145 SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, Jan. 31, 1919. The Council met with all members present, and at 11 o'clock A. M., pursuant to advertisement, opened bids on 1000 feet of fire hose Fire Hose for the Fire Department. Bids of W. H. Richardson & Co., Voss & Koock, The Walter Tips Company, and the Eureka Fire Hose Department of the United States Rubber Company were opened and given consideration. The Mayor then laid before the Council the following resolution: Whereas, on the 31st day of January, 1919, in response to invitations for bids, the Eureka Fire Hose Manufacturing Company, W. H. Richardson & Company, The Walter Tips Company, and Voss & Koock offered bids for 1000 feet, more or less, of fire hose; and Whereas, all things considered, the bids of the Eureka Fire Hose Fire Hose Company and of The Walter Tips Company were regarded as the lowest and Contract Call best bids; Now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the City of Austin hereby accepts from the Eureka Fire Hose Manufacturing Company its bid for 500 feet of Paragon Multiplewoven Hose at $1.40 per lineal foot, with all couplings and other ap- purtenances, f. o. b. cars, Austin, Texas; and from The Walter Tips Company 500 feet of Baker 2½ inch coupled Single Jacket, Multiple-woven, Rubber-lined Hose, with all couplings and other appurtenances, at $1.40 per lineal foot, f. o. b. cars, Austin, Texas. The offers of both companies are accepted subject to the tests prescribed in the original invitation for bids. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, Jan. 31, 1919: A. P. Wooldridge, Mayor. J. Baum: Junk Dealer The application of S. Baum for junk dealer's license was laid License before the Council and granted by a vote of 5 yeas, no nays. The application of Albert Jabour, 912 East Seventh Street, for Albert Jabour: public service car license on his Reo car, No. 132269 was laid before Ser. Car License the Council and granted by a vote of 5 yeas, no nays.. The Council then adjourned.
Austin, Texas, Feb. 1, 1919. The Council met with all members present except Councilman Powell. The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That one-half, or $7.40, of the fine and costs assessed against Will Jackson Fine Will Jackson, for speeding, in Cause No. 13136, Corporation Court of the City of Austin, be and the same is hereby remitted. This is done out of consideration for the poverty of the said Will Jackson, and the sickness that has prevailed in his family, as well as for the reason that he probably was not consciously exceeding the speed limit when arrested. BE IT FURTHER RESOLVED: That the sum of $7.40 be and the same is hereby appropriated out of the General Contingent Fund of this city for the purpose of refunding the said amount to the said Will Jackson.

East Seventh Street from Congress Avenue to the alley between Congress Avenue and Brazos Street; West Seventh Street from Congress Avenue to Colorado Street; Colorado Street from Fifth to Seventh Streets. RESOLVED FURTHER BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the establishment of the above described territory in the City of Austin as a prohibited district for automobile filling stations to be placed under the streets or under the sidewalks shall not be held to preclude the City of Austin from determining in the case of each individual application whether or not the locality sought for a filling station is a suitable one. The resolution was adopted by the following vote: Yeas, Mayor Wooldridge, Councilmen Bartholomew, Haynes, and Powell, 4; nays, Councilman Anthony, 1. APPROVED, Feb. 4, 1919: A. P. Wooldridge, Mayor. The Council then adjourned.

The Council met with all members present. The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That Seven Hundred Dollars ($700.00) be and the same is hereby appropriated out of the surplus funds of the Water, Light and Power Department for the year 1919 for the purchase of an automobile for the use of the Assistant Superintendent of the Water, Light and Power Department of the City of Austin, Texas. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, Feb. 5, 1919: A. P. Wooldridge, Mayor.
