Austin's Road Upgrades & Sewage Pumping Policy

153 SPECIAL MEETING OF THE CITY COUNCIL; Austin, Texas, Feb. 15, 1919. The Council met with all members present. There was laid before the Council the following resolution: Whereas, it is found practicable, and even desirable, to contract for the tarviation of the Manor Road, East Seventh Street and East Eighth Street in this city for the price of 20¢ per square yard instead of 32¢ per square yard by substituting asphalt and sand for tar and trap rock, as was originally planned; and Whereas, out of this change of process for the treatment of said Manor Road, East Seventh Street and East Eighth Street, as provided in the budget of this city for the year 1919, heretofore adopted, a saving to the city will arise of $1,708.70, Now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That said sum of $1,708.70 saved by the change of treatment of said Manor Road, East Seventh Street and East Eighth Street, as hereinTransfer Funds Alloc. Cr. above stated, be and the same is hereby transferred from the present special appropriation for tarviation of Manor Road, East Seventh Street and East Eighth Street to the appropriation in the General Street Fund for miscellaneous expenses, which transfer of funds will give to the appropriation for miscellaneous expenses a credit of $4,403.02. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, Feb. 15, 1919: A. P. Wooldridge, Mayor. The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the difference in the cost of tarviation, as voted in the budget of this year, upon the Manor Road, East Seventh and East Eighth Streets in this city, which difference in cost amounts to $1,708.70, be and the same is hereby transferred to the account of miscellaneous expenses in the General Street Fund of this city. The Council met with all members present. Councilman Powell offered the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That after carefully considering the several recommendations of Walter L. Eyres, Assistant Superintendent of the Water, Light and Power Plant, and the recommendations of C. E. Leonard, City Engineer, both dated February 18th, 1919, the City of Austin adopts the following policy for controlling the pumping of sewage at the sewage disposal plant: 1. That the City Council do not at the present time install Variable Speed Brush Shifting Type Motors with Lewis Control, but, on the contrary, use Constant Speed Motors operated automatically with floats. 2. That the City install two pumps of two and one-half million gallons capacity each and one pump of one million gallons capacity for the pumping of sewage to the sewage tanks at the sewage disposal plant and that the floats controlling the switchboard be so placed as that the two and one-half million gallon pumps in succession will operate when the one million gallon pump is not adequate to handle the sewage. 3. That this resolution is based upon the written recommendations of the City Engineer, C. E. Leonard, which recommendations are attached hereto and made the basis of this resolution.
