SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, Sept. 28, 1918.
The Council met with all members present. The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: 140,435 congr[illegible] [illegible] That in consideration of the military parade which is to pass up and down Congress avenue from the Capitol to the River bridge in honor of the Fourth United States Liberty Loan, Congress avenue from First to Eleventh streets is hereby ordered to be vacated of all vehicles moving or standing from 1:30 P. M. to 3:30 P. M. of this Saturday, September 28th, 1918, and RESOLVED FURTHER: That the Police Marshal of this city be and he is hereby instructed to vigorously enforce the provisions of this resolution. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, Sept. 28, 1918: A. P. Wooldridge, Mayor. The Mayor offered the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: Proceeds of $100.- 000 of S.D. appropriated to building sew- age disposal plant That the sum of One Hundred Thousand Dollars ($100,000.00), the same being the proceeds of the sale of $100,000.00 of Austin's Sewage Disposal Plant Bonds, less accrued interest thereon from July 1st, 1918, and amounting to $1,180.55, be and the same is hereby appropriated out of the funds to the credit of the Sanitary Sewer Fund of this city to the exclusive purpose of building a sewage disposal plant for this city. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, Sept. 28, 1918: A. P. Wooldridge, Mayor. There was laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: Transfer of $1180.55 Sanitary Sewr fund to I. & S. fund That the sum of One Thousand One Hundred Eighty Dollars and Fifty-five Cents ($1,180.55) now standing in the Sanitary Sewer Fund of this city and representing accrued interest on $100,000.00 of Austin's Sewage Disposal Plant Bonds accrued since July 1st, 1918, be and the same is hereby transferred to the Interest and Sinking Fund account of this city. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, Sept. 28, 1918: A. P. Wooldridge, Mayor. The Mayor offered the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: Transfer of $982.00 Sanitary Sewr fund to Genl fund That Nine Hundred Eighty-two Dollars ($982.00), the same being expenses paid to H. A. Wroe, purchaser, in connection with the purchase of $100,000.00 of Austin's Sewage Disposal Plant Bonds, and heretofore advanced to the said H. A. Wroe out of the General Contingent Fund of this city, be and the same is hereby appropriated out of the Sanitary Sewer Fund of this city and directed to be credited to the General Contingent Fund of this city. 72 BE IT FURTHER RESOLVED BY THE CITY COUNCIL: That the sum of Forty-five Dollars ($45.00) out of the salary of the General Secretary of the United Charities of this city for the months of October, November and December, 1918, be and the same is hereby withdrawn from the salary of said General Secretary of the United Charities and hereby credited to the salary of the Assistant Secretary of the United Charities for the months of October, November and December, 1918. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, Sept. 28, 1918: A. P. Wooldridge, Mayor. Councilman Haynes offered the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the assessment of an automobile against H. P. Atkinson for taxes of the year 1917 be and the same is hereby reduced from $550.00 to $350.00. See attached affidavit as the basis for this resolution. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, Sept. 28, 1918: A. P. Wooldridge, Mayor. The Council then adjourned.

The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the assessment of a Buick automobile against R. W. Harrell for the year 1917 is hereby reduced from $350.00 to $200.00. See attached affidavit as the basis for this resolution. The resolution was passed by a vote of 4 yeas, no nays. APPROVED, Sept. 30, 1918: A. P. Wooldridge, Mayor. The Council then adjourned.
