171 REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, Mar. 27, 1919. The Council was called to order by the Mayor. Roll call showed the following present: Mayor Wooldridge, Councilmen Anthony, Bartholomew, Haynes, and Powell, 5; absent none. The minutes of Mar. 20 and 22 were read, and were approved by a vote of 5 yeas, no nays. A delegation of Austin clothing dealers came before the CounPetition for lights in alleys cil to request the lighting of the alley immediately west of Congress Avenue. The matter was referred to Councilman Bartholomew for attention. The Mayor laid before the Council the bill of Millican & Hamby, Premium on Bond of City Clerk amounting to $5.00, for the annual premium on the official bond of V. E. Martin, City Clerk, which was ordered paid by a vote of 5 yeas, no nays. There was read to the Council the following report of the City Clerk on the primary election of Mar. 24, 1919: Austin, Texas, Mar. 25, 1919. The Hon. Mayor and City Council, City of Austin, Texas. Greer to be allowed to install a wagon scale and permit scale in the street or sidewalk on the 29th street side of his place of business at 29th and Guadalupe Streets was laid before the Council, and on motion of the Mayor was declined by a vote of 5 yeas, no nays. The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the sum of One Hundred Twelve Dollars and Fifty Cents Appropriation additional for ($112.50) be and the same is hereby appropriated out of the General Salary of Humane Contingent Fund of this city and made payable to the Treasurer of the Officer Humane Society of this city as an assistance to the pay of the salary of the Humane Officer of that Association. Charitable Military Compa RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the rates for water and light to churches and military companies and charitable institutions be one-half of the regular rates. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, Mar. 27, 1919: A. P. Wooldridge, Mayor. The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the sum of Three Hundred Dollars ($300.00) be and Appropriation for Federal Em- ploy- ment Bureau the same is hereby appropriated out of the General Contingent Fund of this city and made payable to the Treasurer of the Federal Employment Bureau in this city. This appropriation is made to aid the Government in the employment chiefly of returning unemployed soldiers. This appropriation is available at the rate of $100.00 per month, beginning April 1, 1919. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, Mar. 27, 1919: A. P. Wooldridge, Mayor. The Mayor offered the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the sum of One Thousand Six Hundred Eighty Dollars transfer fund W & L to Parks and Seventeen Cents ($1,680.17) be and the same is hereby transferred from the surplus fund of the Water, Light and Power Depart- ment to the credit of the expenditures of the Park Department and here made available for such expenditures as are contained in the budget of this city for the year 1919. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, Mar. 27, 1919: A. P. Wooldridge, Mayor. The Mayor laid before the Council the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the sum of Six Thousand Five Hundred Sixty-four Doltransfer funds W & L to G. Exp. lars ($6,564.00) be and the same is hereby transferred from the Surplus Fund of the Water and Light Department of this city to aid in covering the appropriations in the departments of the City of Austin supported chiefly out of what is known as the general expense fund. The resolution was adopted by a vote of 5 yeas, no nays. APPROVED, Mar. 27, 1919: A. P. Wooldridge, Mayor. The Mayor offered the following resolution: RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: That the sum of Six Thousand One Hundred Twenty-seven transfer funds W & L to Sewer Dollars and Twenty-three Cents ($6,127.23), or 5 per cent (5%) of the estimated water earnings of the City of Austin for this year be and the same is hereby transferred from the surplus earnings of the Water, Light and Power Department and made available for the uses of the Sewer Department of this city.
