by the Mayor, the following members being present: Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell, 5; absent none.
The Mayor read the following call for a special meeting: To the Members of the City Council, Gentlemen: You, and each of you, are hereby notified that there will be a special meeting of the City Council in the Mayor's office, in the City Hall, on this Friday, June 21, 1918, at 2 o'clock P. M. for the purpose of considering all matters pertaining to the issue of $100,000.00 of City of Austin Sewer Bonds that may be necessary, and also such other matters as may come before the Council. Witness my official signature this the 21st day of June, 1918. (Signed) A. P. Wooldridge, Mayor. The following report of the City Clerk was then read: Austin, Texas, June 21, 1918. The Hon. Mayor and City Council, City of Austin, Texas. Gentlemen: In obedience to the City Charter, I have the honor to report the following as the vote by wards in the election held on June 18, 1918, for the authorization of an issue of $100,000.00 of sewage disposal plant bonds: Ward No. 1: For the bonds, 47; against, 11; one vote invalid. Ward No. 2: For the bonds, 48; against, 10. Ward No. 3: For the bonds, 167; against, 23; three votes thrown out as invalid. Ward No. 4: For the bonds, 144; against, 28; one vote invalid. Ward No. 5: For the bonds, 70; against, 20. Ward No. 6: For the bonds, 39; against, 14. Ward No. 7: For the bonds, 62; against, 18. The Mayor laid before the Council the following resolution: Whereas, at a meeting of the City Council of the City of Austin, Texas, held on the 21st day of June, 1918, the same being a special meeting of said Council, came on to be considered the returns of an election held on the 18th day of June, 1918, to determine whether or not the City Council of the City of Austin be authorized to issue bonds of said city and to annually levy a tax sufficient to pay the interest on said bonds and to create a sinking fund of at least two (2) per cent of the principal of said bonds and sufficient to redeem said bonds at maturity, as follows: In the sum of One Hundred Thousand ($100,000.00) Dollars for the purpose of constructing and installing a sewage disposal plant for the City of Austin, payable as follows: Twenty-five Hundred ($2500.00) Dollars each year for forty (40) years after their date, said bonds to bear interest at the rate of five per cent (5%) per annum from their date, payable semi-annually, and Whereas, it appearing that said election was on said date in all respects lawfully and properly held, and that the returns of said election were duly and legally made and that there were cast at said election the following votes: For the issuance of sewage disposal plant bonds, 577 votes. Against the issuance of sewage disposal plant bonds, 124 votes. And, Whereas, it appearing that the issuance of said bonds received the consent of more than two-thirds of the votes cast at said election; therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: Section 1. That it is hereby ordered and declared that the proposition to issue said Sewage Disposal Plant Bonds and to levy taxes therefor was sustained by a two-thirds majority of the qualified property tax payers voting at said election, and that the City Council of the said City is authorized to issue said bonds and to levy and have assessed and collected said taxes. 2. It is directed that the City Clerk be and he is hereby instructed to enter these proceedings in the minutes of the City Council. Approved: J. Bouldin Rector, City Attorney. Passed June 21, 1918. On motion duly made and seconded, the resolution was passed by the following vote: Yeas, Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell, 5; nays none. The Mayor then laid before the Council "An ordinance authorizing the issuance of bonds for the purpose of constructing and installing a sewage disposal plant for the City of Austin, and providing for the levy and collection of a tax sufficient to pay the interest on said bonds and to create a sinking fund of at least two per cent of the principal of said bonds and sufficient to redeem them at maturity." The ordinance was read the first time, after which the Mayor moved the suspension of the rule and the placing of it on its second reading. The motion pre- vailed by the following vote: Yeas, Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell, 5; nays none. The ordinance was then read the second time and the Mayor moved a further suspension of the rule and the placing of it on its third reading, which motion

When the ordinance had been read the third time the Mayor moved its final passage, the motion prevailing by the following vote: Yeas, Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell, 5; nays none. SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, June 25, 1918.
The Council met with all members present. The Mayor laid before the Council the following resolution: Whereas, on or about the 4th day of October, 1917, there was assessed against the Central Trust Company a tax of approximately $700.00 on certain securities deposited in the State Treasury by said Central Trust Company; and Whereas, the City Council of the City of Austin, Texas, has been advised by its City Attorney and special counsel that said securities deposited with the State Treasurer by the Central Trust Company were not subject to taxation by the City of Austin, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That said assessment is hereby cancelled and set aside and the City Clerk is hereby requested to notify the Central Trust Company of San Antonio, Texas, of our action. The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the sum of $218.85 be and the same is hereby appropriated out of the Cost and Damage Fund in the budget of the General Street Department of this city in payment in full of all claims of every character and description made by E. J. Palm for damages, real and asserted, to his property at the corner of West 14th street and West avenue in this city, said damages, real and alleged, to said property growing out of the paving of West avenue in front of the said E. J. Palm's property at the corner of West avenue and West 14th street in this city. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, June 25, 1918: A. P. Wooldridge, Mayor.
