117 REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, Jan. 9, 1919.
The Council was called to order by the Mayor. Roll call showed the following present: Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell, 5; absent none. The minutes of January 2, 3, 6 and 8 were read, and approved by a vote of 5 yeas, no nays. Denied Licenses Applications for public service car licenses as follows were laid before the Council, and all were granted by a vote of 5 yeas, no nays: William Thomas Patton, 2110 Oldham street, Buick, No. 279386; " " " " " " " " Willys, No. 277888; " " " " " " " " Cadillac, No. 289231; " " " " " " " " Jeffery, No. 289230; Howard Yeargin, 2206 Willow street, Chandler, No. 186978; S. W. Johnson, 1306 Nueces street, Jeffery, No. 131985; December Reports The December, 1918, reports of the City Physician, Assessor and Collector, Chief of Police, Public Weigher, Food Inspector, and Secretary of the United Charities, were read and ordered filed. The application of Sam Dochen for junk dealer's license was laid before the Council, and granted by a vote of 5 yeas, no nays. Street Railway to curtailed service to Dam Authorized The petition of the Austin Street Railway Company for the privilege of curtailing service on its East and West line between Deep Eddy and the Dam was read. The proposal was discussed pro and con by W. J. Jones, president of the street railway company, and a number of residents in the vicinity of the Dam, and a general agreement was reached, as the terms of the following resolution which the Mayor offered: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the petition of the Austin Street Railway Company to the City Council to permit it, the Austin Street Railway Company, to curtail street car service upon that portion of West Sixth street, or Dam Boulevard, which extends from about Deep Eddy to the Dam, be and the same is hereby granted, with the following modifications and with the following provisos and conditions: FIRST: That the Austin Street Railway Company shall, notwithstanding this resolution, continuously render adequate street car ser- vice on that portion of its line which extends from about Deep Eddy to the Dam for at least two hours in the morning and for two hours in the afternoon and for two hours in the evening of each day from, say, about the hours of 6:30 A. M. to 8:30 A. M., from the hours of 12:00 M. to 2:00 P. M., and from 5:30 P. M. to 7:30 P. M., or preferably, if so desired by the residents in the vicinity of the Dam, service shall be from about 7:00 A. M. to 9:00 A. M., from about 3:00 P. M. or 4:00 P. M. to 7:00 or 8:00 P. M. SECOND: That street car service by regular schedule shall be rendered to the public on West Sixth street from Deep Eddy to the Dam on every Sunday. THIRD: That should the work of reconstruction of the Dam be resumed, the Austin Street Railway Company shall at once resume its regular present schedule of service from the central parts of the city to the Dam. FOURTH: That this privilege and permit to the Austin Street Railway Company shall cover a period of time from January 13th, 1919, to

FIFTH: That if at any time or for any cause the City Council shall deem it just, proper or judicious so to do, it shall have and it hereby reserves to itself the right of revoking the privileges in this resolution granted. The resolution was passed by a vote of 5 yeas, no nays. APPROVED, Jan. 9, 1919: A. P. Wooldridge, Mayor. Certain communications from the City Engineer and the Superintendent of Streets and Public Improvements were read, after which Mr. Powell offered the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the City Engineer be and he is hereby instructed to Opinion of Storm Sewer at Sewage- Disposal Plant authorized omit the construction of the storm sewer as shown on the Sewage Disposal Plant plans as prepared by John H. Gregory, Consulting Engineer, and BE IT FURTHER RESOLVED: That in lieu of omitting the construction of said storm sewer, the City Engineer be and he is hereby instructed to construct a levee intersecting the high ground at elevation 455.5 at a point 60 feet east of the intersection of Garden street with the west line of the Disposal Plant grounds and then extend said levee in a southerly direction to intersect a point in the center line of Holley street at a distance of 80 feet east from the west line of the Disposal Plant grounds; thence southeast (and with angles such that the center of the levee will be 80 feet west of the west edge of the trickling filter No. 2 as shown on plans prepared by Hering & Gregory) to intersect the original south levee as shown on official plans as prepared John H. Gregory, Consulting Engineer; and BE IT RESOLVED FURTHER: That said levee be constructed in accordance with plans and specifications for other levees of the Disposal Plant, as prepared by John H. Gregory, Consulting Engineer. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, Jan. 9, 1919: A. P. Wooldridge, Mayor. The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: W. P. B. Del. out. at a - J. P. or per our law by Jany. 10. That the sum of Sixty-nine Dollars and Ten Cents ($69.10) be and the same is hereby appropriated out of the General Contingent fund of this city, in payment of the amount due and owing by the City Assessor and Collector for the School Fund's share of the interest and penalties collected on taxes during the month of December, 1918. An itemized statement of the amount owing under this appropriation is attached hereto, certified as correct by Fred Sterzing, Assessor and Collector, and made the basis of this resolution.
