66 REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, Sept. 19, 1918. The Council was called to order by the Mayor, roll call showing all members present. The minutes of Sept. 12 and subsequent meetings were read and approved by a vote of 5 yeas, no nays. Councilman Anthony nominated Miss Coronal Thomas, girls' Miss Coronal Thomas protective worker, to be a special policeman without pay. The nomination was confirmed by the following vote: Yeas, Mayor Wooldridge, W. Wooldridge Councilmen Bartholomew, Haynes, and Powell, 4; Councilman Anthony not voting. Special Policeman The Mayor laid before the Council "An ordinance amending an ordinance entitled an ordinance "Regulating the business of junk dealAmending junk dealer ordinance ers and declaring penalties for the violation thereof." The ordinance was read the first time, after which reading the Mayor moved a suspension of the rule and the placing of it on its second reading. The motion prevailed by a vote of 5 yeas, no nays. After its second reading, the Mayor moved a further suspension of the rule and the placing of the ordinance on its third reading. This motion also carried by a vote of 5 yeas, no nays. The ordinance was then read the third time and the Mayor moved its final passage, the motion prevailing by the following vote: Yeas, Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell, 5; nays none. The Council then adjourned. V. J. Martin City Clerk SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, Sept. 20, 1918. The Council met with all members present except Councilman Anthony. The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That D. D. Heath be and he is hereby authorized to erect under D. D. Heath the supervision of the City Engineer a fence at the south end of Waller street above the river bluff at a point about two blocks below Clairmont avenue. This permit is given to the said D. D. Heath to erect said fence as a protection against depredators for sand and gravel on the Sand & gravel sand beach which he has leased of the State of Texas on the north side of the Colorado river extending eastwardly from East avenue, and known as the State Reserve, and BE IT RESOLVED FURTHER: That this permit is revocable at any time in the pleasure of the City Council. The resolution was adopted by a vote of 4 yeas, no nays. APPROVED. Sept. 20, 1918: A. P. Wooldridge, Mayor. --- Page break --- 67 THE Mayor offered the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the sum of three hundred fifty-one Dollars and twelve Cents ($351.12) be and the same is hereby appropriated out of the General Contingent Fund of the City of Austin, Texas, to pay the Finley Method Com- pany for applying a coat of tarvia around the School of Military Aeronautics in this city, being two thousand five hundred and eight feet (2,508 ft.) in length by eighteen feet (18 ft.) in width, or five thousand sixteen square yards (5,016 sq. yds.) of tarvia, which at 7ยข per square yard amounts to $351.12, the amount of this appropriation. The resolution was adopted by a vote of 4 yeas, no nays. APPROVED, Sept. 20, 1918: A. P. Wooldridge, Mayor. Appo. for Tarvia on Done R The Mayor presented the application of W. T. Patton, 2110 Oldham street, for public service car license on his Jeffrey car (motor No. W. T. Patton service car license. 89841), which was granted by a vote of 4 yeas, no nays. Mr. Anthony now present. Councilman Anthony nominated W. W. Gilbert to be a special policeWm Gilbert special policeman man without pay (at the State Insane Asylum). The nomination was confirmed by the following vote: Yeas, Mayor Wooldridge, Councilmen Bar- tholomew, Haynes, and Powell, 4; Councilman Anthony not voting. The Council then adjourned. S. Waite City Clerk SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, Sept. 21, 1918. The Council met with all members present. There was laid before the Council the application of Samuel W. Pettus, 4311 Avenue G, for public service car license on his Ford car Samuel W Pettus Service car license. No. 0, which was granted by vote of 5 yeas, no nays. The Mayor offered the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That beginning October 1st, 1918, the daily wage of the day laborers in the employment of the City of Austin, Texas, be and the same is wages of Laborers fixed at # 2.50 hereby fixed at the price of two Dollars and Fifty Cents ($2.50) for a day of eight (8) hours' work. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, Sept. 21, 1918: A. P. Wooldridge, Mayor. The City Clerk reported that petitions had this day been filed by Joseph Stumpf, Francis Fischer, J. B. Nitschke and Max Davis, asking that Petition for Referendum on Unit System the ordinance passed Sept. 12 authorizing the Mayor to contract with J.
