22 REGULAR MEETING OF THE CITY COUNCIL; Austin, Texas, July 11, 1918. The Council was called to order by the Mayor. Roll call showed the following present: Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell, 5; absent none. The minutes of July 5 and subsequent meetings were read and approved by a vote of 5 yeas, no nays. The June reports of the City Sexton, the Fire Chief, and the Police Chief were read and ordered filed. The June report of the Negro Welfare Committee also was presented by members of the committee and read. On motion of the Mayor, the request of A. R. Pena for remission of a fine for assault was declined by a vote of 5 yeas, no nays. This action was taken after hearing a statement by A. S. Phelps, Assistant City Attorney. A letter from Wiley Blair, State Fuel Administrator, was read advising the inauguration of the so-called "skip-stop" system by the Austin street railway as a fuel conservation measure. The Mayor stated that he had referred the question to the president of the local street railway, who was expected to work out a system of stops in conformity with Mr. Blair's suggestions. Another letter from Mr. Blair, relative to the possible utilization of power generated by the Austin dam, was read, and a discussion of the present situation as respects the dam was gone into by the members of the Council and others present, including Guy A. Collett, receiver, M. M. Shipe, A. C. Baldwin, George S. Iredell (representing C. Frank Doebler), and others. The Mayor laid before the Council the applications for public service car licenses of Joseph W. Brown, 4511 Avenue F, Maxwell car, No. 220550; and Austin Barber, 1513 West Nineteenth street, Hudson car, No. 144071; both of which were granted by a vote of 5 yeas, no nays. The Mayor offered the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: Whereas, by deed dated November 27th, 1878, and recorded in Book 43, Pages 31 to 32 of the Deed Records of Travis County, Texas, Fred Sterzing, Tax Collector of the City of Austin, conveyed to said City of Austin all the right, title and interest of Wm. McDonald in and to two-thirds (2/3) of Lot 7 in Block 111 of the City of Austin, County of Travis, State of Texas, on account of taxes due said City for the year 1877; and, Whereas, all of the taxes due the City of Austin as aforesaid have been fully paid; and, Whereas, said property is now owned by the Young Women's Christian Association of Austin, Texas; Therefore, be it resolved that A. P. Wooldridge, Mayor of said City, be and he is hereby authorized and directed to execute to the Young Women's Christian Association of Austin, Texas, a quitclaim deed to said premises. The resolution was adopted by the following vote: Yeas, Mayor Wooldridge, Councilmen Anthony, Bartholomew, and Haynes, 4; nays none; Councilman Powell being out of the room when the vote was taken. APPROVED July 11, 1918: A. P. Wooldridge, Mayor. The Mayor read a petition signed by 19 policemen, after which he offered the following resolution: --- Page break --- RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the petition of a considerable percentage of the Austin police force for semi-monthly, instead of monthly, pay days for the Police Department be and the same is hereby granted. This action is taken by reason of the greatly increased cost of living and the extraordinary demands made upon all citizens by the war. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED July 11, 1918; A. P. Wooldridge, Mayor. The Mayor read to the Council a letter from the William R. Compton Company, of St. Louis, relative to their intention of bidding on the city's forthcoming issue of $100,000 of sewage disposal plant bonds; also a letter from Major B. K. Yount relative to the desirability of tarviating the streets surrounding the School of Military Aeronautics. He laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of $56.82 be and the same is hereby appropriated out of the General Contingent Fund of this city and made payable to the Water and Light Department, for 390 feet of 2-inch pipe purchased from the said Water and Light Department by the Sanitary Department of this city. The resolution was passed by a vote of 5 yeas, no nays. APPROVED July 11, 1918; A. P. Wooldridge, Mayor. The Mayor laid before the Council "An ordinance authorizing the issuance of bonds for the purpose of constructing and installing a sewage disposal plant for the City of Austin, and providing for the levy and collection of a tax sufficient to pay the interest on said bonds and to create a sinking fund of at least two per cent of the principal of said bonds and sufficient to redeem them at maturity, and repealing an ordinance passed June 21, 1918." The ordinance was read the first time and laid over. The Council then adjourned. V.E. Martin City Clerk SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, July 12, 1918. The Council met with all members present. The Mayor laid before the Council the following applications for public service car licenses: Mrs. H. H. Leonard, 1101 Trinity street, Kissell, No. 133445; M. A. Anderson, 1812 Washington avenue, Republic truck, No. 131930; and J. M. Meredith, 3912 Avenue F, Mitchell, No. 132436.
