66 Miss Coronak K. Owens Special Police man REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, Sept. 19, 1918. The Council was called to order by the Mayor, roll call showing all members present. The minutes of Sept. 12 and subsequent meetings were read and approved by a vote of 5 yeas, no nays. Councilman Anthony nominated Miss Coronal Thomas, girls' protective worker, to be a special policeman without pay. The nomination was confirmed by the following vote: Yeas, Mayor Wooldridge, Councilmen Bartholomew, Haynes, and Powell, 4; Councilman Anthony not voting. Amending Junk Ordinance The Mayor laid before the Council "An ordinance amending an ordinance entitled an ordinance "Regulating the business of junk dealers and declaring penalties for the violation thereof."" The ordinance was read the first time, after which reading the Mayor moved a suspension of the rule and the placing of it on its second reading. The motion prevailed by a vote of 5 yeas, no nays. After its second reading, the Mayor moved a further suspension of the rule and the placing of the ordinance on its third reading. This motion also carried by a vote of 5 yeas, no nays. The ordinance was then read the third time and the Mayor moved its final passage, the motion prevailing by the following vote: Yeas, Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell, 5; nays none. The Council then adjourned. J. S. Martin City Clerk SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, Sept. 20, 1918. The Council met with all members present except Councilman Anthony. The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That D. D. Heath be and he is hereby authorized to erect under the supervision of the City Engineer a fence at the south end of Waller street above the river bluff at a point about two blocks below Clairmont avenue. This permit is given to the said D. D. Heath to erect said fence as a protection against depredators for sand and gravel on the sand beach which he has leased of the State of Texas on the north side of the Colorado river extending eastwardly from East avenue, and known as the State Reserve, and BE IT RESOLVED FURTHER: That this permit is revocable at any time in the pleasure of the City Council.
