    Responding to the severe influenza epidemic, the city mandated the closure of all schools, colleges, churches, lodges, and public gathering places for 30 days.

    An appropriation of $294.33 was made to the Austin Public Free Schools to cover taxes collected in arrears.

W. J. Olsen Taxes on Improvement Cancelled 74 Whereas, the said Paul O. Simms now makes affidavit, hereto attached, that said rendition was made in error and that the said improvements did not exist upon the said lot on the first day of January, 1917; therefore RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the assessment of improvements upon the lot hereinabove described, for taxes of the year 1917, at the valuation of $1,000.00, be and the same is hereby cancelled and annulled. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, October 3, 1918: A. P. Wooldridge, Mayor. The Council then adjourned. J. M. Martin City Clerk SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, Oct. 4, 1918. The Council met with all members present. Councilman Powell offered the following Resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: Aduertise for Bids on Sewage Disposal Plant That the Superintendent of Streets and Public Improvements be and he is hereby authorized to advertise for bids for the construction of a sewage disposal plant to be erected by this city on its property near the sewer outfall, and BE IT FURTHER RESOLVED: That the bids for said work shall be opened by the City Council in the Mayor's office in this city at eleven o'clock. A. M., of Thursday, October 31st, 1918, and BE IT RESOLVED FURTHER: That the city expressly reserves the right to accept or reject any or all bids that may be offered for the work hereinabove stated as proposed to be done, and RESOLVED FURTHER: That the city expressly reserves the right to do any and all of said work in its public capacity should it elect so to do. The resolution was passed by a vote of 5 yeas, no nays. APPROVED, October 4, 1918: A. P. Wooldridge, Mayor. The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: Approp. of $294.33 to Austin Public Schools for Taxes on Accts. That the sum of Two Hundred Ninety-four Dollars and Thirtythree Cents ($294.33) be and the same is hereby appropriated out of the General Contingent fund of this city and made payable to the Treasurer of the Austin Public Free Schools in payment of the amount due the Austin Public Free Schools on taxes in arrears and collected during the month of September, 1918, per the attached statement of Fred Sterzing, Assessor and Collector of this city. The Mayor offered the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: Approx. That the sum of One Thousand Five Hundred Dollars ($1,500.00) be fee of Jno. H. and the same is hereby appropriated out of the $100,000.00 credited in Gregory for the Sewer Fund of this city to the expense of building a sewage disposal Plans & Spec. plant and set apart for the payment of the bill of John H. Gregory for [illegible] professional services covering the preparation of plans and specifications for said sewage disposal works. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, October 7, 1918: A. P. Wooldridge, Mayor. Councilman Haynes offered the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: R.M. Gage That the assessment in error of an automobile against R. M. Gage auto for taxes of the year 1917, at the value of $125.00, be and the same is cancelled hereby cancelled and annulled. See attached affidavit of the said R. M. Gage as the basis for this resolution. The resolution was passed by a vote of 5 yeas, no nays. APPROVED, October 7, 1918: A. P. Wooldridge, Mayor. Woolworth The written request of Billy Ebner to be allowed to put up a cloth sign cloth sign for a period of ten days in front of the Woolworth store, corner Congress avenue and Eighth street, was presented and granted by a vote of 5 yeas, no nays. A number of medical men and heads of Austin schools and military Ordinance institutions met with the Council and discussed the prevailing epidemic of influenza.
