28 SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, July 25, 1918. Derrick P. [illegible] [illegible] The Mayor laid before the Council applications for public service car licenses as follows: Will Wilson, 76 East avenue, Ford, No. 217283; Isaiah Owens, 1005 Westlyn street, Ford, No. 235765; Haywood Clemons, 911 San Marcos street, Ford (Motor) No. 637982; Oscar Bouldin, 500 Waller street, Ford, No. 246009; Edward H. Bryant, 2001 East Twelfth street, Ford, No. 132855; John Slaughter, RFD No. 2, Creedmoor, Ford, No. 188211. All were granted by a vote of 5 yeas, no nays. V.E. Mandal City Clerk REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, July 25, 1918. The Council was called to order by the Mayor. Roll call showed the following present: Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell, 5; absent none. The minutes of July 18 and subsequent meetings were read and approved by a vote of 5 yeas. Councilman Anthony offered the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: Wm Johnson fine That the fine and costs, amounting to $19.80, assessed against William Johnson for gaming, in Cause No. 12961, Corporation Court of the City of Austin, be and the same are hereby remitted. This action is taken in consideration of the fact that the said William Johnson assisted the prosecution by giving testimony in a number of like cases, and because of other favoring circumstances. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, July 25, 1918: A. P. Wooldridge, Mayor. Queen Theatre Sign By a vote of 5 yeas, on motion of the Mayor, permission was granted to Billy Ebner to erect an illuminated sign, in accordance with specifications submitted, in front of the Queen Theatre, 700 Congress avenue. Report, read & The report of the City Sanitary Inspector for May and June, also the reports of the Municipal Nurse and the Secretary of the United Charities for June, were read and ordered filed. The June reports of R. H. Cousins, agent in charge of the United States Employment Bureau, and the Engineering, Street and Sanitary Sewer Departments were read and ordered filed. The Mayor read to the Council a letter from Dr. L. W. Payne, Jr., chairman of summer school lectures, expressing the thanks of the University Summer School students and faculty for a band concert given by the City Government on the University campus. E. L. Lockwood W. C. Hart resignation Councilman Anthony submitted the resignations of E. L. Lockwood and W. C. Hart as hosemen in the Fire Department. The resigna- tions were accepted by a vote of 5 yeas, no nays. --- Page break --- 29 Hosemen. Mr. Anthony then nominated John Woody and Frank Johnson to be Woody + Frank Johnson hosemen. Each of the nominations was confirmed by a vote of 4 yeas, no H. off roll nays; Councilman Anthony not voting. The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That upon the recommendation of the Mayor, and at the request Blacksmith of the Superintendent of Receipts, Disbursements and Accounts of the Salary City of Austin, Texas, the salary of the blacksmith and general repair increase man for the Sanitary Department of the City of Austin, Texas, be and the same is hereby increased from $80.00 to $85.00 per month for the six months of the year 1918 beginning July 1st, 1918, and BE IT RESOLVED FURTHER: That the sum of Thirty Dollars ($30.00) be and the same is hereby appropriated out of the unexpended appropriation for salaries of two men for extra work for six months for the Sanitary Department to cover the increased salary of said blacksmith and general repair man. The resolution was passed by a vote of 5 yeas, no nays. APPROVED, July 25, 1918: A. P. Wooldridge, Mayor. The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That upon the recommendation of the Mayor, and at the request of Transfer in the Superintendent of Receipts, Disbursements and Accounts, the sum of Sanitary Dept. Four Hundred and Eighty Dollars ($480.00) be and the same is hereby transferred from the appropriation of Seven Hundred Eighty Dollars ($780.00) in the budget of the Sanitary Department for the year 1918 for the pay of two extra men for six months services at the pay of the salary of the assistant inspector of the Sanitary Department for six months, at the rate of Eighty Dollars ($80.00) per month. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, July 25, 1918: A. P. Wooldridge, Mayor. The Mayor offered the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That upon the recommendation of the Mayor, and at the request of the Superintendent of Parks and Public Property of the City of Austin, Texas, the budget of the City for the Water, Light and Power Department of the City of Austin, Texas, for the year 1918 be and the same is hereby Salary amended so that beginning July 1st, 1918, the following increases in increase salaries shall be made: W + L. P Dept The salary of the chief engineer shall be increased Ten Dollars ($10.00) per month; The salary of the assistant engineer shall be increased Ten Dollars ($10.00) per month; The salary of the pump foreman shall be increased Ten Dollars ($10.00) per month; The salaries of three dynamo tenders shall be increased Ten Dollars ($10.00) per month each; The salaries of four pump tenders shall be increased Ten Dollars ($10.00) per month each; --- Page break --- 30 The salary of one general repair man shall be increased Ten Dollars ($10.00) per month; The salary of one lineman shall be increased Ten Dollars ($10.00) per month; The salary of one lineman with wagon shall be increased Seven Dollars and Fifty Cents ($7.50) per month, and BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of Seven Hundred Sixty-five Dollars ($765.00) be and the same is hereby transferred from the surplus and unappropriated funds in the Water and Light Department to cover the in- creased salaries provided for in the first section of this resolution. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, July 25, 1918: A. P. Wooldridge, Mayor. Joseph Levi garage The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That Joseph Levi be and he is hereby granted permission to erect an ironclad garage on his premises at 409 East Seventh street. This permit is granted subject to revocation at the pleasure of the City Council. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, July 25, 1918: A. P. Wooldridge, Mayor. Prices of ice in other cities The Mayor read letters from officials of various Texas cities, sent in reply to letters of the Austin Sealer of Weights and Measures, relative to the prices charged for ice in those cities. In nearly all cases the prices given appeared somewhat lower than those prevailing in Austin. There was a general discussion of the local ice situation, including overcharges and short weights, but definite action was deferred. Complaint of Julius Seaholm A letter from B. B. Foster of the musicians' union complaining of Julius Seaholm (to whom the contract for summer band concerts was let) was read by the Mayor. Service car licenses Applications for public service car licenses, as follows, were laid before the Council and granted by votes of 5 yeas, no nays: August Free, 902 East Fourteenth street, Ford, No. 131915; Tom H.
