50 REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, August 29, 1918.
The Council was called to order by the Mayor. Roll call showed the following present: Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell, 5; absent none. The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the resolution passed by the City Council on August 27th, 1918, cancelling the assessment for taxes of certain securities alleged to have belonged to the Atlantic Life Insurance Company of Rich- mond, Virginia, for the years 1911, 1912 and 1913 be and the same is hereby amended so as to show that the securities alleged in said resolution to be the property of the Atlantic Life Insurance Company of Richmond, Virginia, for the years 1911, 1912 and 1913 were in fact for said years 1911, 1912 and 1913 the property of the American National Life Insurance Company of Lynchburg, Virginia, which company subsequent to the year 1913 was absorbed by the Atlantic Life Insurance Company of Richmond, Virginia, and that when taking over the assets of said American National Life Insurance Company of Lynchburg, Virginia, the Atlantic Life Insurance Company also assumed its liabilities. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, August 29, 1918: A. P. Wooldridge, Mayor. The Mayor laid before the Council "An ordinance to authorize the Houston & Texas Central Railroad Company and the International & Great Northern Railway Company to extend, remove, relocate, construct and reconstruct certain tracks on Third street and across Congress avenue in the City of Austin, for the purpose of unification of terminal service as desired by the United States Government, subject to the con- ditions and limitations expressed in this ordinance." The ordinance was read the second time (it having been read the first time on August 22), and the Mayor moved a suspension of the rule and the placing of the ordinance on its third reading. The motion prevailed by the following vote: Yeas, Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell, 5; nays none. Upon the third reading of the ordinance, the Mayor moved its final passage, the motion prevailing by a vote of 5 yeas, no nays. The Mayor then laid before the Council "An ordinance to authorize the International and Great Northern Railway Company and the Houston and Texas Central Railroad Company to extend, remove, relocate, construct and reconstruct their railroad track in and along Fourth street and in and across Sabine street, in the City of Austin, for the purpose of unification of terminal service as desired by the United States Government, subject to the conditions and limitations expressed in this ordinance." Having been read the first time on August 22, 1918, this ordinance was read the second time, and the Mayor moved its third read- ing under suspension of the rule, the motion carrying by the following vote: Yeas, Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell, 5; nays none.

Upon the third reading of the ordinance, the Mayor moved its final passage, the motion prevailing by a vote of 5 yeas, no nays. The Mayor laid before the Council "An ordinance authorizing, empowering and instructing the Mayor of the City of Austin to enter into a contract with J. Ben Stoner for the purpose of installing a unit system of ascertainment and equalization of real estate values, for the use of the Tax Assessor and Collector, Board of Equalization and City Council of said city, substantially to the effect and in the terms contained in this ordinance; and making an appropriation." The ordinance was read the first time and laid over. A report by C. E. Leonard, City Engineer, upon a survey of two routes for the laying of sewer mains to Penn Field, south of the city, was read. The resignation of Ben F. Wright as Cashier of the Water and Light Department was read to the Council, as follows: Austin, Texas, August 27, 1918. Hon. E. C. Bartholomew, Superintendent of Parks and Public Property, Austin, Texas. Ben F. Wright Resignation Dear Sir: I hereby tender my resignation as Cashier of the Water, Light and Power Department, effective September 1st, 1918, on account of having accepted a position with the American National Bank of this city. In doing so, I wish to express my appreciation of the many courtesies extended to me by yourself, Mayor Wooldridge and the other members of the Council during my nine years of service in this department. In this connection, I respectfully request an audit of my books and accounts, and if found correct, ask that a certificate be issued me, showing same. Very respectfully, (Signed) Ben F. Wright, Cashier. Mr. Bartholomew moved that the resignation be accepted, with the genuine regret of the Council. The motion carried by a vote of 5 yeas Res. Mayor's denial of appeal 1918 and no nays. The Mayor offered the following resolution: Whereas, on the 15th day of August, 1918, the City Council for the reasons stated in the resolution at that day passed by the City Council, revoked the permit to Sid Lock to drive Public Service Cars Nos. 38 and 39; and Whereas, the action taken by the City Council in the revocation of said permits was largely induced at the insistence of Captain L. Theo. Bellmont of the School of Military Aeronautics situated in this city and the prosecuting witness in the case against the said Sid Lock; and Whereas, the said Captain L. Theo. Bellmont has come before the City Council and requested for good and sufficient reasons apparent unto him, and stated to the City Council, which reasons appear good and sufficient to the City Council, that the action of the City Council in re- voking the permit to the said Sid Lock to drive Public Service Car No.

Now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the resolution passed on the 15th day of August, 1918, cancelling the permit to the said Sid Lock to drive said Public Service Cars Nos. 38 and 39 be reconsidered and revoked so far as Pub- lic Service Car No. 38 is concerned, and which Public Service Car No. 38 is hereby reinstated in its right to be operated as a public service car in this city under the terms of the original permit granted to the said Sid Lock, owner of same. It is, however, expressly stipulated that no additional permit or permits will be granted to the said Sid Lock to drive any additional public service car, over and above Public Service Car No. 38, during the balance of the calendar year 1918. The resolution was adopted by a vote of 4 yeas, no nays; Councilman Anthony not being present when the vote was taken. APPROVED, August 29, 1918: A. P. Wooldridge, Mayor. The Council then adjourned.

SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, August 31, 1918.
The Council met with all members present. Councilman Anthony A. P. Barnes nominated A. P. Barnes to be a special policeman without pay. The Special Policeman nomination was confirmed by the following vote: Yeas, Mayor Wooldridge, Councilmen Bartholomew, Maynes, and Powell, 4; Councilman Anthony not voting. The Council then adjourned.
